which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HRU00">Rules</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the consideration of any bill, resolution, or amendment by Congress unless a statement regarding increases or decreases in Federal taxes, fees, and similar amounts is included.</official-title></form><legis-body id="H9DB81BDDA5BD43319C8D8C74695A9399" style="OLC"><section id="H6089D12455094FD39A284E4AB729E7BD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Truth in Taxation Act of 2021</short-title></quote>.</text></section><section id="H62B3C24D282C49C5AEA26C3D8274E202"><enum>2.</enum><header>Transparency of changes in Federal taxes, fees, and similar amounts</header><subsection id="H65C5ECCB0C6D4081BC6ED055574FDC15"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">Chapter 2</external-xref> of title 1, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/1/102">section 102</external-xref> the following:</text><quoted-block id="HE5D6D4FE92234F93AD36932132EBB166" style="USC"><section id="HC4F9EF4544174FBF9B64B9831635CA32"><enum>102a.</enum><header>Transparency of changes in Federal taxes, fees, and similar amounts.</header><subsection id="H0A567D8FFD6949C693258B717E5D22D7"><enum>(a)</enum><header>In general</header><text>Each bill, resolution, or amendment that would result in an increase or decrease (or both) in Federal taxes, fees, or any similar amounts shall include in the long title of such bill or resolution, or the heading of such amendment, a statement that such bill, resolution, or amendment will result in each such increase or decrease (or both).</text></subsection><subsection id="HB8F3877C445F4257ABBD8001F4B09771"><enum>(b)</enum><header>Failure To comply</header><paragraph id="H3A404DDB78C14AE19607DDD2C902EF24"><enum>(1)</enum><header>In general</header><text>A failure to comply with subsection (a) shall give rise to a point of order in either House of Congress, which may be raised by any Senator during consideration in the Senate or any Member of the House of Representatives during consideration in the House of Representatives.</text></paragraph><paragraph id="H4DA7DB2B139244E280DD5EB82367C47F"><enum>(2)</enum><header>Nonexclusivity</header><text>The availability of a point of order under this section shall not affect the availability of any other point of order.</text></paragraph></subsection><subsection id="HDCF2BD72177D43D4A532556C4338C563"><enum>(c)</enum><header>Disposition of point of order in the Senate</header><paragraph id="HFE257A71EEF34FEF9C87BF4EC0F93F0A"><enum>(1)</enum><header>In general</header><text>Any Senator may raise a point of order that any matter is not in order under subsection (a).</text></paragraph><paragraph id="H60C2EDF714BF461E9E936CAFBDCA73A4"><enum>(2)</enum><header>Waiver</header><subparagraph id="HBC244800A9ED422F91D6E6CEE03B44D0"><enum>(A)</enum><header>In general</header><text>Any Senator may move to waive a point of order raised under paragraph (1) by an affirmative vote of three-fifths of the Senators duly chosen and sworn.</text></subparagraph><subparagraph id="H323871CD31A24C5BAF6D6744121DD502"><enum>(B)</enum><header>Procedures</header><text>For a motion to waive a point of order under subparagraph (A) as to a matter—</text><clause id="H82D432FFADBD406587DB25F6A2BAF5FA"><enum>(i)</enum><text>a motion to table the point of order shall not be in order;</text></clause><clause id="H833773DC15A4464586BCBEAF3829C56D"><enum>(ii)</enum><text>all motions to waive one or more points of order under this section as to the matter shall be debatable for a total of not more than 1 hour, equally divided between the Senator raising the point of order and the Senator moving to waive the point of order or their designees; and</text></clause><clause id="H6D0592AD65CA41F4B837F812A1FBFE2E"><enum>(iii)</enum><text>a motion to waive the point of order shall not be amendable.</text></clause></subparagraph></paragraph></subsection><subsection id="H0ACDA82BFACC42BEA8FB751A81782895"><enum>(d)</enum><header>Disposition of point of order in the House of Representatives</header><paragraph id="H775325832BD043FC8CD42FD077195A99"><enum>(1)</enum><header>In general</header><text>If a Member of the House of Representatives makes a point of order under this section, the Chair shall put the question of consideration with respect to the proposition of whether any statement made under subsection (a) was adequate or, in the absence of such a statement, whether a statement is required under subsection (a).</text></paragraph><paragraph id="HE5EF906646BC458C8D253508E5143781"><enum>(2)</enum><header>Consideration</header><text>For a point of order under this section made in the House of Representatives—</text><subparagraph id="H54A738E32D8A43AC855EFEE8A5718C2D"><enum>(A)</enum><text>the question of consideration shall be debatable for 10 minutes, equally divided and controlled by the Member making the point of order and by an opponent, but shall otherwise be decided without intervening motion except one that the House of Representatives adjourn or that the Committee of the Whole rise, as the case may be;</text></subparagraph><subparagraph id="HFB08ADFB66EB4C03853AA0865CDE78E3"><enum>(B)</enum><text>in selecting the opponent, the Speaker of the House of Representatives should first recognize an opponent from the opposing party; and</text></subparagraph><subparagraph id="H60605367496946BA94D9140692426098"><enum>(C)</enum><text>the disposition of the question of consideration with respect to a measure shall be considered also to determine the question of consideration under this section with respect to an amendment made in order as original text.</text></subparagraph></paragraph></subsection><subsection id="H1902395BC35B4165AF7FA3EAE442BD48"><enum>(e)</enum><header>Rulemaking authority</header><text display-inline="yes-display-inline">The provisions of this section are enacted by the Congress—</text><paragraph id="H7788F7AA23AA4D8FADDECFA0DC8BB7F0"><enum>(1)</enum><text>as an exercise of the rulemaking power of the House of Representatives and the Senate, respectively, and as such they shall be considered as part of the rules of each House, respectively, or of that House to which they specifically apply, and such rules shall supersede other rules only to the extent that they are inconsistent therewith; and</text></paragraph><paragraph id="H42BAD57B9AEC4D4086A1B54EE1625D48"><enum>(2)</enum><text>with full recognition of the constitutional right of either House to change such rules (so far as relating to such House) at any time, in the same manner, and to the same extent as in the case of any other rule of such House.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H4A50AE03341E4460B182CA6CDA5A8950"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">chapter 2</external-xref> of title 1, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/1/102">section 102</external-xref> the following new item:</text><quoted-block id="H2EE5941ECBAC4AD6AACF13CF1F4A8A8D" style="USC"><toc regeneration="no-regeneration"><toc-entry level="section">102a.
