R. 3177</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210513">May 13, 2021</action-date><action-desc><sponsor name-id="A000377">Mr. Armstrong</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Transportation to develop an educational program and related resources, to carry out annual education campaigns to inform the public about certain health and safety risks relating to motor vehicles, and for other purposes.</official-title></form><legis-body id="HF99288EAE6D74632B03B0B043E73BFA3" style="OLC"><section id="HB4DF92282E044BA18E304EA00BDD2F13" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Driving Vehicles Act</short-title></quote>.</text></section><section id="H1A26A0B79D3A4471AD46B7B04F7A44EA"><enum>2.</enum><header>Consumer education program and campaigns</header><subsection id="HF21FE0EA256A4A45AA8AA04460878ABC"><enum>(a)</enum><header>Program and related resources</header><paragraph id="H0B10028B173A47AC9C661295F6B1BC4A"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary of Transportation shall develop an educational program and related resources to inform the public about the health and safety risks relating to the following:</text><subparagraph id="HDFF5F98C921E421283F355C0E4DFA9F6"><enum>(A)</enum><text>Children or pets left unattended in motor vehicles or that independently access unoccupied motor vehicles on their own.</text></subparagraph><subparagraph id="HA115361B01B041F0855227E07A5A44C4"><enum>(B)</enum><text>Carbon monoxide poisoning from keyless ignition systems.</text></subparagraph><subparagraph id="HB55806B360F8415DB7F1E85E84277447"><enum>(C)</enum><text>Driving while under the influence of alcohol or drugs, including marijuana and opioids.</text></subparagraph><subparagraph id="HE9B981364E4648099E31D6172C5A72E7"><enum>(D)</enum><text>Driving while distracted.</text></subparagraph><subparagraph id="HF59C3C46DE5F4AA29BC69C91F9DF26CB"><enum>(E)</enum><text>Driving while tired or drowsy.</text></subparagraph></paragraph><paragraph id="H3BF90F37F14C4C36AAF276C210DFC650"><enum>(2)</enum><header>Public availability</header><text>The Secretary shall ensure that the educational program and related resources developed under paragraph (1) are available to and readily accessible by the public on the website of the National Highway Traffic Safety Administration.</text></paragraph></subsection><subsection id="H717CB4B2D25F48F3B8A6587CE1BA8BB9"><enum>(b)</enum><header>Annual education campaigns</header><text>Beginning with the 1-year period that begins on the date that is 6 months after the date on which the Secretary completes the development of the educational program and related resources under subsection (a)(1), the Secretary shall carry out an annual education campaign to inform the public about the health and safety risks described in such subsection.</text></subsection><subsection id="H3761864151624610B80FBA8EB37FADBF"><enum>(c)</enum><header>Consultation</header><text>In developing the educational program and related resources under subsection (a)(1) and carrying out annual education campaigns under subsection (b), the Secretary shall consult with motor vehicle industry representatives (including manufacturers and dealers), States, other relevant stakeholders, and motor vehicle safety organizations.</text></subsection><subsection id="H7F66B7840EC44E4FA1EEF5A182C34BC5"><enum>(d)</enum><header>Advertising and outreach</header><text>In carrying out annual education campaigns under subsection (b), the Secretary may develop, produce, and implement an advertising campaign through appropriate mediums.</text></subsection><subsection id="H421BB5C417A54C17B00D53C5D0E7BCA2"><enum>(e)</enum><header>Definitions</header><text>In this section, the terms <quote>dealer</quote>, <quote>manufacturer</quote>, and <quote>motor vehicle</quote> have the meanings given such terms in section 30102 of title 49, United States Code.</text></subsection></section></legis-body></bill>
