R. 3105</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210511">May 11, 2021</action-date><action-desc><sponsor name-id="J000295">Mr. Joyce of Ohio</sponsor> (for himself and <cosponsor name-id="Y000033">Mr. Young</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HJU00">the Judiciary</committee-name>, and <committee-name committee-id="HBA00">Financial Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To limit the application of Federal laws to the distribution and consumption of marihuana, and for other purposes.</official-title></form><legis-body id="HE748692277D44E9D869BC55A7BADA1E0" style="OLC"><section id="HA6207A25D7C84C6C93F0FD28F97221A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Common Sense Cannabis Reform for Veterans, Small Businesses, and Medical Professionals Act</short-title></quote>.</text></section><section id="H980325ABAE3444F8BFAB3011FE949FDC"><enum>2.</enum><header>Application of the Controlled Substances Act to marihuana</header><subsection id="H8DFDF284E3A74A27A7FB058D43F2710E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Part A of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/801">21 U.S.C. 801</external-xref> et seq.) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H40DBD942443D4777BB9BB1FAB7C88296" style="OLC"><section id="HB22E77E94C16492B951611E4F3F80A73"><enum>103.</enum><header>Application of this Act to marihuana</header><subsection id="H4526F9B1B1804E04938F748AD664688A"><enum>(a)</enum><header>Prohibition on certain shipping or transportation</header><text display-inline="yes-display-inline">This Act shall not apply to marihuana, except that it shall be unlawful only to ship or transport, in any manner or by any means whatsoever, marihuana, from one State, territory, or district of the United States, or place noncontiguous to but subject to the jurisdiction thereof, into any other State, territory, or district of the United States, or place noncontiguous to but subject to the jurisdiction thereof, or from any foreign country into any State, territory, or district of the United States, or place noncontiguous to but subject to the jurisdiction thereof, when such marihuana is intended, by any person interested therein, to be received, possessed, sold, or in any manner used, either in the original package or otherwise, in violation of any law of such State, territory, or district of the United States, or place noncontiguous to but subject to the jurisdiction thereof.</text></subsection><subsection commented="no" id="H1BA10639817041199F7DC308D8462910"><enum>(b)</enum><header>Penalty</header><text display-inline="yes-display-inline">Whoever knowingly violates subsection (a) shall be fined under title 18, United States Code, imprisoned not more than 1 year, or both.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HD26834F5201A4B61ADEA125400E0E225"><enum>(b)</enum><header>Table of contents</header><text>The table of contents for the Comprehensive Drug Abuse Prevention and Control Act of 1970 (<external-xref legal-doc="public-law" parsable-cite="pl/91/513">Public Law 91–513</external-xref>; 84 Stat. 1236) is amended by striking the item relating to section 103 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H5F61700EC9104A83B835F5A2BA562E69" style="OLC"><toc><toc-entry bold="off" level="section">Sec. 103. Application of this Act to marihuana.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HFA7B763B049746EF96133FCC2EBFD5DE"><enum>3.</enum><header>Descheduling marihuana</header><subsection id="H38ADF76E4F53459A96F5BF48EC3B8918"><enum>(a)</enum><header>Removed from schedule of controlled substances</header><text display-inline="yes-display-inline">Subsection (c) of Schedule I of section 202(c) of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/812">21 U.S.C. 812(c)</external-xref>) is amended—</text><paragraph id="H62A13F0091284057BDAD83E56DF18F6C"><enum>(1)</enum><text>by striking <quote>marihuana</quote>; and</text></paragraph><paragraph id="H4506A9C88CB646BEB75D6F3F54ED918A"><enum>(2)</enum><text>by striking <quote>tetrahydrocannabinols</quote>.</text></paragraph></subsection><subsection id="H7D30ED0D8D3E4CFDA31231E941E33B81"><enum>(b)</enum><header>Removal of prohibition on import and export</header><text display-inline="yes-display-inline">Section 1010(b) of the Controlled Substances Import and Export Act (<external-xref legal-doc="usc" parsable-cite="usc/21/960">21 U.S.C. 960</external-xref>) is amended—</text><paragraph id="HB5FC2246E57242138F0D3C9A816727EC"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="H466837F2C7784E7C891809D7B3468503"><enum>(A)</enum><text>in subparagraph (F), by inserting <quote>or</quote> after the semicolon;</text></subparagraph><subparagraph id="H5BFB047BDDAC48A69683B1580EFCDF38"><enum>(B)</enum><text>by striking subparagraph (G); and</text></subparagraph><subparagraph id="H59586387E94E45978C7B68C4FF85E0BA"><enum>(C)</enum><text>by redesignating subparagraph (H) as subparagraph (G);</text></subparagraph></paragraph><paragraph id="H82DBD01155A1461CAADA789CCDBF174C"><enum>(2)</enum><text>in paragraph (2)—</text><subparagraph id="HF02825D102E549B3B1CB6E85D5CBCA0D"><enum>(A)</enum><text>in subparagraph (F), by inserting <quote>or</quote> after the semicolon;</text></subparagraph><subparagraph id="H50407DDCF3FC462680DF93B15A2138A8"><enum>(B)</enum><text>by striking subparagraph (G); and</text></paragraph><paragraph id="H02515F365627481180CA9826044607FA"><enum>(5)</enum><text>by redesignating paragraphs (5), (6), and (7) as paragraphs (4), (5), and (6), respectively.</text></paragraph></subsection><subsection id="H0A36BA5534994D32B99D70F78F82051A"><enum>(c)</enum><header>Conforming amendments to Controlled Substances Act</header><text>The Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/801">21 U.S.C. 801</external-xref> et seq.) is amended—</text><paragraph id="H17BE77170E064804B6955446E877EB6F"><enum>(1)</enum><text display-inline="yes-display-inline">in section 102(44) (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802(44)</external-xref>), by striking <quote>marihuana,</quote>;</text></paragraph><paragraph id="HE7FEC7C38E474A0C889D66480E1EB836"><enum>(2)</enum><text>in section 401(b) (<external-xref legal-doc="usc" parsable-cite="usc/21/841">21 U.S.C. 841(b)</external-xref>)—</text><subparagraph id="HE657D5EC58CB4C958926FF591A41D2E2"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HF5A6B85B8C7D4C029DA5025FEB7F3637"><enum>(i)</enum><text>in subparagraph (A)—</text><subclause id="H348E2E49E512422A8D1E48E10C9856AB"><enum>(I)</enum><text>in clause (vi), by inserting <quote>or</quote> after the semicolon;</text></subclause><subclause id="H7D75C485BFFA4C2EA849D7C92138D2C5"><enum>(II)</enum><text>by striking (vii); and</text></subparagraph><subparagraph id="H26C0FF1A3C104A42A04B351092BB3D4A"><enum>(C)</enum><text>by redesignating paragraphs (5), (6), and (7) as paragraphs (4), (5), and (6), respectively;</text></subparagraph></paragraph><paragraph id="H336A9C2FE82D4CB29180C470CBEFD936"><enum>(3)</enum><text>in section 402(c)(2)(B) (<external-xref legal-doc="usc" parsable-cite="usc/21/842">21 U.S.C. 842(c)(2)(B)</external-xref>), by striking <quote>, marihuana,</quote>;</text></paragraph><paragraph id="HBCDE4DDCA7884468870AFE5707E7411F"><enum>(4)</enum><text>in section 403(d)(1) (<external-xref legal-doc="usc" parsable-cite="usc/21/843">21 U.S.C. 843(d)(1)</external-xref>), by striking <quote>, marihuana,</quote>;</text></paragraph><paragraph id="HC64D0E3A68B3434CB886CEFE856B18C0"><enum>(5)</enum><text>in section 418(a) (<external-xref legal-doc="usc" parsable-cite="usc/21/859">21 U.S.C. 859(a)</external-xref>), by striking the last sentence;</text></paragraph><paragraph id="HC7A9F007D8394864A96EB882CA92EE03"><enum>(6)</enum><text>in section 419(a) (<external-xref legal-doc="usc" parsable-cite="usc/21/860">21 U.S.C. 860(a)</external-xref>), by striking the last sentence;</text></paragraph><paragraph id="H8EDC0B219D2948A38A0967FE0F7FDE6F"><enum>(7)</enum><text>in section 422(d) (<external-xref legal-doc="usc" parsable-cite="usc/21/863">21 U.S.C. 863(d)</external-xref>)—</text><subparagraph id="H462F034FD9B647C3B9A31C1F36F1AF55"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>marijuana,</quote>; and</text></subparagraph><subparagraph id="H2212E1241DAC436387FC735E36F2A64F"><enum>(B)</enum><text>in paragraph (5), by striking <quote>, such as a marihuana cigarette,</quote>; and</text></subparagraph></paragraph><paragraph id="H626F6CF8A2E8423A9793B0903584241C"><enum>(8)</enum><text>in section 516(d) (<external-xref legal-doc="usc" parsable-cite="usc/21/886">21 U.S.C. 886(d)</external-xref>), by striking <quote>section 401(b)(6)</quote> each place the term appears and inserting <quote>section 401(b)(5)</quote>.</text></paragraph></subsection></section><section id="HBF60F4E752644770BD9A1948248D66E6"><enum>4.</enum><header>Regulation and labeling of marijuana</header><subsection id="HE798F03144EB48E4B43DD5CB9E0314A9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Food and Drug Administration and the Alcohol and Tobacco Tax and Trade Bureau of the Department of the Treasury shall, jointly, issue rules to regulate marijuana. Such rules shall, to the extent practicable, be similar to Federal rules regulating alcohol.</text></subsection><subsection id="H9922C51282024FC9ACC18A8B043DD6ED"><enum>(b)</enum><header>Effective date of descheduling</header><text>The amendments made by sections 2 and 3 of this Act shall take effect on the date that the final rules issued pursuant to subsection (a) take effect.</text></subsection></section><section id="H32B8ADF632A848408A0EC4524E2EE659"><enum>5.</enum><header>Banking protections</header><subsection id="HD7F786D17FBF41ECAA3F7BF76E0FEFA3"><enum>(a)</enum><header>Safe harbor</header><text display-inline="yes-display-inline">A depository institution that provides a financial service to a person shall not violate any Federal or State law for providing such financial service solely because such person is a cannabis-related legitimate business or a service provider.</text></subsection><subsection id="HA76765FF6C5E4C89B11590F1CB70B5AD"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HC6A61F8CBAFE4B438F96B01D1ED54E3B" display-inline="no-display-inline"><enum>(1)</enum><header>Business of insurance</header><text display-inline="yes-display-inline">The term <term>business of insurance</term> has the meaning given such term in section 1002 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5481">12 U.S.C. 5481</external-xref>).</text></paragraph><paragraph id="HA67B290AE7A04949937B9DDA269EB6EC" display-inline="no-display-inline"><enum>(2)</enum><header>Cannabis</header><text display-inline="yes-display-inline">The term <term>cannabis</term> has the meaning given the term <term>marihuana</term> in section 102 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>).</text></paragraph><paragraph id="H3340C45E4B63452AA892F956D83D9CFC"><enum>(3)</enum><header>Cannabis product</header><text display-inline="yes-display-inline">The term <term>cannabis product</term> means any article which contains cannabis, including an article which is a concentrate, an edible, a tincture, a cannabis-infused product, or a topical.</text></paragraph><paragraph id="HFD38839F0E594FAFB132B4A69D3C3673"><enum>(4)</enum><header>Cannabis-related legitimate business</header><text display-inline="yes-display-inline">The term <term>cannabis-related legitimate business</term> means a manufacturer, producer, or any person or company that—</text><subparagraph id="HCBA8541FEDB64E4EB539E4F0E3E147B8"><enum>(A)</enum><text>engages in any activity described in subparagraph (B) pursuant to a law established by a State or a political subdivision of a State, as determined by such or political subdivision; and</text></subparagraph><subparagraph id="H65DE4640A77A4D11BC255B0F010C669E"><enum>(B)</enum><text display-inline="yes-display-inline">participates in any business or organized activity that involves handling cannabis or cannabis products, including cultivating, producing, manufacturing, selling, transporting, displaying, dispensing, distributing, or purchasing cannabis or cannabis products.</text></subparagraph></paragraph><paragraph id="H8DD65A081C9D4D298D617AB448546AEF"><enum>(5)</enum><header>Depository institution</header><text display-inline="yes-display-inline">The term <term>depository institution</term> means—</text><subparagraph id="HE20CC515B38540F5BBAC491448D093B7"><enum>(A)</enum><text>a depository institution as defined in section 3(c) of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813(c)</external-xref>);</text></subparagraph><subparagraph id="HA625EF35A7524DDDABB172FF110387DC"><enum>(B)</enum><text>a Federal credit union as defined in section 101 of the Federal Credit Union Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>); or</text></subparagraph><subparagraph id="HD76D72BF8CE44674A7B07B786B2FBADA"><enum>(C)</enum><text display-inline="yes-display-inline">a credit union as defined in section 101 of the Federal Credit Union Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>).</text></subparagraph></paragraph><paragraph id="HA5571B910F0D4A349C30549F2EC52F8D" display-inline="no-display-inline"><enum>(6)</enum><header>Financial service</header><text display-inline="yes-display-inline">The term <term>financial service</term>—</text><subparagraph id="H0472F18CC75547148E833F306CB87191" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">means a financial product or service, as defined in section 1002 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5481">12 U.S.C. 5481</external-xref>), regardless if the customer receiving the product or service is a consumer or commercial entity;</text></subparagraph><subparagraph id="H1325CFD3FC6C467A9565C713FAA83487"><enum>(B)</enum><text display-inline="yes-display-inline">means a financial product or service, or any combination of products and services, permitted to be provided by—</text><clause id="H5FA49410FFA24D5FBE234089F21E8D1A"><enum>(i)</enum><text>a national bank or a financial subsidiary pursuant to the authority provided under—</text><subclause id="HD581DE27C31A4B1D95130C374131D4A1"><enum>(I)</enum><text>the provision designated <quote>Seventh</quote> of section 5136 of the Revised Statutes of the United States (<external-xref legal-doc="usc" parsable-cite="usc/12/24">12 U.S.C. 24</external-xref>); or</text></subclause><subclause id="HCEABB9E228E54825B99E83D0203CDE9A"><enum>(II)</enum><text display-inline="yes-display-inline">section 5136A of the Revised Statutes of the United States (<external-xref legal-doc="usc" parsable-cite="usc/12/24a">12 U.S.C. 24a</external-xref>); and</text></subclause></clause><clause id="H91C41B2D804E4B058B75CD8699444C1B"><enum>(ii)</enum><text>a Federal credit union, pursuant to the authority provided under the Federal Credit Union Act;</text></clause></subparagraph><subparagraph id="HD7ADC8B4172843E8B37562247AF82B4B" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">includes the business of insurance;</text></subparagraph><subparagraph id="HC246A63C37E141A18316336AE6C7BEF3"><enum>(D)</enum><text display-inline="yes-display-inline">includes, whether performed directly or indirectly, the authorizing, processing, clearing, settling, billing, transferring for deposit, transmitting, delivering, instructing to be delivered, reconciling, collecting, or otherwise effectuating or facilitating of payments or funds, where such payments or funds are made or transferred by any means, including by the use of credit cards, debit cards, other payment cards, or other access devices, accounts, original or substitute checks, or electronic funds transfers;</text></subparagraph><subparagraph id="H6BF9AB49C7D64B07B38E70D43021AB23"><enum>(E)</enum><text>includes acting as a money transmitting business which directly or indirectly makes use of a depository institution in connection with effectuating or facilitating a payment for a cannabis-related legitimate business or service provider in compliance with section 5330 of title 31, United States Code, and any applicable State law; and</text></subparagraph><subparagraph id="H7599BF0319A34C0290CB4F8EA166E2DE"><enum>(F)</enum><text>includes acting as an armored car service for processing and depositing with a depository institution or a Federal reserve bank with respect to any monetary instruments (as defined under section 1956(c)(5) of title 18, United States Code.</text></subparagraph></paragraph><paragraph id="H3CEA01108EBB4409A6DF471E26B71188" display-inline="no-display-inline"><enum>(7)</enum><header>Manufacturer</header><text display-inline="yes-display-inline">The term <term>manufacturer</term> means a person who manufactures, compounds, converts, processes, prepares, or packages cannabis or cannabis products.</text></paragraph><paragraph id="H80A7D50ED8264BD5A0C584BFF20B1FE7"><enum>(8)</enum><header>Producer</header><text display-inline="yes-display-inline">The term <term>producer</term> means a person who plants, cultivates, harvests, or in any way facilitates the natural growth of cannabis.</text></paragraph><paragraph id="H9CFEFDCA819A4358A8D2B08ED67B254C" display-inline="no-display-inline"><enum>(9)</enum><header>Service provider</header><text display-inline="yes-display-inline">The term <term>service provider</term>—</text><subparagraph id="H4B75F48BA1864A7CB223390950B94FB3"><enum>(A)</enum><text>means a business, organization, or other person that—</text><clause id="H1FFC2FF31DA04C92BBD1E571FE0619E5"><enum>(i)</enum><text>sells goods or services to a cannabis-related legitimate business; or</text></clause><clause id="H4C0F223EE71946E6A8E55D36630F2515"><enum>(ii)</enum><text>provides any business services, including the sale or lease of real or any other property, legal or other licensed services, or any other ancillary service, relating to cannabis; and</text></clause></subparagraph><subparagraph id="HD4A4B8B4E4E54FB5823261DBBB82DD87"><enum>(B)</enum><text display-inline="yes-display-inline">does not include a business, organization, or other person that participates in any business or organized activity that involves handling cannabis or cannabis products, including cultivating, producing, manufacturing, selling, transporting, displaying, dispensing, distributing, or purchasing cannabis or cannabis products.</text></subparagraph></paragraph><paragraph id="HD894F5B27A784AE8812FF56E42750478" display-inline="no-display-inline"><enum>(10)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, each Indian Tribe, the District of Columbia, the Commonwealth of Puerto Rico, and any territory or possession of the United States.</text></paragraph></subsection></section><section id="H360911390968497A881475B6BE792AED"><enum>6.</enum><header>Safe harbor for use by veterans of medical marijuana</header><subsection id="HA36BECDFDB704DB7A83D778F1BB9B833"><enum>(a)</enum><header>Safe harbor</header><text>Notwithstanding any provision of Federal law, it shall not be unlawful for—</text><paragraph id="H9F08F351A43F4C26B9DE156B1EBE04B1"><enum>(1)</enum><text>a veteran to use, possess, or transport medical marijuana in a State or on Indian land if the use, possession, or transport is authorized and in accordance with the law of the applicable State or Indian Tribe;</text></paragraph><paragraph id="H95ADA110175044DBABB8C803366C88E7"><enum>(2)</enum><text>a physician to discuss with a veteran the use of medical marijuana as a treatment if the physician is in a State or on Indian land where the law of the applicable State or Indian Tribe authorizes the use, possession, distribution, dispensation, administration, delivery, and transport of medical marijuana; or</text></paragraph><paragraph id="H0789B12DF11B4F73961CF806844CD1BA"><enum>(3)</enum><text>a physician to recommend, complete forms for, or register veterans for participation in a treatment program involving medical marijuana that is approved by the law of the applicable State or Indian Tribe.</text></paragraph></subsection><subsection id="HCF7DA1DE137E44D2AA7B5B15EAB5D9E3"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H8500A919F80745B28660BED27346A648"><enum>(1)</enum><header>Indian land</header><text>The term <term>Indian land</term> means any of the Indian lands, as such term is defined in section 824(b) of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1680n">25 U.S.C. 1680n</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H56F0F6784242476395D6C6A8B9F7A497"><enum>(2)</enum><header>Indian Tribe</header><text>The term <term>Indian Tribe</term> has the meaning given the term <term>Indian tribe</term> in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDA2243AE31CC470A8D7D6DF8C5AD1A25"><enum>(3)</enum><header>Physician</header><text>The term <term>physician</term> means a physician appointed by the Secretary of Veterans Affairs under section 7401(1) of title 38, United States Code.</text></paragraph><paragraph commented="no" id="H595A988D3DD8444F89110DF157BC413A"><enum>(4)</enum><header>State</header><text>The term <term>State</term> has the meaning given that term in section 102 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>).</text></paragraph><paragraph id="H317F0246F65A4F6D8B7D6904667D8683"><enum>(5)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given that term in section 101 of title 38, United States Code.</text></paragraph></subsection></section><section id="HEE97ED7340A0475F87ACD6E219FE10DE" commented="no"><enum>7.</enum><header>Studies on use of medical marijuana</header><subsection id="H88EB98EAE53E4919AB02B5EAAF49A3AB" commented="no"><enum>(a)</enum><header>Study on effects of medical marijuana on individuals in pain or who are impaired</header><paragraph id="H522CBA69860443A6BC589EB3203AE504" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Director of the National Institutes of Health shall conduct or support a study on the effects of medical marijuana on individuals in pain or who are impaired.</text></paragraph><paragraph commented="no" id="H0D3BA8C702BB4BFAB275DB6EC94F863E"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which the study required under paragraph (1) is completed, the Director shall submit to Congress a report on the study, which shall include such recommendations for legislative or administrative action as the Director considers appropriate.</text></paragraph></subsection><subsection commented="no" id="HD436B3FE6C2B45B5AAC4398626088248"><enum>(b)</enum><header>Study on use of State medical marijuana programs</header><paragraph commented="no" id="HBAEDC2F4813443B28522FBBDBF65A9E6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this Act, the Director of the National Institutes of Health shall conduct or support a study on the relationship between treatment programs involving medical marijuana that are approved by States, the access of individuals to such programs, and a reduction in opioid abuse.</text></paragraph><paragraph commented="no" id="H046DFCBA22D9407E8CCF73B4DE330D41"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which the study required under paragraph (1) is completed, the Director shall submit to Congress a report on the study, which shall include such recommendations for legislative or administrative action as the Director considers appropriate.</text></paragraph></subsection></section></legis-body></bill>
