R. 3249</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210514">May 14, 2021</action-date><action-desc><sponsor name-id="H001071">Mr. Hice of Georgia</sponsor> (for himself, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="H001084">Ms. Herrell</cosponsor>, <cosponsor name-id="B001311">Mr. Bishop of North Carolina</cosponsor>, <cosponsor name-id="G000565">Mr. Gosar</cosponsor>, <cosponsor name-id="G000563">Mr. Gibbs</cosponsor>, <cosponsor name-id="B001291">Mr. Babin</cosponsor>, <cosponsor name-id="G000576">Mr. Grothman</cosponsor>, <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>, <cosponsor name-id="F000246">Mr. Fallon</cosponsor>, and <cosponsor name-id="C001116">Mr. Clyde</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To codify the policy of Executive Order 13950 (relating to combating race and sex stereotyping), and for other purposes.</official-title></form><legis-body id="H1E9AEB7B377849B39878934FCDEC8420" style="OLC"><section id="HA0EBF31DF4CC4BDFAF124A707DAF05F2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Contents of Our Character Act of 2021</short-title></quote>.</text></section><section id="HC41B664D9CFF416C9F00567A27866B72"><enum>2.</enum><header>Federal funding limitation</header><subsection id="HFB31EB32EA1B4937839630EA67D0AAB2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No Federal funds may be used by any Federal official or agency to adopt, fund, require, or promote any policy, activity or entity that promotes employee training or educational programs or activities that promote race or sex stereotyping or scapegoating.</text></subsection><subsection id="HC9B729B8AF9D4CB8B02C7628EE3424B4"><enum>(b)</enum><header>Race or sex stereotyping or scapegoating defined</header><text>For the purposes of this Act, the term <term>race or sex stereotyping or scapegoating</term> consists of the following list of prohibited divisive concepts:</text><paragraph id="HCAC0214FA5124760BACDCD15DC1A7655"><enum>(1)</enum><text>One race or sex is inherently superior to another race or sex.</text></paragraph><paragraph id="H492C5811A447425D94883054499BA827"><enum>(2)</enum><text>The United States is fundamentally racist or sexist.</text></paragraph><paragraph id="H489BD6832DA4421988B1F3217588C3A6"><enum>(3)</enum><text>An individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously.</text></paragraph><paragraph id="H6E1B845BDC8B45AE9810941E1798620B"><enum>(4)</enum><text>An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex.</text></paragraph><paragraph id="H4EF8B92451444DCEAC79EAE58602D89A"><enum>(5)</enum><text>Members of one race or sex cannot and should not attempt to treat others without respect to race or sex.</text></paragraph><paragraph id="H7D0AAE1E317B4814846808675F60BAB7"><enum>(6)</enum><text>An individual’s moral character is necessarily determined by his or her race or sex.</text></paragraph><paragraph id="H9B79140ED4464C87872D401831A863A9"><enum>(7)</enum><text>An individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex.</text></paragraph><paragraph id="H9D560E1E17E74E6580224451E52E0808"><enum>(8)</enum><text>Any individual should feel discomfort, guilt, anguish, or any other form of psychological distress on account of his or her race or sex.</text></paragraph><paragraph id="H773C42E500CD42C7B180624DAC6990AD"><enum>(9)</enum><text>Meritocracy or traits such as a hard work ethic are racist or sexist, or were created by a particular race to oppress another.</text></paragraph></subsection></section></legis-body></bill>
