which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Small Business Administration to establish a forgivable loan program for remote recreational businesses, and for other purposes.</official-title></form><legis-body id="H85C57AB72443430296B65FFC2AFB87EC" style="OLC"><section id="H26AE940FF14343619F553EC2C1F1ED25" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Assistance Needed for Great Losses Experienced in Isolated Northern Lakes Economic Territory Act</short-title></quote> or the <quote><short-title>ANGLE Act</short-title></quote>.</text></section><section id="H648A471C64E14F3E83E41931190916FD"><enum>2.</enum><header>Forgivable loan program for remote recreational businesses</header><subsection id="HB79E3CCC40C74ED38C766D5BC5CCF61D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall establish a program to make forgivable loans available to remote recreational businesses that experienced a loss in revenue that is greater than 50 percent during the period between March 1, 2020, and December 31, 2020, as compared with the same period during previous year.</text></subsection><subsection id="H01E3D455E184437A97B884F7BFC36654"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible for a forgivable loan, a remote recreational business must—</text><paragraph id="H291947CBD03F41B0B7CDB611EBB9E380"><enum>(1)</enum><text display-inline="yes-display-inline">have been in operation on March 1, 2020; and</text></paragraph><paragraph id="HB99F438D82F64762BC5B59B9184C5A65"><enum>(2)</enum><text display-inline="yes-display-inline">show that the closure of the United States and Canadian border restricted the ability of American customers to access the location of the remote recreational business.</text></paragraph></subsection><subsection id="H4D59093D41ED4B30A0AB81DBA3C78771"><enum>(c)</enum><header>Loan amount</header><text display-inline="yes-display-inline">The maximum loan amount shall be equal to 75 percent of the remote recreational gross annual receipts for fiscal year 2019.</text></subsection><subsection id="HE0C7AC92560E464D932E0C6ECC9CAC2D"><enum>(d)</enum><header>Forgiveness</header><text display-inline="yes-display-inline">Not later than 1 calendar year from the date of enactment of this Act, the Administrator shall forgive 100 percent of the value of a loan received less the amount the borrower received from—</text><paragraph id="H8172ED005D9B4E0E9C0F04798014CB90"><enum>(1)</enum><text>any other loan forgiveness program, including any program established under the CARES Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>); and</text></paragraph><paragraph id="HBEC473FE27AB4196A5F22A4682D5F963"><enum>(2)</enum><text>an advance received under section 1110 of the CARES Act (<external-xref legal-doc="usc" parsable-cite="usc/15/9009">15 U.S.C. 9009</external-xref>).</text></paragraph></subsection></section><section id="HCD9A8FE46E8C4249A8E1284204D39B85" section-type="subsequent-section"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H702E45FB4D274FC7A5148B3C4DBD32F4"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means the Administrator of the Small Business Administration.</text></paragraph><paragraph id="H5A642B2A00FE426D90011D0A581B84ED"><enum>(2)</enum><header>Remote recreational business</header><text display-inline="yes-display-inline">The term <term>remote recreational business</term> means a business in the contiguous United States that is—</text><subparagraph id="HBD952230F7E840D889A30ACE3C916B1A"><enum>(A)</enum><text display-inline="yes-display-inline">a small business concern (as defined under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)) operating in the recreational industry;</text></subparagraph><subparagraph id="H20FAF64DF5A54B638DD085222A4BB0EA"><enum>(B)</enum><text display-inline="yes-display-inline">located within 75 miles of the United States and Canadian border; and</text></subparagraph><subparagraph id="H58CB96E23BDA4BC49B516ED339F49460"><enum>(C)</enum><text display-inline="yes-display-inline">is only accessible by land via Canada.</text></subparagraph></paragraph></section></legis-body></bill>
