display-inline="yes-display-inline">The following sums are hereby appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2021, and for other purposes, namely:</text></section><title id="idF75F877CC9254878B53045D4CC1001F3" style="appropriations"><enum>I</enum><header display-inline="no-display-inline">DEPARTMENT OF DEFENSE</header><appropriations-major id="id4C74CDD4FDC444638ECE802DC12B8EE4"><header>MILITARY PERSONNEL</header></appropriations-major><appropriations-intermediate id="id28BE5C361D4845ECA56B8C0314E91565"><header>National guard personnel, army</header><text display-inline="no-display-inline">For an additional amount for <quote>National Guard Personnel, Army</quote>, $231,000,000, to respond to the events at the United States Capitol Complex on January 6, 2021, and for related purposes: <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-intermediate><appropriations-intermediate id="idC1BE7666E1484217A16FCCF49228E19E"><header>National guard personnel, air force</header><text authorized by section 414 of the Immigration and Nationality Act: <proviso><italic>Provided</italic></proviso>, That such amounts shall be for such activities for Afghan individuals within the United <proviso><italic>Provided further</italic></proviso>, That such amount shall be allocated in accordance with a spending plan submitted to and approved by the Committee on Appropriations of the House of Representatives: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of POLICE</header></appropriations-major><appropriations-intermediate id="id12DEDC57FDF0431FBE448F6A2AE5FEB3"><header>Salaries</header><text display-inline="no-display-inline">For an additional amount for <quote>Salaries</quote>, $37,495,000, to remain available until September 30, 2022, to respond to the events at the United States Capitol on January 6, 2021, and for related purposes: <proviso><italic>Provided</italic></proviso>, That of such amount, such sums as necessary may be used to restore amounts, either directly or through reimbursement, for obligations incurred for the same purposes by the Capitol Police prior to the date of the enactment of this Act: <proviso><italic>Provided further</italic></proviso>, That of such amount, $3,600,000 may remain available until expended for retention bonuses: <proviso><italic>Provided further</italic></proviso>, That of such amount, up to $6,900,000 shall be made available for hazard pay for employees of the Capitol Police: <proviso><italic>Provided further</italic></proviso>, That of such amount, $1,361,300 shall be made available for the wellness program for the United States Capitol Police: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-intermediate><appropriations-intermediate id="id1EFA2D28ACA34ED9B83D8C3BE404F675"><header>General expenses</header></appropriations-intermediate><appropriations-small id="id308BB551EB554397B18E7F515D27BB78"><header>(INCLUDING TRANSFER OF FUNDS)</header><text display-inline="no-display-inline">For an additional amount for <quote>General Expenses</quote>, $33,169,000, to remain available until September 30, 2022, to respond to the events at the United States Capitol on January 6, 2021, and for related purposes: <proviso><italic>Provided</italic></proviso>, That of such amount, such sums as necessary may be used to restore amounts, either directly or through reimbursement, for obligations incurred for the same purposes by the Capitol Police prior to the date of the enactment of this Act: <proviso><italic>Provided further</italic></proviso>, That of such amount, $2,628,000 shall remain available until expended for physical protection barriers and various civil disturbance unit equipment: <proviso><italic>Provided further</italic></proviso>, That amounts provided under this heading in this Act for physical protection barriers may be transferred to and merged with the Capitol Police Building and Grounds Account of the Architect of the Capitol: <proviso><italic>Provided further</italic></proviso>, That of such amount, not less than $5,000,000 shall be made available for reimbursable agreements with State and local law enforcement agencies and not less than $4,800,000 shall be available for protective details for Members of Congress, including Delegates and the Resident Commissioner to the Congress: <proviso><italic>Provided further</italic></proviso>, That of such amount, up to $2,500,000 may be transferred to <quote>Department of Justice—United States Marshals Service—Salaries and Expenses</quote> for the purpose of reimbursements for providing peer-to-peer and group counseling services to the Capitol Police and training and technical and related assistance necessary to establish a peer-to-peer and group counseling program within the Capitol Police: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text><text display-inline="no-display-inline">For an additional amount for <quote>General Expenses</quote>, $800,000, to remain available until September 30, 2022, to prevent, prepare for, and respond to coronavirus: <proviso><italic>Provided</italic></proviso>, That of such amount, such sums as necessary may be used to restore amounts, either directly or through reimbursement, for obligations incurred for the same purposes by the Capitol Police prior to the date of the enactment of this Act: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-small><appropriations-intermediate id="id18F8809BE8484F36A9B698FBFA840EE4" commented="no"><header>United states capitol police mutual aid reimbursements</header><text display-inline="no-display-inline">For an additional amount for <quote>United States Capitol Police Mutual Aid Reimbursements</quote>, $35,396,000, to remain available until September 30, 2026, for reimbursements for mutual aid and related training, including mutual aid and training provided under the agreements described in section 7302 of <external-xref legal-doc="public-law" parsable-cite="pl/108/458">Public Law 108–458</external-xref>: <proviso><italic>Provided</italic></proviso>, That of such amount, up to $9,096,000 is available to be used for reimbursement to the United States Capitol Police’s primary local law enforcement partners for mutual aid provided in response to the events of January 6, 2021: <proviso><italic>Provided further</italic></proviso>, That obligation of the funds made available under this heading in this Act be subject to notification to the Chairmen and Ranking Members of the Committees on Appropriations of both Houses of Congress, the Senate Committee on Rules and Administration, and the Committee on House Administration of the amount and purpose of the expense within 15 days of obligation: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-intermediate><appropriations-intermediate id="idA2AC26B1470446FCA17628CB60D4A39D"><header>Administrative provisions</header></appropriations-intermediate><appropriations-small id="id82526B24F16E4DA8A5F074F47E347BB1"><header>WELLNESS PROGRAM</header></appropriations-small><section id="id3934B02EC3D04F798D7CA1597F7DB40E"><enum>301.</enum><subsection commented="no" display-inline="yes-display-inline" id="idc234fa2e4c534e8e82b550d24616cf33"><enum>(a)</enum><header>Application of law</header><text>The wellness program of the United States Capitol Police shall be known and designated as the <quote>Howard C. Liebengood Center for Wellness</quote>.</text></subsection><subsection id="id89eff08b06fc4d9f96cb0c761b40e55e"><enum>(b)</enum><header>Effective date</header><text>This section shall apply with respect to fiscal year 2021 and each succeeding fiscal year. </text></subsection></section><appropriations-small id="idC592E50324D54F00B9022F1D7AC65649"><header>CAPITOL POLICE SALARY CAP ADJUSTMENT</header></appropriations-small><section id="id2E8301E3171844709A258746663258F1"><enum>302.</enum><text display-inline="yes-display-inline">For the purposes of administering pay during calendar year 2021, the maximum annual payable rate for any member or civilian employee of the Capitol Police whose compensation includes overtime pay under the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/201">29 U.S.C. 201 et seq.</external-xref>) shall be set at Executive Schedule II at $199,300. Excluded from this limitation for calendar year 2021 shall be retention bonuses and hazard bonuses related to the events of January 6th. </text></section><appropriations-major id="idCAA01FBB3E5A450FB5BB619079A65075"><header>ARCHITECT OF THE CAPITOL</header></appropriations-major><appropriations-intermediate id="idA8627B4952D5464DA7182F8BA4E4DECB"><header>Capital construction and operations</header><text display-inline="no-display-inline">For an additional amount for <quote>Capital Construction and Operations</quote>, $21,869,069, to remain available until September 30, 2022, to prevent, prepare for, and respond to coronavirus, for necessary expenses of the Architect of the Capitol to supplement the funding made available in <external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>, as amended by section 159(3) of <external-xref legal-doc="public-law" parsable-cite="pl/116/159">Public Law 116–159</external-xref>, and for the same purposes; and for related purchases for Congressional offices, including in Congressional Districts and State Offices, wherever located: <proviso><italic>Provided</italic></proviso>, That any funds transferred by the Architect to restore amounts, either directly or through reimbursement, for obligations incurred for the purposes provided herein prior to the date of enactment of this Act shall be merged with and made available for the same purposes, and period of availability, as the appropriations to which the funds are transferred: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-intermediate><appropriations-intermediate id="id3F0D9CF8FF294AB4B7589D097928373B"><header>Capitol police buildings, grounds and security</header></appropriations-intermediate><appropriations-small id="idE9BBA90F3B0D432E8B2FE784B6E532EE"><header>(INCLUDING TRANSFER OF FUNDS)</header><text display-inline="no-display-inline">For an additional amount for <quote>Capitol Police Buildings, Grounds and Security</quote>, $300,000,000, to remain available until September 30, 2023, to respond to the events at the United States Capitol on January 6, 2021: <proviso><italic>Provided</italic></proviso>, That of such amount $283,000,000 shall be for necessary upgrade or replacement of windows and doors in the Capitol Building and the House of Representatives and Senate office buildings on the Capitol grounds, as well as any related work to harden or enhance physical security of such structures: <proviso><italic>Provided further</italic></proviso>, That of such amount, $17,000,000 shall be for the purchase and installation of cameras at the Senate and House of Representatives office buildings for the purposes of safety and security: <proviso><italic>Provided further</italic></proviso>, That amounts necessary for the purpose in the preceding proviso may be transferred between the Architect of the Capitol and the United States Capitol Police, as needed: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small><appropriations-major id="idEE64851227DD49EE979373D1EB8A5907"><header>GENERAL PROVISIONS—THIS TITLE</header></appropriations-major><section id="idB2B2DB8F2F754B818FAC0AECEBCE2E02"><enum>310.</enum><text display-inline="yes-display-inline">None of the funds made available in this or any other Act in prior fiscal years, this fiscal year, or any fiscal year thereafter may be used to install permanent, above-ground fencing around the perimeter, or any portion thereof, of the United States Capitol Grounds, as described in section 5102 of title 40, United States Code.</text></section><section id="id105AD356AF014EFEA8F86ADFE1B8B912" commented="no"><enum>311.</enum><text display-inline="yes-display-inline">For fiscal years 2021 and 2022, subject to the approval of the Chairs and Ranking Members of Committee on Appropriations of the House of Representatives and the Senate, the Architect of the Capitol may accept contributions of, and may incur obligations and make expenditures out of available appropriations for, supplies, products, and services necessary to respond to an emergency involving the safety of human life or the protection of property, as determined or declared by the Capitol Police Board, which may be provided for the use of any office which is located within any building, grounds, or facility for which the Architect of the Capitol is responsible for the maintenance, care, and operation, on a reimbursable or non-reimbursable basis subject to the availability of funds.</text></section></title><title id="idFB4B10731C4147F48A00F7F20B8B09F4" style="appropriations"><enum>IV</enum><header display-inline="no-display-inline">BILATERAL ECONOMIC ASSISTANCE</header><appropriations-intermediate id="idA0470D745F4E43449F4BED78A943D2DD"><header>Funds appropriated to the president</header></appropriations-intermediate><appropriations-intermediate id="id1F76AEB0A5F949478FE4EAF778A76137"><header>Department of state</header></appropriations-intermediate><appropriations-small id="id6EFBA1DF71EE4C52AF5D38A613EAFB3E"><header>MIGRATION AND REFUGEE ASSISTANCE</header><text display-inline="no-display-inline">For an additional amount for <quote>Migration and Refugee Assistance</quote>, $100,000,000, to remain available until expended, to address humanitarian needs in Afghanistan and to assist Afghan refugees: <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small><appropriations-small id="idE439BF4FD7D54341A7FCD73822D4DFE7"><header>UNITED STATES EMERGENCY REFUGEE AND MIGRATION ASSISTANCE FUND</header><text display-inline="no-display-inline">For an additional amount for <quote>United States Emergency Refugee and Migration Assistance Fund</quote>, $500,000,000, to remain available until expended, notwithstanding section 2(c)(2) of the Migration and Refugee Assistance Act of 1962, as amended (<external-xref legal-doc="usc" parsable-cite="usc/22/2601">22 U.S.C. 2601(c)(2)</external-xref>): <proviso><italic>Provided</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-small><appropriations-major id="id7B5870961C4B4E058F7A6ADD458F4376"><header>GENERAL PROVISIONS—THIS TITLE</header></appropriations-major><appropriations-small id="id9CB780DCD1724941AE859AAA64DD6958"><header>EXTENSION AND MODIFICATION OF THE AFGHAN SPECIAL IMMIGRANT VISA PROGRAM</header></appropriations-small><section id="id1746647D6D5C44CEB8BEE9EAE7FAEC8E" section-type="subsequent-section"><enum>401.</enum><subsection commented="no" display-inline="yes-display-inline" id="iddc242b8a2fbd496b89cb17363466ee1b"><enum>(a)</enum><text display-inline="yes-display-inline">Section 602(b) of the Afghan Allies Protection Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> note) is amended—</text><paragraph id="id0f466a256db04b679634004312cc6f01"><enum>(1)</enum><text>in paragraph (2)—</text><subparagraph id="id702457e35e94454283b82956b6f27385"><enum>(A)</enum><text>in subparagraph (A) by amending clause (ii) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id754261b0d37c4365bac585a5f4871a32"><clause id="id9649713faadb47f89ff9b52faf92d967"><enum>(ii)</enum><text>was or is employed in Afghanistan on or after October 7, 2001, for not less than 1 year—</text><subclause id="id959e9abab48549268ef4ac4663684e37"><enum>(I)</enum><text>by, or on behalf of, the United States Government; or</text></subclause><subclause id="id1edbfd364b154af9999ef1cc00c9accd"><enum>(II)</enum><text>by the International Security Assistance Force (or any successor name for such Force) in a capacity that required the alien—</text><item id="id4cf2bd5081ed4249a90c308445f99472"><enum>(aa)</enum><text>while traveling off-base with United States military personnel stationed at the International Security Assistance Force (or any successor name for such Force), to serve as an interpreter or translator for such United States military personnel; or</text></item><item id="idab2af3f1b88044c593be06174ce59c5f"><enum>(bb)</enum><text>to perform activities for the United States military personnel stationed at International Security Assistance Force (or any successor name for such Force);</text></item></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="iddec17c92c57b4e1e843aaaeaf5fc7ffc"><enum>(B)</enum><text>in subparagraph (D)(ii)(I)(bb)—</text><clause id="id64bb1652ba7847a8b176e329a4c0046f"><enum>(i)</enum><text>in the matter preceding subitem (AA), by inserting <quote>per denial or revocation</quote> than 1 year after the date of the enactment of this Act, the Secretary of State, in consultation with the Secretary of Defense, shall submit to the appropriate congressional committees a report, including a classified annex, if necessary, on the Afghan special immigrant visa program as described in Section 602(b) of the Afghan Allies Protection Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> note) and Section 1059 of the National Defense Authorization Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> note). </text></paragraph><paragraph id="id1A6A3B57CE884433B357686DEED1468C"><enum>(2)</enum><header>Elements</header><text>The report required by paragraph (1) shall include the following:</text><subparagraph id="id5e918a3462bf4aacaa508a6cf453c6b0"><enum>(A)</enum><text>The total number of visas issued under such program, disaggregated by fiscal year.</text></subparagraph><subparagraph id="id346ED5DB104E49E9B1DEC7820517CC39"><enum>(B)</enum><text>With respect to principal aliens issued special immigrant visas under such program, a description of the types of roles performed for which such aliens earned eligibility for such visas. </text></subparagraph><subparagraph id="idC9CB03E620BD41CAB2F6B3C1F13176E5"><enum>(C)</enum><text>Information regarding the average processing times for visa applicants under such program, disaggregated by the fiscal year in which visa applications under the program were submitted.</text></subparagraph><subparagraph id="id4857309D10B445A1978B8E4CDFAFBA14"><enum>(D)</enum><text>The number of individuals who have pending applications for visas under such program, including—</text></subparagraph></paragraph><paragraph id="id2CA47D42BEC346EAAD4AAB5E5CF6B1E3"><enum>(1)</enum><text>The number of individuals approved of the total number of applications processed by the Chief of Mission; and </text></paragraph><paragraph id="id2EC80D58E5444405B69BFBDB3654CA9F"><enum>(2)</enum><text>The number of successful appeals of the total number of application appeals filed.</text><subparagraph id="id03DE083142384C23A3D6780BA8800B40"><enum>(E)</enum><text>The estimated total number of individuals who have performed the requisite employment to apply for a visa under such program, but who have not yet applied for or received a visa, including a description of the methodology used to create such an estimate.</text></subparagraph></paragraph><paragraph id="idE6F7343BD1914B329C60D1E88DC1A22A"><enum>(3)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><subparagraph id="id0AEA5A135D454B9FA55695A3D0523BDC"><enum>(A)</enum><text>the Committee on Appropriations, the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Relations, and the Committee on Homeland Security and Governmental Affairs of the Senate; and </text></subparagraph><subparagraph id="id1732A8CADAB442A4A15AD9FCB18C561D"><enum>(B)</enum><text>the Committee on Appropriations, the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Affairs, and the Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph></subsection></section><appropriations-small id="id6DE96A133F4F45E0936A7D745D919C3B"><header>WAIVER OF MEDICAL EXAMINATION FOR AFGHAN ALLIES</header></appropriations-small><section id="idFE630971458B4DFB9247A66CE0749E49"><enum>402.</enum><subsection commented="no" display-inline="yes-display-inline" id="id3acfb33ff4ed4dd3959efd262057ab34"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary of State and the Secretary of Homeland Security may jointly issue a blanket waiver of the requirement that aliens described in section 602(b)(2) of the Afghan Allies Protection Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref>) undergo a medical exam under section 221(d) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1201">8 U.S.C. 1201(d)</external-xref>), or any other applicable provision of law, prior to issuance of an immigrant visa or admission to the United States.</text></subsection><subsection id="id89a5952a50464c4e8ab81b90e0b4cdb0"><enum>(b)</enum><header>Duration</header><text>A waiver under subsection (a) shall be for a period of 1 year, and, subject to subsection (g), may be extended by the Secretary of State and Secretary of Homeland Security for additional periods, each of which shall not exceed 1 year.</text></subsection><subsection id="id66a22c6114ab4bb0a4ec57a12bb2f1c5"><enum>(c)</enum><header>Notification</header><text>Upon exercising the waiver authority under subsection (a), or the authority to extend a waiver under subsection (b), the Secretary of State and the Secretary of Homeland Security shall notify the appropriate congressional committees.</text></subsection><subsection id="id08e71524e09346b0a940fa3fb2dad8f2"><enum>(d)</enum><header>Requirement for medical examination after admission</header><paragraph id="id412543d3f1134d75a76d5a9727b4a7a8"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security, in consultation with the Secretary of Health and Human Services, shall establish procedures to ensure, to the greatest extent practicable, that any alien who receives a waiver of the medical examination requirement under this section completes such an exam not later than 30 days after the date on which the alien is admitted to the United States.</text></paragraph><paragraph id="id1800ccb550d44edb8c9c9e542cb63f4d"><enum>(2)</enum><header>Conditional basis for status</header><subparagraph id="ide46d45824e37435ea8ec7bc132d68e1e"><enum>(A)</enum><header>In general</header><text>Notwithstanding any other provision of law, an alien who receives a waiver of the medical examination requirement under this section shall be considered, at the time of admission to the United States, as an alien lawfully admitted for permanent residence on a conditional basis.</text></subparagraph><subparagraph id="id69307d6f3f3e491db85a2fbb8e1a6b91"><enum>(B)</enum><header>Removal of conditions</header><text>The Secretary of Homeland Security shall remove the conditional basis of the alien’s status upon the Secretary’s confirmation that such alien has completed the medical examination and is not inadmissible under section 212(a)(1)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(a)(1)(A)</external-xref>).</text></subparagraph></paragraph><paragraph id="id6a70ef6fcc304c25882596421aea4402"><enum>(3)</enum><header>Report</header><text>Not later than 1 year after the date on which the waiver authority under subsection (a) is exercised, or such waiver is extended under subsection (b), as applicable, the Secretary of Homeland Security, in consultation with the Secretary of Health and Human Services, shall submit to the appropriate congressional committees a report on the status of medical examinations required under paragraph (1), including—</text><subparagraph id="idfa440310c29743949b9134e33a54760e"><enum>(A)</enum><text>the number of pending and completed examinations; and</text></subparagraph><subparagraph id="idafa34040d29743fba466d303a621278d"><enum>(B)</enum><text>the number of aliens who have failed to complete the medical examination within the 30-day period after the date of such aliens’ admission.</text></subparagraph></paragraph></subsection><subsection id="id175a1cce3ea2478a85b3ad7b54f58cd2"><enum>(e)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate committees of Congress</term> means—</text><paragraph id="id935b3b113e4747c39b5a711e73aff32d"><enum>(1)</enum><text>the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Relations, and the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></paragraph><paragraph id="id302d1548fa3e4f50bdba6bd6949a3f19"><enum>(2)</enum><text>the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Affairs, and the Committee on Homeland Security of the House of Representatives.</text></paragraph></subsection><subsection id="id6ddbb7d088f74de7927113f0ac6f9aa5"><enum>(f)</enum><header>Rule of construction</header><text>Nothing in this Act may be construed to prevent the Secretary of State, the Secretary of Homeland Security, the Secretary of Defense, or the Secretary of Health and Human Services from adopting appropriate measures to prevent the spread of communicable diseases, including COVID–19, to the United States.</text></subsection><subsection id="idc33f15354a4c49de9db68c9e4907333c"><enum>(g)</enum><header>Sunset</header><text>The authority under subsections (a) and (b) expires on the date that is 3 years after the date of enactment of this Act.</text></subsection><subsection id="idf88cd24fc4484e7c9e15f1fd5eb018e7"><enum>(h)</enum><header>Emergency requirement</header><text>The amount provided by this section is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></subsection></section><appropriations-small id="idB1A3F4EACA69483E938A91E56A795D76"><header>SPECIAL IMMIGRANT STATUS FOR CERTAIN SURVIVING SPOUSES AND CHILDREN</header></appropriations-small><section id="idCC7477442B8C4166B2B23AEB33DA0375"><enum>403.</enum><subsection commented="no" display-inline="yes-display-inline" id="id7fc25ebfaf37408f89dc3ff537349157"><enum>(a)</enum><header>Immigration and Nationality Act</header><text>Section 101(a)(27)(D) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(27)(D)</external-xref>) is amended—</text><paragraph id="id3fa65dcee0a446b8a185244b380ca464"><enum>(1)</enum><text>by striking <quote>an immigrant who is an employee</quote> and inserting “an immigrant who—</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb2481c6a378d4b2885fd906d9083a8a3"><clause id="id4950185a8b464aa8bdefb5a49693806b"><enum>(i)</enum><text>is an employee</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idbd097f7357054e7ba3f5cde2a0cdcf37"><enum>(2)</enum><text>by striking <quote>grant such status;</quote> and inserting “grant such status; or</text><quoted-block style="OLC" display-inline="no-display-inline" id="idfd3046948d2a4aac838eed216fc3a003"><clause id="ide660050ee8db494986a525fad99639af"><enum>(ii)</enum><text>is the surviving spouse or child of an employee of the United States Government abroad: <proviso><italic>Provided</italic></proviso>, That the employee performed faithful service for a total of not less than 15 years or was killed in the line of duty;</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id68ac837344f2495895ca122564cfa180"><enum>(b)</enum><header>Afghan allies protection act of 2009</header><text>Section 602(b)(2)(C) of the Afghan Allies Protection Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> note) is items 2 ems to the right;</text></paragraph><paragraph id="id59142e58998d41d0ba082ed362d4941f"><enum>(2)</enum><text>by redesignating clauses (i) and (ii) as subclauses (I) and (II), respectively, and moving such subclauses 2 ems to the right;</text></paragraph><paragraph id="id2b6d2d4883b142c081f9147d12ca9352"><enum>(3)</enum><text>in the matter preceding subclause (I), as redesignated, by striking <quote>An alien is described</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id32434ca39a5e4cc7913e8fcbe5040cea"><subclause id="id88e6a861459642f6bdca42329d4d7c92"><enum>(I)</enum><header>In general</header><text>An alien is iraq act of 2007</header><text>Section 1244(b)(3) of the Refugee Crisis in Iraq Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/8/1157">8 U.S.C. 1157</external-xref> note) is amended—</text><paragraph id="id73edae9ecbe045669e7980371dcdf87d"><enum>(1)</enum><text>by striking <quote>described in subsection (b)</quote> and inserting <quote>in this activities</header></appropriations-intermediate><appropriations-intermediate id="id8C536C421DAF44D68E841A8F2E49187E" commented="no"><header>Office of justice programs</header></appropriations-intermediate><appropriations-small id="id643388B840324188B9F643D523E27F43" commented="no"><header>STATE AND LOCAL LAW ENFORCEMENT ASSISTANCE</header><text display-inline="no-display-inline">For an additional amount for <quote>State and Local Law Enforcement Assistance</quote>, $1,100,000, to remain available until September 30, 2022, for the sole purpose of restoring amounts, either directly or through reimbursement, for obligations incurred for extraordinary law enforcement and related costs directly associated with protection of the President-elect from November 4, 2020 until the inauguration of the President-elect as President: <proviso><italic>Provided</italic></proviso>, That such reimbursement shall be provided only for costs that a State or local agency can document as being over and above the cost of normal law enforcement operations and as being directly attributable to the provision of protection described herein: <proviso><italic>Provided further</italic></proviso>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985. </text></appropriations-small></title><title id="idE381C212527341EFAF736B59C9359975" style="appropriations"><enum>VI</enum><header display-inline="no-display-inline">GENERAL PROVISIONS—THIS ACT</header><section id="id3691F474AB964F03B88AE61E8AB14DA1" section-type="subsequent-section"><enum>601.</enum><text display-inline="yes-display-inline">Each amount appropriated or made available by this Act is in addition to amounts otherwise appropriated for the fiscal year involved. </text></section><section section-type="subsequent-section" id="id2E815C80218444CDB45CEBBC4C35954B"><enum>602.</enum><text display-inline="yes-display-inline">No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.</text></section><section section-type="subsequent-section" id="id1F7E7444B1554EF0BFEAD05B88CFB0D8"><enum>603.</enum><text display-inline="yes-display-inline">Unless otherwise provided for by this Act, the additional amounts appropriated by this Act to appropriations accounts shall be available under the authorities and conditions applicable to such appropriations accounts for fiscal year 2021.</text></section><section section-type="subsequent-section" id="id840AD6AB3A1F4621AA8CEE986E29134B"><enum>604.</enum><text display-inline="yes-display-inline">Except for funds used to restore amounts, either directly or through reimbursement, for obligations incurred prior to the date of the enactment of this Act, and notwithstanding any other provision of law, funds made available in this Act shall only be used for the purposes specifically described herein.</text></section><section section-type="subsequent-section" id="id3F430614F36841299DCE522EDD3B05ED"><enum>605.</enum><text display-inline="yes-display-inline">In this Act, the term <term>coronavirus</term> means SARS–CoV–2 or another coronavirus with pandemic potential. </text></section><section section-type="subsequent-section" id="idD89C360FFC42412D80338B281C05BC66"><enum>606.</enum><text display-inline="yes-display-inline">Each amount designated in this Act by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 shall be available (or rescinded or transferred, if applicable) only if the President subsequently so designates all such amounts and transmits such designations to the Congress.</text></section><section section-type="subsequent-section" id="id39EF483D08044E36AF727D2811263608"><enum>607.</enum><text display-inline="yes-display-inline">Any amount appropriated by this Act, designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 and subsequently so designated by the President, and transferred pursuant to transfer authorities provided by this Act shall retain such designation.</text></section><section display-inline="no-display-inline" id="H04ED21D38F4F4CB58B44F5AD3A77F561" section-type="undesignated-section"><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Emergency Security Supplemental Appropriations Act,
