R. 3366</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210520">May 20, 2021</action-date><action-desc><sponsor name-id="W000816">Mr. Williams of Texas</sponsor> (for himself and <cosponsor name-id="N000192">Ms. Newman</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name>, and in addition to the Committee on <committee-name committee-id="HED00">Education and Labor</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Small Business Act to include requirements relating to graduates of career and technical education programs or programs of study for small business development centers and women’s business centers, and for other purposes.</official-title></form><legis-body id="H51205A5E71CE44F6BFF6B5FBE044CEA8" style="OLC"><section id="H13EBFDF93D95485F9D1ED4E785C25475" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Small Business and Career and Technical Education Act of 2021</short-title></quote>.</text></section><section id="HE5E5B363338B4B0FAC9E260CD88FA224" section-type="subsequent-section"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense Congress that—</text><paragraph id="H8C4792F696BE4199BB6A88116DA05476"><enum>(1)</enum><text>career and technical education provides individuals with coherent and rigorous content aligned with challenging academic standards and relevant technical knowledge and skills needed to prepare for further education and careers in current or emerging professions;</text></paragraph><paragraph id="HF01E67293F5147D8BFCE3175A0F3EEC1"><enum>(2)</enum><text>career and technical education provides technical skill proficiency, an industry-recognized credential, a certificate, or an associate degree;</text></paragraph><paragraph id="H91FB16FE2C8649899F66C793B87D874D"><enum>(3)</enum><text>career and technical education includes competency-based applied learning which contributes to the academic knowledge, higher-order reasoning and problem-solving skills, work attitudes, general employability skills, technical skills, occupation-specific skills, and knowledge of all aspects of an industry, including entrepreneurship, of an individual;</text></paragraph><paragraph id="HC934C70F691646AF870415CB2CD9F6D5"><enum>(4)</enum><text>employment opportunities provided through recognized postsecondary credentials (as defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>)) are as important to the advancement of the economy of the United States as any other domestic business sector; </text></paragraph><paragraph id="H3F122D197574438FA92B85DD0703F1D3"><enum>(5)</enum><text>career and technical professions are desirable and often high-skill, high-wage occupations; and</text></paragraph><paragraph id="HBF976C037F6F4B55A22BAFEF3638B4BC"><enum>(6)</enum><text display-inline="yes-display-inline">career and technical education provides individuals with just as competitive and practical of a career path as attending a traditional four-year college or university.</text></paragraph></section><section id="HB8EED23B000C440A9CDD8DC7E5436D9D"><enum>3.</enum><header>Inclusion of career and technical education</header><subsection id="H6582F938F9C9480AAEC88736BFEDA95A"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 3 of the Small Business Act is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" id="HF1A465940CB145A28033B0E8317AB194" display-inline="no-display-inline"><subsection id="HC90D9773821844CBB2AA2F185A3DEBD1"><enum>(gg)</enum><header>Career and technical education</header><text display-inline="yes-display-inline">The term <term>career and technical education</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6BD7EFF9D8604635AFE5E481A302470F"><enum>(b)</enum><header>Small business development centers</header><text display-inline="yes-display-inline">Section 21(c)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(c)(1)</external-xref>) is amended—</text><paragraph id="H98FDBC79401B46F29F5A466CBD12339D"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (T), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H38A71C85175F4483B4BCBC10F3188672"><enum>(2)</enum><text>in clause (v) of the first subparagraph (U) (relating to succession planning), by striking the period at the end and inserting a semicolon;</text></paragraph><paragraph id="HE52FB7EEAF58406FBD381CBE1AA73698"><enum>(3)</enum><text>in second subparagraph (U) (relating to training on domestic and international intellectual property protections)—</text><subparagraph id="H6EE11AB6023D4EB1A25A0C44128124AC"><enum>(A)</enum><text>in clause (ii)(II), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="HA95A3773F8AF494A94EDFA3E9D798B00"><enum>(B)</enum><text>by redesignating such subparagraph as subparagraph (V); and</text></subparagraph></paragraph><paragraph id="HDFC9688ED27B4619A9B88F38555BD0F1"><enum>(4)</enum><text>by adding at the end the following new subparagraphs:</text><quoted-block style="OLC" id="H10ED796F136A4076AAF64323ECF55E31" display-inline="no-display-inline"><subparagraph id="HE2DA3513C33540ADAAEE776E3AF63F86"><enum>(W)</enum><text display-inline="yes-display-inline">assisting small businesses in hiring graduates from career and technical education programs or programs of study; and</text></subparagraph><subparagraph id="HCEE50F2BA36049BA89986B9FDE198792"><enum>(X)</enum><text display-inline="yes-display-inline">assisting graduates of career and technical education programs or programs of study in starting up a small business concern.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H1B372473AF8647EFAEC721377AB57D64"><enum>(c)</enum><header>Women’s business centers</header><text display-inline="yes-display-inline">Section 29(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(b)</external-xref>) is amended—</text><paragraph id="HE87457080B5647EB88974D54A294D670"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="HB5600B4CA69849419148299B6503A18A"><enum>(2)</enum><text> in paragraph (3), by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="H31AE4653C0C242369C520D9A0DC11CFC"><enum>(3)</enum><text>by adding at the end the following new paragraphs:</text><quoted-block style="OLC" id="H01581724FB644E55B04092DD4CF0177E" display-inline="no-display-inline"><paragraph id="H5DFFE6742D564FD8B5A0D673A2500AAF"><enum>(4)</enum><text display-inline="yes-display-inline">assistance for small business concerns to hire graduates from career and technical education programs or programs of study; and</text></paragraph><paragraph id="HC65142C90FDD417588892198E87FB8DF"><enum>(5)</enum><text display-inline="yes-display-inline">assistance for graduates of career and technical education programs or programs of study to start up a small business concern.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
