Stafford Disaster Relief and Emergency Assistance Act to expand eligibility for individual and public assistance to certain areas and to include cumulative damage from multiple natural catastrophes in the definition of major disaster, and for other purposes.</official-title></form><legis-body id="HC918B88F26B446DC9A053CDD1F6531A7" style="OLC"><section id="HEEB10D2BE3604C1F823CD718AD1EEE67" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regional Impact of Disasters and Emergencies Relief Act</short-title></quote> or the <quote><short-title>RIDER Act</short-title></quote>.</text></section><section id="H8273BBD34A9E4F38804F281146048BAC" section-type="subsequent-section"><enum>2.</enum><header>Contiguous area</header><text display-inline="no-display-inline">Title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H31E1A39B2ADC4C3B919622EC979E4CC5" display-inline="no-display-inline"><section id="H6D6AC2130851412DBAFDACDDDAB77868"><enum>431.</enum><header>Contiguous area</header><subsection id="HE253082CA8C04D6CAF98090D258D884A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any area under the jurisdiction of a State or local government that is contiguous to an area that the President designates as eligible to receive any form of covered assistance as a result of a major disaster may be deemed by the Administrator of the Federal Emergency Management Agency to be eligible to receive such assistance with respect to such disaster.</text></subsection><subsection id="HFA2E290973CF48E7B88A6EA9769AFDCD"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <quote>covered assistance</quote> means—</text><paragraph id="HE875099085B9474DAE99B9E0AD5B34D3"><enum>(1)</enum><text>hazard mitigation assistance provided under section 404; </text></paragraph><paragraph id="HB42A703F716F4C0AACACEF073A3D7AFD"><enum>(2)</enum><text>any assistance provided to an individual or household under sections 408, 410, 415, 416, or 426; and</text></paragraph><paragraph id="H3C8708971E78496E89EEF492E042A180"><enum>(3)</enum><text>any public assistance provided under sections 403, 406, or 407.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HA40243797E9A4EFC8D7284B2A8F4C5B4"><enum>3.</enum><header>Cumulative damage</header><subsection id="H8BB655964B1B490AABD517FCD61392BA"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 102(2) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5122">42 U.S.C. 5122(2)</external-xref>) is amended—</text><paragraph id="H661AA55EEFF24D4BB7C18C4286EC5E16"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote><term>Major disaster</term> means</quote> and inserting <quote>(A) <header-in-text level="subparagraph" style="OLC">In general.—</header-in-text>The term <quote>major disaster</quote> means </quote>; and </text></paragraph><paragraph id="HA998AADF8F1E421DB6771391AE502A23"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H66B5D665CCF641F5957A2898BA425DF1" display-inline="no-display-inline"><subparagraph id="H15948220D25643BBA2A82B73DE4870E9"><enum>(B)</enum><header>Inclusion</header><text display-inline="yes-display-inline">The term <quote>major disaster</quote> includes more than 1 natural catastrophe, fire, flood, or explosion described in subparagraph (A) that occurs in a 12-month period and that individually does not cause damage of sufficient severity and magnitude to warrant major disaster assistance under this Act, but that, in the determination of the President, cumulatively causes damage of sufficient severity and magnitude to warrant such assistance. </text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H2790B4E0C4F84FD19321A5026997E0F6"><enum>(b)</enum><header>Interim guidance</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall issue interim guidance to implement the amendments made by subsection (a).</text></subsection><subsection id="HCA2088F1A14D458681ED0A587B50CCA4"><enum>(c)</enum><header>Rulemaking</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the President, acting through the Administrator of the Federal Emergency Management Agency, shall issue such rules and regulations as are necessary to—</text><paragraph id="HA473A2BFD6CF475F8C6DE50779C7D644"><enum>(1)</enum><text>ensure compliance with section 1232 of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/254">Public Law 115–254</external-xref>); and</text></paragraph><paragraph id="H4F973CE6AE7D40B79835CB8835831D29"><enum>(2)</enum><text>implement the amendments made by subsection (a).</text></paragraph></subsection></section></legis-body></bill>
