R. 3361</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210519">May 19, 2021</action-date><action-desc><sponsor name-id="Y000033">Mr. Young</sponsor> (for himself, <cosponsor name-id="L000560">Mr. Larsen of Washington</cosponsor>, <cosponsor name-id="M001199">Mr. Mast</cosponsor>, and <cosponsor name-id="M001190">Mr. Mullin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the State Department Basic Authorities Act of 1956 to establish a United States Ambassador at Large for Arctic Affairs, and for other purposes.</official-title></form><legis-body id="HBA22EEA09CFE402B962E433BE7DF55AA" style="OLC"><section id="HD8C3E72CEF3D495285658F69DB89B60B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States Ambassador at Large for Arctic Affairs Act of 2021</short-title></quote>.</text></section><section id="H5E90FD6370794686B16B61F1FF269830"><enum>2.</enum><header>United States Ambassador at Large for Arctic Affairs</header><text display-inline="no-display-inline">Title I of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a et seq.</external-xref>) is amended by adding at the end the following new section:</text><quoted-block id="H7793E9E4B6194970BE993E267117F331" style="OLC"><section id="H9B83F86711B74719909B4FCE01B0CB0F"><enum>64.</enum><header>United States Ambassador at Large for Arctic Affairs</header><subsection id="HEABDA69526054AE6B9CD2DE7A16F546F"><enum>(a)</enum><header>Establishment</header><text>There is established within the Department of State an Ambassador at Large for Arctic Affairs (referred to in this section as the <quote>Ambassador</quote>), appointed in accordance with subsection (b).</text></subsection><subsection id="HB324297F2C3F4C348EE6FDFAEA158568"><enum>(b)</enum><header>Appointment</header><text>The Ambassador shall be appointed by the President, by and with the advice and consent of the Senate.</text></subsection><subsection id="H16580AE6739046A096B08D9F2B397435"><enum>(c)</enum><header>Duties</header><paragraph id="HEFAAE0079BDA462EB6A003617DF3D4CE"><enum>(1)</enum><header>Diplomatic representation</header><text>Subject to the direction of the President and the Secretary of State, the Ambassador is authorized to represent the United States in matters and cases relevant to Arctic affairs in—</text><subparagraph id="H89885604931B4CC984322B6134A10AB7"><enum>(A)</enum><text>contacts with foreign governments, intergovernmental organizations, and specialized agencies of the United Nations, the Arctic Council, and other international organizations of which the United States is a member; and</text></subparagraph><subparagraph id="HD84B0CEACD8F4449A1FEF77EC4DB0ED1"><enum>(B)</enum><text>multilateral conferences and meetings relating to Arctic affairs.</text></subparagraph></paragraph><paragraph id="HCF3A06D0DB3D44FE9B8E906AB97B5573"><enum>(2)</enum><header>Chair of the Arctic Council</header><text>The Ambassador shall serve as the Chair of the Arctic Council when the United States holds the Chairmanship of the Arctic Council.</text></paragraph><paragraph id="H26067FC9115545B6B15ACE9455715BBF"><enum>(3)</enum><header>Policies and procedures</header><text>The Ambassador shall coordinate United States Arctic policies.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
