This amounts to a decrease of about 340,000 professionals on their way to becoming teachers in the year 2017, as compared to 2009.</text></paragraph><paragraph id="H663051798EFD4900BE52A4CD5721D14C"><enum>(4)</enum><text>Current data show that the impacts of COVID–19 may be further exacerbating student access to well-prepared and diverse teachers through declining higher education enrollments and potential increased turnover due to pandemic teaching conditions, among other factors.</text></paragraph><paragraph id="HB97BA63419334A7C9B8964D947D38371"><enum>(5)</enum><text>About 80 percent of educators begin teaching with a bachelor’s degree, yet the latest Federal data show a nearly 6-percent decline in undergraduate enrollment in the Spring of 2021. Enrollment declines have inequitably impacted students of color.</text></paragraph><paragraph id="H4EC882326EF447DD97D8F929FA54176F"><enum>(6)</enum><text>In an August 2020 Census Bureau survey, respondents cited their inability to pay as a factor in their decision to forgo college.</text></paragraph><paragraph id="H56DA4EDAD1DE4EE0A9CD7869D1F263A8"><enum>(7)</enum><text>Research suggests that service scholarship programs like the TEACH Grant Program are successful when they are both administratively manageable and when subsidies are large enough to substantially offset training costs. Efforts to increase the TEACH Grant award amount must be combined with efforts to ensure that the program is administratively manageable. In order for the TEACH Grant Program to meet its full potential, the research is clear that both criteria need to be addressed.</text></paragraph><paragraph id="HD9CB719EA32B4877A916E5DC96A5DDF5"><enum>(8)</enum><text>The TEACH Grant’s award amount has not increased since its creation in the bipartisan College Cost Reduction and Access Act (<external-xref legal-doc="public-law" parsable-cite="pl/110/84">Public Law 110–84</external-xref>). In addition, due to the Budget Control Act of 2011 (<external-xref legal-doc="public-law" parsable-cite="pl/112/25">Public Law 112–25</external-xref>), the maximum amount of grant aid available under the TEACH Grant Program of $4,000 a year has been cut for a majority of the program’s existence. This comes at a time when the yearly full cost of a public 4-year college for an in-State student exceeds $20,000. Further, more than two-thirds of individuals entering the field of education borrow money to pay for their higher education, resulting in an average debt of about $20,000 for those with a bachelor’s degree and $50,000 for those with a master’s degree.</text></paragraph><paragraph id="HF32D2B99D2BA4886A2B2D058AF14E792"><enum>(9)</enum><text>Grant programs can eliminate or reduce the need to borrow student loans in order to afford a college education. This is important because a college student’s potential debt burden influences the student’s decisions about what profession to enter, with the result that the student is less likely to pursue a career in education or take other low-paying jobs after graduation if the student expects to incur more debt. This is especially true for students of color, who, according to a recent report, are more likely to come from families that are unable to contribute financially to their higher education.</text></paragraph><paragraph id="HCC274952E5EC4DAA94CD68129673CA22" commented="no" display-inline="no-display-inline"><enum>(10)</enum><text>Students with disabilities, including students of color with disabilities, are also likely to accrue significant student loan debt. This often results from limited ability to work while in school due to the increased time needed for coursework. </text></paragraph><paragraph id="H61D4DBBE725544419AB25DF9A4930BAC"><enum>(11)</enum><text>Teachers of color face unique barriers to entering and staying in the profession. For example, teachers of color are more likely to enter teaching through alternative pathways due to the high cost of traditional teacher preparation programs and the debt burden faced by college students of color. Lower quality pathways can result in less effective teaching and high turnover rates. Research shows that candidates who receive comprehensive preparation are 2 to 3 times more likely to stay in teaching than those who receive little training. In many cases, however, teachers of color are more likely to begin teaching without having completed comprehensive preparation and entering instead through alternative routes that often skip student teaching and key coursework, leaving teachers to learn on the job.</text></paragraph><paragraph id="HE309F7C2390546F099704646E3F2D9EF"><enum>(12)</enum><text>Research shows that recruiting and retaining a diverse teacher workforce is key to improving outcomes for all students and for closing achievement gaps. While White students also benefit by learning from teachers of color, the impact is especially significant for students of color, who have higher test scores, are more likely to graduate from high school, and more likely to succeed in college when they have had teachers of color who serve as role models and support their attachment to school and learning.</text></paragraph></section><section id="HE66A89234D0540B5A06BCBDE5C59AD7B"><enum>3.</enum><header>Amendments to the TEACH Grants program under the Higher Education Act of 1965</header><text display-inline="no-display-inline">Subpart 9 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070g">20 U.S.C. 1070g et seq.</external-xref>) is amended—</text><paragraph id="H816EFF1A45C04FFFAC74D033DA4725D1"><enum>(1)</enum><text display-inline="yes-display-inline">in section 420L(1), by inserting <quote>(except that such term does not include an institution described in subsection (a)(1)(A) of section 102)</quote> after <quote>102</quote>;</text></paragraph><paragraph id="H2A0465F3736242A2AA011EA84AA1D44B"><enum>(2)</enum><text>in section 420M—</text><subparagraph id="H0ACFF792DB9F4EB1BF252E3EA01F380C"><enum>(A)</enum><text>in subsection (a)(1), by striking <quote>$4,000</quote> and inserting <quote>$8,000</quote>; </text></subparagraph><subparagraph id="H55D0776176D241CCBE4411E7AE24C9EA"><enum>(B)</enum><text>in subsection (b)(3), by striking the second and third sentences and inserting the following: <quote>Any disbursement allowed to be made by crediting the teacher candidate's account shall be used for the full cost of attendance (as defined in section 472).</quote>; and </text></subparagraph><subparagraph id="HF53492FF598A4FC0AC045B4D4F76A5AF"><enum>(C)</enum><text>in subsection (d)—</text><clause id="H7CA128F8F9584580BEF8E883FA1F91AA"><enum>(i)</enum><text>in paragraph (1)(B), by striking <quote>$16,000</quote> and inserting <quote>$32,000</quote>; and</text></clause><clause id="HA58CBF29B500408AB6D27BE1E31A615D"><enum>(ii)</enum><text>in paragraph (2), by striking <quote>$8,000</quote> and inserting <quote>$16,000</quote>; and</text></clause></subparagraph></paragraph><paragraph id="H45747F68D36F45E186837F83A060048C"><enum>(3)</enum><text>in section 420N—</text><subparagraph id="H97430B8A16574834A9167435BD8D7ABF" commented="no"><enum>(A)</enum><text>in subsection (b)—</text><clause commented="no" id="H55C8AA4C8E1646DB9BB6D179D52F1FF0"><enum>(i)</enum><text>by striking paragraphs (2) and (3);</text></clause><clause commented="no" id="H5DA9D40F3DA5429F8C1CEE7EA117EC08"><enum>(ii)</enum><text>by striking <quote>an agreement</quote> and all that follows through <quote>the applicant will</quote> and inserting <quote>an agreement by the applicant that the applicant will</quote>;</text></clause><clause commented="no" id="H46F7A18C95A34AF29A0F391A8DCBDF97"><enum>(iii)</enum><text>by redesignating subparagraphs (A) through (E) as paragraphs (1) through (5), respectively, and moving the margins of such paragraphs (as so redesignated) 2 ems to the left; </text></clause><clause commented="no" id="H0BE111ECC3CC41FAB28AC66B3636D46A"><enum>(iv)</enum><text>by redesignating clauses (i) through (vii) as subparagraphs (A) through (G), respectively, and moving the margins of such subparagraphs (as so redesignated) 2 ems to the left; </text></clause><clause commented="no" id="HBDE8FEFB1C5C49789A1232C81907E519"><enum>(v)</enum><text>in paragraph (2), as redesignated by clause (iii), by striking <quote>teach in a school described in section 465(a)(2)(A)</quote> and inserting <quote>teach in a school described in section 465(a)(2)(A) or teach in a high-need early childhood education program (defined in section 200(9))</quote>; and</text></clause><clause commented="no" id="HAEFCC418DA384B47B409066875894A39"><enum>(vi)</enum><text>in paragraph (3), as redesignated by clause (iii)—</text><subclause commented="no" id="HA8A8AEAEAC2F42F285D856F959CA4FB1"><enum>(I)</enum><text>in subparagraph (F), as redesignated by clause (iv), by striking <quote>or</quote> after the semicolon;</text></subclause><subclause commented="no" id="HC4A9464847E045C296547220BC19ED52"><enum>(II)</enum><text>in subparagraph (G), as redesignated by clause (iv), by inserting <quote>or</quote> after the semicolon; and</text></subclause><subclause commented="no" id="H6531A955A6494783A29FA8646710E19D"><enum>(III)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1E2066143D6042DBB971A988191C52E2"><subparagraph commented="no" id="HCDE5DDB2A0BB4246B8EAF6CF5CF7BF00"><enum>(H)</enum><text>early childhood education;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause></clause></subparagraph><subparagraph commented="no" id="H6036AE54636B4FD7912057AC75A5C5A5"><enum>(B)</enum><text>by striking subsection (c) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H52AA8752D4084898A85463023C8E4213"><subsection id="HD0EC1B8DE7D44085870CD4AB36620F8D"><enum>(c)</enum><header>Certificate</header><text>Upon the completion of the service requirement in subsection (b), the Secretary shall send to the recipient of a grant under this subpart an electronic certificate documenting the completion of such service.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H602A51EFD01E4E1E99C9AC79D54B04BD"><enum>(C)</enum><text>by redesignating subsection (d) as subsection (e);</text></subparagraph><subparagraph id="HCFC7763A9BF24FC4BF3CCD682DC72189"><enum>(D)</enum><text>by inserting after subsection (c) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1CEE76D9DEC849928E56C7362A38471B"><subsection commented="no" id="H46CA47C3B18A49DEB0E037B59DE7223B"><enum>(d)</enum><header>Prohibition</header><text>The Secretary may not institute or create a monetary penalty for failure or refusal to complete the service requirement under subsection (b).</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" id="H863734867AF34FE5B96C45DDE801881E"><enum>(E)</enum><text>in subsection (e), as redesignated by subparagraph (C)—</text><clause commented="no" id="HB352821694A643DD843F1EAD6D1BF97D"><enum>(i)</enum><text>by striking <quote>subsection (b)(1)(C)(vii)</quote> and inserting <quote>subsection (b)(3)(G)</quote>; and</text></clause><clause commented="no" id="H736C4D99D8694C20A5A0820E48EE332D"><enum>(ii)</enum><text>by striking <quote>subsection (b)(1)</quote> and inserting <quote>subsection (b)</quote>.</text></clause></subparagraph></paragraph></section><section id="H00C1B08BEB2946A791F437C4C87CC81C"><enum>4.</enum><header>Amendment to the balanced budget and deficit control act</header><subsection id="H8F025ECFFAB04AF1B592837B044B2042"><enum>(a)</enum><header>Exemption of program from sequestration</header><text>Section 255(h) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/905">2 U.S.C. 905(h)</external-xref>) is amended by inserting after the item relating to <quote>Supplemental Security Income Program (28–0406–0–1–609).</quote> the following new item: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H5E8E64FDD4B64AB194CF776C63707326"><paragraph id="H75B05E5F837942AB98EB8227A266E566"><enum/><text>TEACH Grants under subpart 9 of part A of title IV of the Higher Education Act of 1965.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H50F83E09B0714C189E57453F6F769F7B" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Applicability</header><text>The amendment made by this section shall apply to any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900 et seq.</external-xref>) on or after the date of enactment of this Act. </text></subsection></section></legis-body></bill>
