which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Safe Drinking Water Act and the Safe Drinking Water Act Amendments of 1996 to reauthorize certain grant programs providing assistance to colonias, and for other purposes.</official-title></form><legis-body id="H4EC834EEB0E84590BB96EF71FE648136" style="OLC"><section id="HE8CE3A4BF5EB4343A6FD984F7589E4E0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Colonia Infrastructure Improvement Act of 2021</short-title></quote>. </text></section><section id="H04A64B420DAB4E948068795D97EC9195"><enum>2.</enum><header>Drinking water assistance to colonias</header><text display-inline="no-display-inline">Section 1456 of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300j-16">42 U.S.C. 300j–16</external-xref>) is amended—</text><paragraph id="H0CADBD0C3FFD4C0182BB9BA2C85D6A5D"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="HE664EEE6677743F0AF54B4D65384B9EA"><enum>(A)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text></subparagraph><subparagraph id="HA85452C10A9246728D408E68D88AC210"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after paragraph (1) the following new paragraph:</text><quoted-block style="OLC" id="H5509954534FF464CAFE5F9858CBAC29C" display-inline="no-display-inline"><paragraph id="HED87FBE0834645CBA81B62E63ADC1C82"><enum>(2)</enum><header>Covered entity</header><text display-inline="yes-display-inline">The term <term>covered entity</term> means each of the following:</text><subparagraph id="H5E940F1D092D4E6E8F56260E6D734127"><enum>(A)</enum><text>A border State.</text></subparagraph><subparagraph id="H68E2797750B04024802A7405906BE9C3"><enum>(B)</enum><text>A local government with jurisdiction over an eligible community.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H3D6CAFBA3B514A14B97918D3DA1EA3D4"><enum>(2)</enum><text>in subsection (b), by striking <quote>border State</quote> and inserting <quote>covered entity</quote>;</text></paragraph><paragraph id="H948278B485714ECABDA9338BB7746D2D"><enum>(3)</enum><text>by striking subsection (d); </text></paragraph><paragraph id="HF19C93C958D247209051DB89D94DF88A"><enum>(4)</enum><text>by redesignating subsection (e) as subsection (d); and</text></paragraph><paragraph id="H8C341326A24E444A985DA834ADF217A1"><enum>(5)</enum><text>in subsection (d), as so redesignated—</text><subparagraph id="H20EBAC4613794DFCAEDA141F915FA584"><enum>(A)</enum><text>by striking <quote>$25,000,000</quote> and inserting <quote>$100,000,000</quote>; and</text></subparagraph><subparagraph id="H83DC1B1238404B269D8AFDCDB95926A7"><enum>(B)</enum><text>by striking <quote>1997 through 1999</quote> and inserting <quote>2022 through 2026</quote>.</text></subparagraph></paragraph></section><section id="H7545FC7EF82948E685409519AE75F7E2"><enum>3.</enum><header>Wastewater assistance to colonias</header><text display-inline="no-display-inline">Section 307 of the Safe Drinking Water Act Amendments of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/33/1281">33 U.S.C. 1281</external-xref> note) is amended—</text><paragraph id="H2BEE65ADA3044504AACEC5DEF3F68B2A"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H6CE17A93955E4E2EBA7992D3D56F6AA3"><enum>(A)</enum><text>by redesignating paragraphs (2) and (3) as paragraphs (3) and (4), respectively; and</text></subparagraph><subparagraph id="HBC096DC6C0254FF5831BA9207BE5AEF3"><enum>(B)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block style="OLC" id="H091334091D2F41C580822F4378CC614F" display-inline="no-display-inline"><paragraph id="H58488212097144FBB47081E52417979E"><enum>(2)</enum><header>Covered entity</header><text display-inline="yes-display-inline">The term <term>covered entity</term> means each of the following:</text><subparagraph id="HDFA79A6B93AC4882B59453B40D04EECD"><enum>(A)</enum><text>A border State.</text></subparagraph><subparagraph id="H06AC047FC9734E1DBD0E16DA7A328551"><enum>(B)</enum><text>A local government with jurisdiction over an eligible community.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H32A5D6C5B8224A07B9A21DEB6FDA0C97"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>border State</quote> and inserting <quote>covered entity</quote>;</text></paragraph><paragraph id="HECF46903506549F698099BCA274B46D2"><enum>(3)</enum><text>by striking subsection (d); </text></paragraph><paragraph id="HEB812D2A63634A148E76505C19A02482"><enum>(4)</enum><text>by redesignating subsection (e) as subsection (d); and</text></paragraph><paragraph id="HCEED499F22A84C72A4B6503E52841060"><enum>(5)</enum><text>in subsection (d), as so redesignated—</text><subparagraph id="HDC98709118314060BD3DB3B400D43104"><enum>(A)</enum><text>by striking <quote>$25,000,000</quote> and inserting <quote>$100,000,000</quote>; and</text></subparagraph><subparagraph id="HDD9BE934DAB64C058CB43130303B93AC"><enum>(B)</enum><text>by striking <quote>1997 through 1999</quote> and inserting <quote>2022 through 2026</quote>.</text></subparagraph></paragraph></section><section id="HF91D11A322914A73ADD00A9390EB1169"><enum>4.</enum><header>Colonias state of good repair grant program</header><subsection id="H0D4DFEF1AF934464BCE14FB5A4C40E32"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Secretary of Transportation shall establish a program under which the Secretary may award grants to assist projects that—</text><paragraph id="H24FA599DAB7F412CB301ED5526DC3F80"><enum>(1)</enum><text>facilitate the state of good repair of surface infrastructure; and</text></paragraph><paragraph id="H0760F933B894487AA11A170887D57491"><enum>(2)</enum><text>are carried out in, or for the benefit of, a colonia.</text></paragraph></subsection><subsection id="H937147D8A135474A8ABADD111EF25B09"><enum>(b)</enum><header>Eligible entities</header><text>The Secretary may award a grant under this section to the following:</text><paragraph id="H310CCDD64B1A433995C6C8FFA97F6B17"><enum>(1)</enum><text>A State.</text></paragraph><paragraph id="HC6478D79A83949058B65CF41443BC39D"><enum>(2)</enum><text>A metropolitan planning organization.</text></paragraph><paragraph id="H42D9D0B19B754F0EA8B7946319AFEDE0"><enum>(3)</enum><text>A unit of local government.</text></paragraph><paragraph id="H41C66776BDF04DDE9D5765C8AA3CDA37"><enum>(4)</enum><text>A Federal land management agency.</text></paragraph><paragraph id="H79FD09EED9D44820861010A823BAC574" commented="no"><enum>(5)</enum><text>A Tribal Government.</text></paragraph></subsection><subsection id="H17DEFD8809114030B17EFEE0D2E99632" commented="no"><enum>(c)</enum><header>Colonia defined</header><text>In this section, the term <term>colonia</term> means a low-income community with economic hardship that—</text><paragraph id="HFD00EBD428D448AE973612C7650A7CB2"><enum>(1)</enum><text>is commonly referred to as a colonia; and</text></paragraph><paragraph id="H9ED4C85C8DEC45D19F487B37C2484BF8"><enum>(2)</enum><text>is located along the United States-Mexico border (generally in an unincorporated area).</text></paragraph></subsection><subsection id="HC5DC6E5158784307A0FDFF590E926169"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $125,000,000 for each of fiscal years 2022 through 2025.</text></subsection></section></legis-body></bill>
