which was referred to the <committee-name committee-id="HIG00">Permanent Select Committee on Intelligence</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Director of National Intelligence to declassify information relating to the origin of COVID–19, and for other purposes.</official-title></form><legis-body id="HE54BAC1DF250494FA1B2982E7AB71604" style="OLC"><section id="H51D15EFF267E460A817A69283CE38ED7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Origin Act of 2021</short-title></quote>.</text></section><section id="HAE348AE85DF746DC917C4D4C18D89FE9"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text><paragraph id="H7C20AD1C5FC540BCBAAF6B24E939180B"><enum>(1)</enum><text>The Department of State released a fact sheet on January 15, 2021, about the Wuhan Institute of Virology (WIV) which stated the following:</text><subparagraph id="HD0B69C026E2940D784CE85B2F9DA9F98"><enum>(A)</enum><text><quote>The U.S. government has reason to believe that several researchers inside the WIV became sick in autumn 2019, before the first identified case of the outbreak, with symptoms consistent with both COVID–19 and common seasonal illnesses.</quote>.</text></subparagraph><subparagraph id="H654AAAAE88874140B3E3646857BCF286"><enum>(B)</enum><text><quote>WIV researchers conducted experiments involving RaTG13, the bat coronavirus identified by the WIV in January 2020 as its closest sample to SARS-CoV-2.</quote>.</text></subparagraph><subparagraph id="H69FE58FA241F4797A6FBC3B197DEB6BB"><enum>(C)</enum><text><quote>Despite the WIV presenting itself as a civilian institution, the United States has determined that the WIV has collaborated on publications and secret projects with China's military.</quote>.</text></subparagraph></paragraph><paragraph id="H7230E448F41048B581FF62B0F214A5BD"><enum>(2)</enum><text>Former Director of the Centers for Disease Control and Prevention, Robert Redfield, stated in March 2021 that, <quote>the most likely etiology of this pathogen in Wuhan was from a laboratory</quote> and noted that, <quote>[i]t is not unusual for respiratory pathogens that are being worked on in a laboratory to infect the laboratory worker.</quote>.</text></paragraph><paragraph id="H57AFA05F46C64D95BBAB77707CB2294D"><enum>(3)</enum><text>Director-General of the World Health Organization Tedros Adhanom Ghebreyesus acknowledged in March 2021 that the Coronavirus Disease 2019 (COVID–19) may have originated in a laboratory and said this hypothesis <quote>requires further investigation, potentially with additional missions involving specialist experts.</quote>.</text></paragraph></section><section id="H4C47EF0EE2C34F7CA0A9C9251C8949D6"><enum>3.</enum><header>Sense of congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="HC68D2C19239E4709A3F823DA29240677"><enum>(1)</enum><text>identifying the origin of Coronavirus Disease 2019 (COVID–19) is critical for preventing a similar pandemic from occurring in the future;</text></paragraph><paragraph id="HB7E6003ED40A483B9F070A8B70023EA0"><enum>(2)</enum><text>there is reason to believe the COVID–19 pandemic may have originated at the Wuhan Institute of Virology; and</text></paragraph><paragraph id="HD0289898169F4D84B8C356B5E282D637"><enum>(3)</enum><text>the Director of National Intelligence should declassify and make available to the public as much information as possible about the origin of COVID–19 so the United States and like-minded countries can—</text><subparagraph id="H75601E3D1A94401E93FA190024EBD9A8"><enum>(A)</enum><text>identify the origin of COVID–19 as expeditiously as possible, and</text></subparagraph><subparagraph id="H6E65BB879E42490388A9599EA35483AC"><enum>(B)</enum><text>use that information to take all appropriate measures to prevent a similar pandemic from occurring again.</text></subparagraph></paragraph></section><section id="H73253BA672BD4F0495D2016316D371CF"><enum>4.</enum><header>Declassification of information related to the origin of COVID–19</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall—</text><paragraph id="HFCAD2672422C4EB38A6855150F363E61"><enum>(1)</enum><text>declassify any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the Coronavirus Disease 2019 (COVID–19), including—</text><subparagraph id="H241C9E3711A54F95A9FC817A6382E420"><enum>(A)</enum><text>activities performed by the Wuhan Institute of Virology with or on behalf of the People’s Liberation Army;</text></subparagraph><subparagraph id="H44E362AC87EE41FAA306B3DDAC5DF5A1"><enum>(B)</enum><text>coronavirus research or other related activities performed at the Wuhan Institute of Virology prior to the outbreak of COVID–19; and</text></subparagraph><subparagraph id="HFEA7D1A0DF9045B6856AA3AF033485C2"><enum>(C)</enum><text>researchers at the Wuhan Institute of Virology who fell ill in autumn 2019, including for any such researcher—</text><clause id="H8DFCA8AA416A43B0A568326D9A881A2F"><enum>(i)</enum><text>the researcher’s name;</text></clause><clause id="H5F60BC8F2E924DE0BB74601D76E8F01F"><enum>(ii)</enum><text>the researcher’s symptoms;</text></clause><clause id="H6E80C35E8BDB4BE79020877EE90E6C1C"><enum>(iii)</enum><text>the date of the onset of the researcher’s symptoms;</text></clause><clause id="H844873E6B0714739A36C1343B0760C95"><enum>(iv)</enum><text>the researcher’s role at the Wuhan Institute of Virology;</text></clause><clause id="H719003C2F90E4ACD8AEB3D3AC72AF6A6"><enum>(v)</enum><text>whether the researcher was involved with or exposed to coronavirus research at the Wuhan Institute of Virology;</text></clause><clause id="H2D1AE70CA58B4820BA64A4FA581E68A2"><enum>(vi)</enum><text>whether the researcher visited a hospital while they were ill; and</text></clause><clause id="H0D29ECA636AD4BF7B617393C89F2900B"><enum>(vii)</enum><text>a description of any other actions taken by the researcher that may suggest they were experiencing a serious illness at the time; and</text></clause></subparagraph></paragraph><paragraph id="H96A86F12CC02409ABDB7390196758EA4"><enum>(2)</enum><text>submit to Congress an unclassified report that contains—</text><subparagraph id="HB8A88C044CDD44FEBD6E38F441CD3664"><enum>(A)</enum><text>all of the information described under paragraph (1); and</text></subparagraph><subparagraph id="HDEDE294A17CE43088E88012BD9659DCC"><enum>(B)</enum><text>only such redactions as the Director determines necessary to protect sources and methods without altering or obscuring in any way the information described under paragraph (1). </text></subparagraph></paragraph></section></legis-body></bill>
