which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the War Powers Resolution to require an annual report and assessment with respect to each specific statutory authorization of the use of military force, and for other purposes.</official-title></form><legis-body id="H9B90CE0999AD421C8151482EA2371380" style="OLC"><section id="HF1D054A91A1044C3AD70BCAF3C5F33AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Endless Armed Conflict and Engagement Act</short-title></quote>. </text></section><section id="HA2F09A0B527A4BADB3E64C1BD249F664" display-inline="no-display-inline"><enum>2.</enum><header>Annual report and assessment with respect to each specific statutory authorization of the use of military force</header><text display-inline="no-display-inline">Section 4 of the War Powers Resolution (<external-xref legal-doc="usc" parsable-cite="usc/50/1543">50 U.S.C. 1543</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H8930E8415BC141E782DA6792C49D66CD" display-inline="no-display-inline"><subsection id="H23B2FD012A8049CA88919CF433C0965E"><enum>(d)</enum><text>A specific statutory authorization for the use of military force under this section shall terminate not later than two years after the date of the enactment of such authorization, unless reauthorized pursuant to this Resolution.</text></subsection><subsection id="H55AFE2CD30F247A0BC17AA442FA350FA"><enum>(e)</enum><text>A specific statutory authorization reauthorized pursuant to subsection (d) shall terminate not later than two years after the date of such reauthorization.</text></subsection><subsection id="H396E08C53FB844F9A31091E079FC8A4D"><enum>(f)</enum><text>A specific statutory authorization shall specify—</text><paragraph id="H6B4298BC0FC3441595A1A1DF2E021FE2"><enum>(1)</enum><text display-inline="yes-display-inline">each nation, organization, or force engaged in active hostilities against the United States; </text></paragraph><paragraph id="HFF89174E817B4B6592011F46FD9513CF"><enum>(2)</enum><text display-inline="yes-display-inline">each country in which military force is authorized; and</text></paragraph><paragraph id="H11781B463417495D983B20EF2EAEB957"><enum>(3)</enum><text>the objective for such authorization.</text></paragraph></subsection><subsection id="H33F3405A95A0476CB2AE6C0050D3C0DA"><enum>(g)</enum><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of any specific statutory authorization of the use of military force under this Resolution, and annually thereafter, the Secretary of Defense, in consultation with the Secretary of State, shall submit to Congress an unclassified report that includes—</text><paragraph id="H7C9ED5779A7D4F2CB2C3A85F8CADF735"><enum>(1)</enum><text>a list of each such specific statutory authorization for the use of military force; and</text></paragraph><paragraph id="HA1E27AC06E3B4D079547584E64133F28"><enum>(2)</enum><text>information relating to—</text><subparagraph id="H19123DD3812D480AB6338F97EE015F70"><enum>(A)</enum><text>the goal of each such authorization;</text></subparagraph><subparagraph id="HAD83A2E129004B4BB3DB57F6CDF1955F"><enum>(B)</enum><text>the number of United States military personnel deployed pursuant to each such authorization;</text></subparagraph><subparagraph id="H5A63734C2FD94B0FB051B0CB35734E1A"><enum>(C)</enum><text>hostile engagements with respect to United States military personnel;</text></subparagraph><subparagraph id="HA49CB3A27FE843D18F6F04C76AE3F990"><enum>(D)</enum><text>the number of civilian and combatant casualties;</text></subparagraph><subparagraph id="HCEBD740BBF0447A6BAA383C1CA572767"><enum>(E)</enum><text>the support received from allied countries and forces;</text></subparagraph><subparagraph id="H3287322BBCB34608ABB6E93FB3289B3D"><enum>(F)</enum><text>the financial costs associated with each such authorization; and</text></subparagraph><subparagraph id="H8239510192094243A36AD41027B2E93C"><enum>(G)</enum><text>a description with respect to the status of operations conducted pursuant to each such authorization and the expected scope and duration of such operations. </text></subparagraph></paragraph></subsection><subsection id="H1D45017D12BD45E0AB96511E1956ED62"><enum>(h)</enum><text display-inline="yes-display-inline">Not less than once during each 180-day period after the date of the enactment of any specific statutory authorization of military force under this Resolution, the Secretary of Defense, in consultation with the Secretary of State, shall provide a briefing to Congress with respect to the most recent report submitted pursuant to subsection (g).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
