R. 3284</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210517">May 17, 2021</action-date><action-desc><sponsor name-id="O000019">Mr. Obernolte</sponsor> (for himself and <cosponsor name-id="L000491">Mr. Lucas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for fundamental research programs in advanced scientific computing at the Department of Energy, and for other purposes.</official-title></form><legis-body id="H0E572AFD00FD4104BE888FCD04B2EC14" style="OLC"><section id="H512B37203D424C10B224351D9D8D9E93" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next Generation Computing Research and Development Act of 2021</short-title></quote>.</text></section><section id="H9243D0ECD635416399968AB8EE4C9E39"><enum>2.</enum><header>Advanced scientific computing research</header><subsection id="H5899C5F4B75849A39A940DA37CC99DB3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 304 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18642">42 U.S.C. 18642</external-xref>) is amended—</text><paragraph id="HC54360E2AF234BDCBB61CE966834D5D4"><enum>(1)</enum><text>by redesignating subsections (b) and (c) as subsections (c) and (d), respectively; and</text></paragraph><paragraph id="H350F78283A114F41ADCF35B039DE9B12"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (a) the following:</text><quoted-block id="H75D00D87DC2944A893D30F8E399AF27C" style="OLC"><subsection id="H2C4FA91F387E412299C7C6AF6514F5BD"><enum>(b)</enum><header>Program</header><text>The Director shall carry out a research, development, and demonstration program to advance computational and networking capabilities to analyze, model, simulate, and predict complex phenomena relevant to the development of new energy technologies and the competitiveness of the United States.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H919E6AC9DB524001A97F01E5624A6176"><enum>(b)</enum><header>Additional programs</header><text display-inline="yes-display-inline">Section 304 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18642">42 U.S.C. 18642</external-xref>) is further amended by adding at the end the following:</text><quoted-block id="HDECA2ACB3E9D46F98D75BF5C24B47E8A" style="OLC"><subsection id="HE4BE584C7AB04ACFB5C5AE15161C9CD0"><enum>(e)</enum><header>Beyond exascale computing program</header><paragraph id="H3303B126AA9145EFAA019A4BDEF2E745"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program to develop and implement a strategy for achieving computing systems with capabilities beyond exascale computing systems. In establishing this program, the Secretary shall—</text><subparagraph id="HC61B7E8DF4FB42BD95A242431150F433"><enum>(A)</enum><text>maintain foundational research programs in mathematical, computational, and computer sciences focused on new and emerging computing needs within the mission of the Department, including but not limited to post-Moore’s law computing architectures, novel approaches to modeling and simulation, artificial intelligence and scientific machine learning, quantum computing, and extreme heterogeneity; and</text></subparagraph><subparagraph id="H1DF633EEC3764A08B5661A4EB9E5856B"><enum>(B)</enum><text>retain best practices and maintain support for essential hardware and software elements of the Exascale Computing Project that are necessary for sustaining the vitality of a long-term exascale ecosystem.</text></subparagraph></paragraph><paragraph id="H38C1C02774684DF3A4667BDC5A528B4A"><enum>(2)</enum><header>Report</header><text>Not later than one year after the date of the enactment of the <short-title>Next Generation Computing Research and Development Act of 2021</short-title>, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate, a report on the development and implementation of the strategy outlined in paragraph (1).</text></paragraph></subsection><subsection id="H1B09D73B0AED467FBE94E0BED2EF1E53"><enum>(f)</enum><header>Energy efficient computing program</header><paragraph id="HD363B98F50DD46C18F68F70163F1C8EC"><enum>(1)</enum><header>In general</header><text>The Secretary shall support a program of fundamental research, development, and demonstration of energy efficient computing technologies relevant to advanced computing applications in high performance computing, artificial intelligence, and scientific machine learning.</text></paragraph><paragraph id="HD3C90967421B4D0C9C11E431D2448724"><enum>(2)</enum><header>Execution</header><subparagraph id="H6AD9B92EB03F4809942580B094E9DB75"><enum>(A)</enum><header>Program</header><text>In carrying out the program, the Secretary shall—</text><clause id="HB6BF4759D427422CB3D6DC7B7FAF9E2A"><enum>(i)</enum><text>establish a partnership for National Laboratories, industry partners, and institutions of higher education for codesign of energy efficient hardware, technology, software, and applications across all applicable program offices of the Department;</text></clause><clause id="HDD458814BA81457E8478167327218E3F"><enum>(ii)</enum><text>develop hardware and software technologies that decrease the energy needs of advanced computing practices;</text></clause><clause id="HAAFAA8305DE24CCBB90A2FE92068AD6F"><enum>(iii)</enum><text>consider multiple heterogeneous computing architectures, including neu­ro­morph­ic computing, persistent computing, and ultrafast networking; and</text></clause><clause id="HB63263DE38E347B8A64D52A3FA16952F"><enum>(iv)</enum><text>provide, as appropriate, on a competitive, merit-reviewed basis, access for researchers from institutions of higher education, National Laboratories, industry, and other Federal agencies to the energy efficient computing technologies developed pursuant to clause (i).</text></clause></subparagraph><subparagraph id="HAFE9E0BC6EEF4C22A17A614127B88574"><enum>(B)</enum><header>Selection of partners</header><text>In selecting participants for the partnership established under subparagraph (A)(i), the Secretary shall select participants through a competitive, merit-review process.</text></subparagraph></paragraph><paragraph id="H945676AD5B7D4F39AAC7E09C4B019732"><enum>(3)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of the <short-title>Next Generation Computing Research and Development Act of 2021</short-title>, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate, a report on—</text><subparagraph id="HDB715ACB2C07480480A46E40C0CD10C0"><enum>(A)</enum><text>the activities conducted under paragraph (2)(A); and</text></subparagraph><subparagraph id="HCC3F05306B174B5D934ED04C746860DF"><enum>(B)</enum><text>the coordination and management of the Program to ensure an integrated research program across the Department.</text></subparagraph></paragraph></subsection><subsection id="H66AB4C13FB2848739925964EBB4CD6B5"><enum>(g)</enum><header>Energy Sciences Network</header><paragraph id="HF7C99DDC17CD4AD8B0EE80C21F1F334F"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide for an upgrade to the Energy Sciences Network user facility in order to meet Federal research needs for highly reliable data transport capabilities optimized for the requirements of large-scale science.</text></paragraph><paragraph id="H6E18914156DC484480EC49EBB0949C2C"><enum>(2)</enum><header>Capabilities</header><text>In carrying out paragraph (1), the Secretary shall ensure the following capabilities:</text><subparagraph id="H4A6CDF4273854DAEB7E39E3D79880973"><enum>(A)</enum><text>To provide high bandwidth scientific networking across the continental United States and the Atlantic Ocean.</text></subparagraph><subparagraph id="HAC40701DA92B4C998E94E06DCF2495E1"><enum>(B)</enum><text>To maximize network reliability.</text></subparagraph><subparagraph id="H8C7146B818BB4B1B9B635921A414CC5B"><enum>(C)</enum><text>To protect the network and data from cyber-attacks.</text></subparagraph><subparagraph id="HB22B54F452294A47B6E69BAFC0AFC62C"><enum>(D)</enum><text>To support exponentially increasing levels of data from the Department’s scientific user facilities, experiments, and sensors.</text></subparagraph><subparagraph id="HA39076EB205244FEA5F8B8CED477A9AA"><enum>(E)</enum><text>To integrate heterogeneous computing frameworks and systems.</text></subparagraph></paragraph></subsection><subsection id="H5B65504BD1D54C7E90A081D92BE6DFB8"><enum>(h)</enum><header>Workforce development</header><text>The Director of the Office of Advanced Scientific Computing Research shall support the development of a computational science workforce through a program that—</text><paragraph id="H71F9EC2F2A49444DBEB7AD320C869925"><enum>(1)</enum><text>facilitates collaboration between university students and researchers at the National Laboratories; and</text></paragraph><paragraph id="H517D4F02D0ED46D39A617BF2635961BA"><enum>(2)</enum><text>endeavors to advance science in areas relevant to the mission of the Department through the application of computational science.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H78A84EFBE1CC4A748AF6C97D227169AD"><enum>(c)</enum><header>Computational science graduate fellowship</header><paragraph id="HA71B459F043347398CE40E0FD8CAF52B"><enum>(1)</enum><header>In general</header><text>Section 304 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18642">42 U.S.C. 18642</external-xref>) is further amended by adding at the end the following:</text><quoted-block id="H60EE4BB24F2141448C85F9653AA5A247" style="OLC"><subsection id="H5B2400F76CDC42739A2564D44FCAD48F"><enum>(i)</enum><header>Computational science graduate fellowship</header><paragraph id="H58F245C6C3D045898ECAFD144C88213C"><enum>(1)</enum><header>In general</header><text>The Secretary shall support the Computational Science Graduate Fellowship program in order to facilitate collaboration between graduate students and researchers at the National Laboratories, and contribute to the development of a computational workforce to help advance research in areas relevant to the mission of the Department.</text></paragraph><paragraph id="H250074CA8CB54D37A5928814249297AF"><enum>(2)</enum><header>Eligibility</header><text>Recipients of fellowships under the Computational Science Graduate Fellowship program described in paragraph (1) shall be selected from among citizens, nationals, and lawfully admitted permanent resident aliens of the United States.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="HC17D700CB74C447C86ECD059161ACC3A"><enum>(2)</enum><header>Funding</header><text>From the funds authorized to be appropriated for the Advanced Scientific Computing Research program of the Department’s Office of Science, the Secretary shall make available for carrying out the activities under section 304(i) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18642">42 U.S.C. 18642(i)</external-xref>)—</text><subparagraph id="HE713E6A173574869BA5EFA2DF4FA2305"><enum>(A)</enum><text>$21,000,000 for fiscal year 2022;</text></subparagraph><subparagraph id="H289650C85C834E6CA842E05951139B6A"><enum>(B)</enum><text>$22,050,000 for fiscal year 2023;</text></subparagraph><subparagraph id="HF4A21C3E42A6432ABF81E86457DA3607"><enum>(C)</enum><text>$23,152,500 for fiscal year 2024; and</text></subparagraph><subparagraph id="HFFB55500869743A183F01DA819021172"><enum>(D)</enum><text>24,310,125 for fiscal year 2025.</text></subparagraph></paragraph></subsection><subsection id="H827E5D88115E410EBA8E74AE8E78EDC5"><enum>(d)</enum><header>Applied mathematics and software development</header><text display-inline="yes-display-inline">Section 304(d) of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18642">42 U.S.C. 18642(d)</external-xref>), as redesignated by subsection (a)(1), is amended to read as follows:</text><quoted-block id="H6621957C508C4BD6997283FEC1FEB96F"><subsection id="H84C4CE1383AA492996F2E64E76E8F778" commented="no"><enum>(d)</enum><header>Applied mathematics and software development for high-End computing systems, computational, and computer sciences research</header><paragraph id="H516A404C088541A3BBEA3FE5ADB97019" commented="no"><enum>(1)</enum><header>In general</header><text>The Director shall carry out activities to develop, test, and support—</text><subparagraph id="H4C9E5A434CC248FAAA53183F073FA23F" commented="no"><enum>(A)</enum><text>mathematics, models, statistics, and algorithms for modeling complex systems on advanced computing architectures; and</text></subparagraph><subparagraph id="H05359F25935A4542B59702B6D9FD5BC6" commented="no"><enum>(B)</enum><text>tools, languages, programming environments, and operations for high-end computing systems (as defined in section 2 of the American Super Computing Leadership Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5541">15 U.S.C. 5541</external-xref>)).</text></subparagraph></paragraph><paragraph id="H86693923A7594F5EBEDFD4E712555216" commented="no"><enum>(2)</enum><header>Portfolio balance</header><text>The Director shall maintain a balanced portfolio within the advanced scientific computing research and development program established under section 976 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16316">42 U.S.C. 16316</external-xref>) that supports robust investment in—</text><subparagraph id="H68341B5F4BC34C21BFEA45E2A46AD6D1" commented="no"><enum>(A)</enum><text>applied mathematical, computational, and computer sciences research needs relevant to the mission of the Department, including activities related to data science, artificial intelligence, scientific machine learning, quantum information science, and other emerging areas; and</text></subparagraph><subparagraph id="H451BC65C70104F53957FD5B5B37836B5" commented="no"><enum>(B)</enum><text>associated high-performance computing hardware and facilities.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
