Grants to address student basic needs.</toc-entry></toc></subsection></section><title id="H59516C3BE2974C9EA24A8855EE59FEC9" style="OLC"><enum>I</enum><header>Student eligibility for nutrition assistance programs</header><section commented="no" section-type="subsequent-section" id="H3B6995F2C92743F389291529B240C090"><enum>101.</enum><header>Eligibility of students to participate in the supplemental nutrition assistance program</header><subsection commented="no" display-inline="no-display-inline" id="H835FFA655D814C53A20A77622FD28925"><enum>(a)</enum><header display-inline="yes-display-inline">Definition of household</header><text display-inline="yes-display-inline">Section 3(m)(4) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2012">7 U.S.C. 2012(m)(4)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HCDECB2CD00D24DBFBE3B0C5D05E715CD"><enum>(1)</enum><text>by striking <quote>(4) In no event</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1385FDAD905240E595228174CA74FD3E"><paragraph commented="no" display-inline="no-display-inline" id="HE1168470EF9C4133A3E4D1BA7E774B37"><enum>(4)</enum><header>Institution or boarding house</header><subparagraph commented="no" display-inline="no-display-inline" id="H45F9BD8AB400457280598ED1754E73B4"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), in no event</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA347864AD8934D668DE67DB9297E86FC"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2B879F46F0BA42DDB33271AD96CE5AF7"><subparagraph commented="no" display-inline="no-display-inline" id="H15A1ECA7F44E423395F6B18AD51C55AA"><enum>(B)</enum><header>Students</header><text>An individual (including any dependents of the individual) may constitute a household if the individual is a student and resident of an institution of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" id="HB2EDF12C28074046B571B29C1D24B7B6"><enum>(b)</enum><header>Eligibility of students</header><text display-inline="yes-display-inline">Section 6 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2015">7 U.S.C. 2015</external-xref>) is amended—</text><paragraph commented="no" id="H67089572D7A245808B32D7D68209CB17"><enum>(1)</enum><text>in the section heading, by inserting <quote><header-in-text style="OLC" level="section">qualifications and</header-in-text></quote> after <quote><header-in-text style="OLC" level="section">Eligibility</header-in-text></quote>; </text></paragraph><paragraph commented="no" id="H26B1A4E24CF44A33B310FA62374560A5"><enum>(2)</enum><text>in subsection (d)(2)(C)—</text><subparagraph commented="no" id="HE8F2980CA2CC42A4AF03918FA2060462"><enum>(A)</enum><text>by inserting <quote>who is</quote> after <quote>student</quote>; and</text></subparagraph><subparagraph commented="no" id="HE4C8C1C0AA3B4D6B899479BF3E11A27F"><enum>(B)</enum><text>by striking <quote>(except</quote> and all that follows through <quote>section)</quote> and inserting <quote>and meets the requirements for eligibility under subsection (e)</quote>; </text></subparagraph><subparagraph commented="no" id="HEB17215C3E0743D49882B3871912DE79"><enum>(E)</enum><text>in subparagraph (E)(ii) (as so redesignated), by striking <quote>paragraph (4)</quote> and inserting <quote>subparagraph (D)</quote>;</text></subparagraph><subparagraph commented="no" id="H36B7BB88CCFB47FA882FCE8B8EFE6264"><enum>(F)</enum><text>in subparagraph (G) (as so redesignated), by striking <quote>or</quote> at the end after the semicolon;</text></subparagraph><subparagraph commented="no" id="HFF17CAF000704619B38A89D43A87EB39"><enum>(G)</enum><text>in subparagraph (H) (as so redesignated), by striking the period at the end and inserting a semicolon;</text></subparagraph><subparagraph id="H87D62E70103E4F2DABC57DDA0DFBA902"><enum>(H)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A) (as so redesignated), by striking <quote>(e) No individual</quote> and all that follows through <quote>individual—</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H6F8128093FD64264BF00700B345A2613"><subsection id="H105B9C466B794C0E86BB7CFAF608D22A"><enum>(e)</enum><header>Qualifications for students</header><text>A student enrolled in any recognized school, training program, or institution of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) shall be eligible to participate in the supplemental nutrition assistance program if—</text><paragraph id="HA31D779FA9074018822657AE636175D8"><enum>(1)</enum><text>the student satisfies the other requirements of this section; and</text></paragraph><paragraph id="H141A433433C840D38810932CF4649B11"><enum>(2)</enum><text>the student—</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H28516B1DD54645E1861BC9671004FD88"><enum>(I)</enum><text>in paragraph (2) (as so designated), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H897697C32933427181D167B3FFD0930A"><subparagraph id="HEA171BC7B3FC42078ACA3B8B7CE36187"><enum>(I)</enum><text>is eligible to participate in a State or federally financed work study program, including the program authorized under part C of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51</external-xref> et seq.);</text></subparagraph><subparagraph id="H52AF6BD9522B4A169B0490142BC7A6A0"><enum>(J)</enum><clause commented="no" display-inline="yes-display-inline" id="HC7E5FDB5C53A4600A22E17085D9A77EB"><enum>(i)</enum><text>is not an independent student (as defined in section 480(d) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087vv">20 U.S.C. 1087vv(d)</external-xref>)); and</text></clause><clause id="H0F433B26DBE94CEC96A7A9787DE16B6E" indent="up1"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="H6ED310DF9EC94699B29824E1BB4AD2CB"><enum>(I)</enum><text>has an expected family contribution or student aid index of not more than $0, as determined in accordance with part F of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087kk">20 U.S.C. 1087kk</external-xref> et seq.); or</text></subclause><subclause indent="up1" id="HF267F8564B4A41BDB9BF079E6DDB5736"><enum>(II)</enum><text>meets the financial eligibility criteria for receiving a maximum Federal Pell Grant under subpart 1 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref> et seq.)—</text><item id="H8A8E6FB6DBF94D098DCAA10E3ADCCDCD"><enum>(aa)</enum><text>regardless of whether the student has completed the Free Application for Federal Student Aid described in section 483 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090</external-xref>); and</text></item><item id="H3CAD3FCABDE94F498D4AEAD39EE86A04"><enum>(bb)</enum><text>as determined by a State using the income of the student, as determined under—</text><subitem id="H007DC508F3FE449B830054B4861CEE1C"><enum>(AA)</enum><text>the supplemental nutrition assistance program or another Federal or State means-tested program; or </text></subitem><subitem id="HF82F9B2AAEA44A0EB59F3BDA420EDF24"><enum>(BB)</enum><text>another reasonable simplifying assumption; or</text></subitem></item></subclause></clause></subparagraph><subparagraph id="H7F130D7AC21C44118B6A049AAF3EDD74"><enum>(K)</enum><clause commented="no" display-inline="yes-display-inline" id="H55FB4020452843D2B93D5A704D5F7E6A"><enum>(i)</enum><text>is an independent student (as defined in section 480(d) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087vv">20 U.S.C. 1087vv(d)</external-xref>)); and</text></clause><clause id="H08C8B10EB36B4786968E65BE18621215" indent="up1"><enum>(ii)</enum><text>is a member of a household otherwise eligible to participate in the supplemental nutrition assistance program.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" id="H26BB592AF7364D5CBD8022A1DBD453AA"><enum>(c)</enum><header>Conforming amendments</header><text>Section 6(d)(2)(C) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2015">7 U.S.C. 2015(d)(2)(C)</external-xref>) is amended—</text><paragraph commented="no" id="H04959ABAA5CD449FA1A022A49382FC86"><enum>(1)</enum><text>by striking <quote>half time</quote> and inserting <quote>half-time</quote>; and</text></paragraph><paragraph commented="no" id="H4B8A4963A2134007B4C81FD76E5335B2"><enum>(2)</enum><text>by inserting <quote>(as determined by the school, training program, or institution of higher education, as applicable)</quote> before <quote>(except</quote>.</text></paragraph></subsection></section><section id="H8829548CCF5A41859C7C900F05C5B5A1"><enum>102.</enum><header>Communication of information on student eligibility for nutrition assistance programs</header><subsection id="H70DAA91197F5460AA8AFC11558FB6CB2"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" id="HB63F29662C624DD594E3BFEC705A8FC7"><enum>(1)</enum><header>College student</header><text>The term <quote>college student</quote> means a student enrolled in an institution of higher education.</text></paragraph><paragraph id="HD54D0954DD2D416CBBC5FDE833C1A384"><enum>(2)</enum><header>Institution of higher education</header><text>The term <quote>institution of higher education</quote> has the meaning given the term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph><paragraph id="HFCBCA874E7CD449AA58EE4D203613C62"><enum>(3)</enum><header>Program</header><text>The term <quote>program</quote> means the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.).</text></paragraph><paragraph id="H7ADD5918952B4E6088C7527912B98F7C"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Agriculture.</text></paragraph></subsection><subsection id="HD4777BDC693E4BC59299A5077BA46AED"><enum>(b)</enum><header>Strategies report</header><text display-inline="yes-display-inline">Not later than 180 days after the effective date of this title, the Secretary shall submit to Congress a report that describes the strategy to be used by the Secretary—</text><paragraph id="H54EB39A6EC964CF9BE6DA56CF46E1A62"><enum>(1)</enum><text>to increase the awareness of State agencies and institutions of higher education about—</text><subparagraph id="H7DF55E598FF140869AF437CF2E08E2CB"><enum>(A)</enum><text>college student food insecurity;</text></subparagraph><subparagraph id="H27E275F137BE49E3B4C9679358190CC4"><enum>(B)</enum><text>the eligibility of college students for the program; and</text></subparagraph><subparagraph id="HD9D5D712E22E4FC1AA6AA94A26DD4DBD"><enum>(C)</enum><text>the procedures and resources available to college students who are not participating in the program to access benefits under the program;</text></subparagraph></paragraph><paragraph id="H6A98C29F54B54B6A83D01C75C9D3901C"><enum>(2)</enum><text>to identify—</text><subparagraph id="H332A31EC33424AB681D0A46E56D1E56D"><enum>(A)</enum><text>existing or potential informational, educational, policy, and psychological barriers to enrolling in the program and barriers to complying with program requirements; </text></subparagraph><subparagraph id="H5972C8FE0F364B61B9EC0CA57182995E"><enum>(B)</enum><text>mitigation strategies with respect to those barriers; and</text></subparagraph><subparagraph id="H32CD26CD6F5341A7A8C9F99294351D77"><enum>(C)</enum><text>opportunities for collaboration with the Department of Education and other relevant Federal agencies; and</text></subparagraph></paragraph><paragraph id="H0AA933597C94491D8F551D550433CA68"><enum>(3)</enum><text>to update the State Outreach Plan Guidance under subsection (c).</text></paragraph></subsection><subsection id="H5FFDEC7DFCE84656841A8E581BFE077B"><enum>(c)</enum><header>Updated State Outreach Plan Guidance</header><text>Not later than 90 days after the Secretary submits to Congress a report under subsection (b), the Secretary shall publish an updated State Outreach Plan Guidance that—</text><paragraph id="H76508D8AD7A648168EB44D6D46FBD450"><enum>(1)</enum><text>describes existing data on college student food insecurity;</text></paragraph><paragraph id="H9CEAB6CBFC4D42088026BD329738982F"><enum>(2)</enum><text>describes the manner in which college students can access the supplemental nutrition assistance program;</text></paragraph><paragraph id="HAFDBFBA10EE9484BA3073F792A22F0B5"><enum>(3)</enum><text>recommends outreach activities to address college student food insecurity and encourages States to conduct those and other outreach activities;</text></paragraph><paragraph id="HAA987890E542469999E5215C4F9FD5ED"><enum>(4)</enum><text>provides a template for a State to submit information to the Secretary describing the outreach activities being carried out by the State to address college student food insecurity; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H53982517233540198113E46925E2DDC9"><enum>(5)</enum><text>contains updated guidance based on the contents of that report.</text></paragraph></subsection></section><section id="H1AA0E519E0D9482A966010748C76D946"><enum>103.</enum><header>Demonstration program</header><text display-inline="no-display-inline">Section 17 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2026">7 U.S.C. 2026</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="HE1580B2958AC400B8E25D187FD2B3FD9"><subsection id="H3621EF7DF5704D5E80A3018B61AEC21D"><enum>(o)</enum><header>College student food insecurity demonstration program</header><paragraph id="H2BFC72CDCF034CC5914D1B3955BD9069"><enum>(1)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="HBD0F8B5A2D274B40B2DA53636CDC7EDD"><enum>(A)</enum><header>College student</header><text>The term <term>college student</term> means a student enrolled in an institution of higher education.</text></subparagraph><subparagraph id="HFF959D47A98B4742ACBA016EA68250CA"><enum>(B)</enum><header>Demonstration program</header><text>The term <term>demonstration program</term> means the demonstration program established under paragraph (2). </text></subparagraph><subparagraph id="HEA326ACCCAC44DC5AC4E0C76D3162238"><enum>(C)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term>—</text><clause id="HBD0D72ACB7AE45D18C968E74D654AC5A"><enum>(i)</enum><text>has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>); and</text></clause><clause id="HF044997F4B514A4CACB5246EE85CD43B"><enum>(ii)</enum><text>includes a postsecondary vocational institution (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)).</text></clause></subparagraph></paragraph><paragraph id="H0EADF629140E45D88258A8C2B7F10855"><enum>(2)</enum><header>Demonstration program</header><text>Pursuant to subsection (b), the Secretary, in collaboration with the Secretary of Education, shall establish a demonstration program under which the Secretary shall carry out demonstration projects in accordance with paragraph (3)—</text><subparagraph id="H4656EC8095AD48D591305E4CE440EB6B"><enum>(A)</enum><text>to decrease student food insecurity at institutions of higher education; and</text></subparagraph><subparagraph id="HD4D77DD12BB944FDB647D578B3CB716B"><enum>(B)</enum><text>to reduce barriers to college students fully utilizing supplemental nutrition assistance program benefits at institutions of higher education.</text></subparagraph></paragraph><paragraph id="H3F72C883ADDF48ED9F35D447A23840A4"><enum>(3)</enum><header>Demonstration projects</header><text>To carry out the demonstration program, the Secretary shall carry out demonstration projects that test the following new supplemental nutrition assistance program delivery methods:</text><subparagraph id="H08F5BC5A26044D4E9CAF2040A2BCE4E2"><enum>(A)</enum><text>Allowing a college student receiving supplemental nutrition assistance program benefits—</text><clause id="H4468D4594E53488786F90BA2C7892778"><enum>(i)</enum><text>to use those benefits to purchase prepared foods from a campus dining hall, on-campus store, or other on-campus merchant or provider that typically sells prepared meals and participates in the student meal program at the institution of higher education at which the student is enrolled; and</text></clause><clause id="HADBB0F4DEF894C97B4984790632B6CAD"><enum>(ii)</enum><text>to be exempt from requirements to purchase a campus meal plan as part of the attendance of the college student at the institution of higher education.</text></clause></subparagraph><subparagraph id="HFD91103F0ED94F93A381B36597B36654"><enum>(B)</enum><text>Allowing a college student to use an EBT card or a campus-specific card at any of the locations described in subparagraph (A)(i) or a retailer authorized under section 9.</text></subparagraph></paragraph><paragraph id="H00E7E453601B441197953EEE923A53A0"><enum>(4)</enum><header>Project limit</header><subparagraph id="H258B6E58E7AF4013A3285633AF1B9038"><enum>(A)</enum><header>In general</header><text>The Secretary shall carry out not more than 10 demonstration projects under the demonstration program simultaneously.</text></subparagraph><subparagraph id="HB71ABB30FDCE4983A0823AB3B0944D35"><enum>(B)</enum><header>Institutions</header><text>The Secretary shall carry out not more than 1 demonstration project under the demonstration program at any single institution of higher education.</text></subparagraph></paragraph><paragraph id="HEC7EC63423BB46F28CF3CEAAF513A940"><enum>(5)</enum><header>Priority</header><text>In selecting an institution of higher education at which to carry out a demonstration project, the Secretary shall give priority to an institution of higher education—</text><subparagraph id="HC7F6806EB6D34186B11610FF1E52E9F1"><enum>(A)</enum><text>at which not less than 25 percent of enrolled students are students that are eligible to receive a Federal Pell Grant under subpart 1 of part A of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref> et seq.); or</text></subparagraph><subparagraph id="H93D9C92A0A29443B9E4576CA15A0E3D0"><enum>(B)</enum><text>that is described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>). </text></subparagraph></paragraph><paragraph id="H94FBB015DF4F43FC948C20ADAC6B5708"><enum>(6)</enum><header>Project administration</header><subparagraph id="H8BD8AE54C901465DB659FF03CFB8B369"><enum>(A)</enum><header>In general</header><text>The Secretary shall establish criteria and parameters for selecting, operating, monitoring, and terminating each demonstration project under the demonstration program.</text></subparagraph><subparagraph id="HF4F8790720094AB4B85F105416CCD0EF"><enum>(B)</enum><header>Prices charged</header><text>The Secretary shall ensure that prices charged by food providers participating in a demonstration project under the demonstration program are comparable to prices charged by those food providers prior to participation. </text></subparagraph></paragraph><paragraph id="H4216C83E238A484F84CC7CE27E89EBC1"><enum>(7)</enum><header>Project termination</header><text>To the maximum extent practicable, the Secretary shall ensure that the termination of a demonstration project under the demonstration program shall not cause sudden adverse changes, including a reduction of institutional financial aid or the elimination of benefits under the supplemental nutrition assistance program, for students participating in the demonstration project.</text></paragraph><paragraph id="HACC45CEB363A44EBBCFD1FE0E6AB12C3"><enum>(8)</enum><header>Program termination</header><text>The demonstration program shall terminate on the date that is 10 years after the date on which the demonstration program is established.</text></paragraph><paragraph id="H0434425A2CB64383AC578E5DC4D6AD68"><enum>(9)</enum><header>Evaluation</header><text>For the duration of the demonstration program, the Secretary shall, in collaboration with the Director of the Institute of Education Sciences, conduct an annual evaluation of each demonstration project carried out under the demonstration program during the year covered by the evaluation, including an analysis of the extent to which the project is meeting the desired outcomes, which include reduction in food insecurity and improved academic performance.</text></paragraph><paragraph id="H91AE8ED15BBF4182B6A59D90D1F81768"><enum>(10)</enum><header>Report</header><text>For the duration of the demonstration program, the Secretary shall submit to the Committees on Agriculture, Nutrition, and Forestry and Health, Education, Labor, and Pensions of the Senate and the Committees on Agriculture and Education and Labor of the House of Representatives an annual report that includes—</text><subparagraph id="H1629B1A3F3274665B640C4B44958E57B"><enum>(A)</enum><text>a description of each demonstration project carried out under the demonstration program during the year covered by the report;</text></subparagraph><subparagraph id="H3E1694227A4E40869DE1542518F22CF4"><enum>(B)</enum><text>the evaluation conducted under paragraph (9); and</text></subparagraph><subparagraph id="H951237BFAE5D49688A8CC62FB2DF574D"><enum>(C)</enum><text>recommendations for legislation to improve the supplemental nutrition assistance program to better serve college students.</text></subparagraph></paragraph><paragraph id="HF7047B331F5C4DD79D72144A7C1F1A00"><enum>(11)</enum><header>Waiver and modification authority</header><subparagraph id="HB67F288D727D488986FCE8D7CA80DBF6"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Secretary may, as may be necessary solely to carry out the demonstration program—</text><clause id="H1A81613AE8444F94AA44606A7555D78E"><enum>(i)</enum><text>waive any provision under this Act, including—</text><subclause id="HADA8644B8D09420DA5866AE3E635F680"><enum>(I)</enum><text>the requirement relating to local sales tax under section 4(a);</text></subclause><subclause id="H7105BDB206304727BEE441F0F6AF189F"><enum>(II)</enum><text>requirements relating to the issuance and use of supplemental nutrition assistance program benefits under section 7; and</text></subclause><subclause id="H5EE499B936894773A7B14D97E59B9153"><enum>(III)</enum><text>requirements for approval of retail food stores under section 9; and</text></subclause></clause><clause id="H603EA384CE5D49429BDC45D76001EE70"><enum>(ii)</enum><text>modify the definitions under this Act for the purposes of the demonstration program, including the definition of—</text><subclause id="HDF5E380B0BE64C9D888ADC29640C4D53"><enum>(I)</enum><text>the term <term>food</term> under section 3(k);</text></subclause><subclause id="H811D92AFC3014CD0B3643D36E6B1177C"><enum>(II)</enum><text>the term <term>household</term> under section 3(m); and</text></subclause><subclause id="H02C8BC5D2B5D4014B5B49F6A30966570"><enum>(III)</enum><text>the term <term>retail food store</term> under section 3(o).</text></subclause></clause></subparagraph><subparagraph id="HF2CCFC80C80A4042B83817E53A3EDD34"><enum>(B)</enum><header>Limitation</header><text>The Secretary may not waive a provision or modify a definition under subparagraph (A) if the waiver or modification will—</text><clause id="H5C2B7B568BE64615B309E2DB2F32DB8A"><enum>(i)</enum><text>cause increased difficulty for any household to apply for or access supplemental nutrition assistance program benefits; or</text></clause><clause id="H7F3B8A6A59374A538B3D8748BEDCA776"><enum>(ii)</enum><text>reduce the value of those benefits for any household.</text></clause></subparagraph></paragraph><paragraph id="HB25A09F69B9849FE8A2FBB4C998F045F"><enum>(12)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary such sums as are necessary to carry out this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H1F6B0AC8F828433CB0F0D3DBD771412C"><enum>104.</enum><header>Effective date</header><text display-inline="no-display-inline">This title and the amendments made by this title shall take effect on the date that is 180 days after the date of enactment of this Act. </text></section></title><title id="HBC9922AF2F794E1EA081767D4401F8DD"><enum>II</enum><header>Reducing student food insecurity</header><section id="H1CE0AC1264BA43FCA1B497AE2B559DC1"><enum>201.</enum><header>Data sharing</header><subsection id="HEEA93E1DAAE740B8B3859D6AACDB051A"><enum>(a)</enum><header>Agreement</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary of Education, in coordination with the Secretary of Agriculture, the Secretary of Housing and Urban Development, the Secretary of Health and Human Services, the Secretary of the Treasury, and the head of any other applicable Federal or State agency, shall develop and implement an agreement to—</text><paragraph id="HEF27287EA7A4476F8FE57F1D53CD9786"><enum>(1)</enum><text>securely share data among the respective Federal agencies of such Secretaries in order to, notwithstanding section 483(a)(3)(E) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090(a)(3)(E)</external-xref>), identify students who have applied for Federal financial aid and who are enrolled at institutions of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) who may be eligible for Federally funded programs to support basic needs through— </text><subparagraph id="H1E89DA7513AF4A049C1F1BCB248EE13D" commented="no"><enum>(A)</enum><text>the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.), a nutrition assistance program carried out under section 19 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2028">7 U.S.C. 2028</external-xref>), or a nutrition assistance program carried out by the Secretary of Agriculture in the Northern Mariana Islands; </text></subparagraph><subparagraph id="H8076978CABCC4DADAB85BA92D5D7C769"><enum>(B)</enum><text>the supplemental security income program under title XVI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1381">42 U.S.C. 1381</external-xref> et seq.);</text></subparagraph><subparagraph id="H9542C14B5195497B86FAB98D50F2D210"><enum>(C)</enum><text>the program of block grants to States for temporary assistance for needy families under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601</external-xref> et seq.);</text></subparagraph><subparagraph id="H39EFB07446DD444C9870CAB3E8CD7AF7"><enum>(D)</enum><text>the special supplemental nutrition program for women, infants, and children established by section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>);</text></subparagraph><subparagraph id="H0BC012A7B93D45E58146B6986811D67B"><enum>(E)</enum><text>the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396</external-xref> et seq.);</text></subparagraph><subparagraph id="HA5463C0F464B4687A2490125F992D455"><enum>(F)</enum><text>Federal housing assistance programs, including tenant-based assistance under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>), and public housing, as defined in section 3(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>);</text></subparagraph><subparagraph id="H5E9E7891A2D647BFB6B70376441D98BF"><enum>(G)</enum><text>Federal child care assistance programs, including assistance under the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858">42 U.S.C. 9858</external-xref> et seq.) and the Child Care Access Means Parents in School Program under section 419N of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070e">20 U.S.C. 1070e</external-xref>);</text></subparagraph><subparagraph id="H1A4593EF7B0E469AB79E5570258471E9"><enum>(H)</enum><text>the free and reduced price school lunch program established under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751</external-xref> et seq.);</text></subparagraph><subparagraph id="HEA98E1EB884043989DF9991C4212DCFF"><enum>(I)</enum><text>refundable credit for coverage under a qualified health plan under <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section 36B</external-xref> of the Internal Revenue Code of 1986;</text></subparagraph><subparagraph id="HC1DBB645F92B4FE4BA5139883DB34FE2"><enum>(J)</enum><text>the Earned Income Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/32">section 32</external-xref> of the Internal Revenue Code of 1986; </text></subparagraph><subparagraph id="HD504E4DFB2124C12870747520359F918"><enum>(K)</enum><text>the Child Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/24">section 24</external-xref> of the Internal Revenue Code of 1986; or</text></subparagraph><subparagraph id="HCBDE6A45978F42F883AF610755F181CA"><enum>(L)</enum><text>any other Federally funded program determined by the Secretary to be appropriate; and </text></subparagraph></paragraph><paragraph id="HC4CA0860307647FE9C2D61B05C67E4CA"><enum>(2)</enum><text>coordinate efforts to provide assistance to institutions of higher education to facilitate the enrollment of eligible students in the programs listed in paragraph (1).</text></paragraph></subsection><subsection id="HECCC332E0C8043AAB7B5DBA7FD703FB0"><enum>(b)</enum><header>Information on Federally funded programs To support basic needs</header><paragraph id="HF31CA5983A5B479990CCB0DACF6D61E4"><enum>(1)</enum><header>In general</header><text>Section 483 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H4FED639526044B8988059CC83CBC5259"><subsection id="H4ECA002015384BF8B3FADE3DEE344979"><enum>(i)</enum><header>Information on Federally funded programs To support basic needs</header><paragraph id="H6CB506C956C14819BFE136B70A40B7E8"><enum>(1)</enum><header>In general</header><text>For each year for which a student described in paragraph (3) submits an application for Federal student financial aid, the Secretary shall send, in written and electronic form, to such student information regarding potential eligibility for assistance under, and application process for—</text><subparagraph id="HF793CE99F90F41CFA31BB4D3B51BBB4B"><enum>(A)</enum><text>the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.);</text></subparagraph><subparagraph id="H9ACEE10DB5C849EEA9C9E45164502745"><enum>(B)</enum><text>the supplemental security income program under title XVI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1381">42 U.S.C. 1381</external-xref> et seq.);</text></subparagraph><subparagraph id="H5E3725BC68B34C0D8673FABCEF9C0F33"><enum>(C)</enum><text>the program of block grants to States for temporary assistance for needy families under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601</external-xref> et seq.);</text></subparagraph><subparagraph id="H2C96057866B447ED96B27E13BB6DBE28"><enum>(D)</enum><text>the special supplemental nutrition program for women, infants, and children established by section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>);</text></subparagraph><subparagraph id="H8DA2022B9E9D407C85B702E767853E2B"><enum>(E)</enum><text>the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396</external-xref> et seq.);</text></subparagraph><subparagraph id="HD8032A14AA4F4DA0957E1AC8A3BAA8D1"><enum>(F)</enum><text>Federal housing assistance programs, including tenant-based assistance under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>), and public housing, as defined in section 3(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>);</text></subparagraph><subparagraph id="H69B5E1BFB9AF4EFBA0A874A9495D2B7B"><enum>(G)</enum><text>Federal child care assistance programs, including assistance under the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858">42 U.S.C. 9858</external-xref> et seq.) and the Child Care Access Means Parents in School Program under section 419N of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070e">20 U.S.C. 1070e</external-xref>);</text></subparagraph><subparagraph id="H08003AEFA6344B5286186D7E1B588CD3"><enum>(H)</enum><text>the free and reduced price school lunch program established under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751</external-xref> et seq.);</text></subparagraph><subparagraph id="HB93412B726E542F2B18EDF13AC7567CE"><enum>(I)</enum><text>refundable credit for coverage under a qualified health plan under <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section 36B</external-xref> of the Internal Revenue Code of 1986;</text></subparagraph><subparagraph id="H0F91EEBEE18E4A9C9AA1B6B5E0F3DA43"><enum>(J)</enum><text>the Earned Income Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/32">section 32</external-xref> of the Internal Revenue Code of 1986; </text></subparagraph><subparagraph id="H1648F769E43446B1A0D28D41B9C626DC"><enum>(K)</enum><text>the Child Tax Credit under <external-xref legal-doc="usc" parsable-cite="usc/26/24">section 24</external-xref> of the Internal Revenue Code of 1986; or</text></subparagraph><subparagraph id="HB44D0F83307B45519FD8227099FC229F"><enum>(L)</enum><text>any other Federally funded program determined by the Secretary to be appropriate.</text></subparagraph></paragraph><paragraph id="H980AEE52DA4E4889AEAB6A756DEF47B6"><enum>(2)</enum><header>Notification</header><text>The notification described in paragraph (1) shall include the appropriate State or Federal resources to which to apply for benefits under each of the programs listed in paragraph (1).</text></paragraph><paragraph id="H68BF72CFC72E4AE8879A9A89AAE89F0E"><enum>(3)</enum><header>Students</header><text>A student is described in this paragraph if the student, as a result of information submitted on the application for Federal student financial aid, has been determined by the Secretary (in consultation with the heads of applicable Federal agencies) to be potentially eligible for the benefit programs described in paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H3F3076507639446B8E29FAD64AF489F8"><enum>(2)</enum><header>Consultation</header><text>The Secretary of Education shall consult with the Secretary of Agriculture, the Secretary of Health and Human Services, the Secretary of Housing and Urban Development, the Secretary of the Treasury, and the head of any other applicable Federal or State agency, in designing the written and electronic communication regarding potential eligibility for assistance under, and application process for, the programs listed in paragraph (1) of section 483(i) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1090">20 U.S.C. 1090(i)</external-xref>).</text></paragraph><paragraph id="H9CF408CA0CD44EDCB3F45D47347DE86D"><enum>(3)</enum><header>Effective date and sunset</header><text>This subsection and the amendment made by this subsection is effective beginning on the date that is 120 days after the date of enactment of this Act and ending on June 30, 2023.</text></paragraph></subsection><subsection id="HA2F33989AE98415FBF37E03E48E29D75"><enum>(c)</enum><header>Further information on Federally funded programs To support basic needs</header><paragraph id="H691BC28B5EC44E5DB9D482447D145E10"><enum>(1)</enum><header>In general</header><text>Section 483 of the Higher Education Act of 1965, as amended by section 702 of the FAFSA Simplification Act (title VII of division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>), is amended—</text><subparagraph id="H0BCC5CCA355B4176B14E309DF6BC8184"><enum>(A)</enum><text>in subsection (a)(2)(E)—</text><clause id="H8D8B22F20C614F5FA42496EEBBC28325"><enum>(i)</enum><text>in clause (i), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="H1FA2A933839C46068A0056A21ADC6D8C"><enum>(ii)</enum><text>in clause (ii), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="HC41B5CC3625C40E89A0F0E837AA2B378"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF36134909CB742989086249FBAC703AB"><clause id="HEEA6E71B287A4DD68DD0141950C5D875"><enum>(iii)</enum><text>an authorization under subparagraph (D) and disclosing the information as described in clause (ii), the Secretary shall provide the applicant with notification of the appropriate Federal or State resources necessary to apply for Federal and State programs that support basic needs.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H940D76506C84410AAC7CE1B82EFE7435"><enum>(B)</enum><text>in subsection (c)(3)—</text><clause id="H078B5966456347038B544D1523A7E782"><enum>(i)</enum><text>by striking <quote>may</quote> and inserting <quote>shall</quote>; and</text></clause><clause id="H002ECF13020B466EBD0B44B902DC39A4"><enum>(ii)</enum><text>by inserting <quote>, and shall consult with the heads of applicable Federal agencies in designing the written and electronic communication regarding potential eligibility for assistance under such programs</quote> after <quote>may be eligible</quote>.</text></clause></subparagraph></paragraph><paragraph id="H13BD8255F11846628676E008CA92CC0B"><enum>(2)</enum><header>Effective date</header><text>The amendments made by paragraph (1) shall take effect as if included in section 702 of the FAFSA Simplification Act (title VII of division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) and subject to the effective date of section 701(b) of such Act. </text></paragraph></subsection><subsection id="H67B58CCC58B04AA29191EE6BAB3A9C5A"><enum>(d)</enum><header>Report</header><text>The Secretary of Education, in coordination with the Secretary of Agriculture, the Secretary of Housing and Urban Development, the Secretary of Health and Human Services, the Secretary of the Treasury, and the head of any other applicable Federal or State agency, shall prepare and submit to Congress a report that presents summary statistics on students who have applied for Federal financial aid and who are enrolled at institutions of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) and are experiencing student food insecurity and housing insecurity, disaggregated by race and ethnicity, income quintile, status as a first generation college student, Federal Pell Grant eligibility status, disability status, status as a student parent, sex (including sexual orientation and gender identity), and other subgroups as determined by such heads of agencies. </text></subsection></section><section id="HB4C8FA11864D43E0910515DD8DC13970"><enum>202.</enum><header>Questions on food and housing insecurity in national postsecondary student aid study</header><subsection id="H16E39A8160BA4BE88165475CAD4DA855"><enum>(a)</enum><header>In general</header><text>The Secretary of Education shall permanently add validated questions that measure food and housing insecurity and homelessness to the National Postsecondary Student Aid Study.</text></subsection><subsection id="H4AA88AC0B10349DE8A5D7A19ABD66D90"><enum>(b)</enum><header>Effective date</header><text>This section shall take effect on the date that is 120 days after the date of enactment of this Act.</text></subsection></section><section id="HB2AC4F31A3664F9DA6684D94969C0496"><enum>203.</enum><header>Grants to address student basic needs</header><text display-inline="no-display-inline">Title VIII of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161a">20 U.S.C. 1161a</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H57217A5885FB4C26B4F906BFC7FA41D3" display-inline="no-display-inline" style="OLC"><part id="H779F7088E3C24D1CAC8B02A20CF3FC57"><enum>BB</enum><header>Grants to address student basic needs</header><section id="HD8AEF900B244409192F5CF1AFD58E70A"><enum>899.</enum><header>Grants to address student basic needs</header><subsection id="H19A3F7698B144A8C90C761ECB3226F30"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HB110C123652C49D1A682B85ECA698615"><enum>(1)</enum><header>Community college</header><text>The term <term>community college</term> means a public institution of higher education at which the highest degree that is predominantly awarded to students is an associate degree, including a 2-year Tribal College or University (as defined in section 316).</text></paragraph><paragraph id="HF2C94D16D0954362BCD85CFC24F02229"><enum>(2)</enum><header>Eligible institution</header><text>The term <term>eligible institution</term> means an institution of higher education as defined in section 101 or 102(a)(1)(B).</text></paragraph><paragraph id="H4792185B75E84A12A24208A0E8A5C2B7"><enum>(3)</enum><header>Food insecurity</header><text>The term <term>food insecurity</term> means limited or uncertain availability of nutritionally adequate and safe foods, or the ability to acquire such foods in a socially acceptable manner. The most extreme form is often accompanied by physiological sensations of hunger.</text></paragraph><paragraph id="H7EA58FA187F8435CB526E6881B7F28B6"><enum>(4)</enum><header>Housing insecurity</header><text>The term <term>housing insecurity</term> means limited or uncertain availability of, or access to, stable, safe, adequate, and affordable housing and neighborhoods. This shall include living in emergency or transitional shelters, motels, hotels, trailer parks, cars, parks, public spaces, or abandoned buildings, and those sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason.</text></paragraph></subsection><subsection id="H1767D62B8C9D4361B3AA4CA125CB4D30"><enum>(b)</enum><header>Planning and coordination grants</header><paragraph id="HCAD854A1BCF14AF682C3F136766DFB6D"><enum>(1)</enum><header>In general</header><text>The Secretary shall award planning and coordination grants, on a competitive basis, to eligible institutions to enable the eligible institutions to conduct research and planning to reduce incidences of student food insecurity and housing insecurity, and to coordinate a response to these challenges, by carrying out the activities described in paragraph (2).</text></paragraph><paragraph id="HE3E85AB904B94C538C778DCA1883E48C"><enum>(2)</enum><header>Activities</header><text>An eligible institution receiving a grant under this subsection shall use grant funds to carry out the following:</text><subparagraph id="H73CB9289D2FA4069A8B1AF1ACC61BB8A"><enum>(A)</enum><text>Establish a student food and housing security steering committee that will be responsible for creating and approving the strategy described in subparagraph (C), and that will be comprised of relevant campus stakeholders, including—</text><clause id="HE3AB238B20D44A58BA360EA5DE804687"><enum>(i)</enum><text>students who have experienced food insecurity or housing insecurity;</text></clause><clause id="HF85B30C0DCCA4B70AEE367D015670713"><enum>(ii)</enum><text>student government representatives;</text></clause><clause id="HD89E4EEEBB1F4420B533FEAAC3BC3290"><enum>(iii)</enum><text>institutional staff representing the areas of student financial aid, housing, dining, student affairs, academic advising, equity support services, accessibility services, campus security, legal services, and health and well-being services (including counseling or psychological services);</text></clause><clause id="H54CB5338D5474DE0841493B01A9895FB"><enum>(iv)</enum><text>faculty;</text></clause><clause id="H0FCAE0A5CB0A444CA15FBD1D372E567E"><enum>(v)</enum><text>relevant administrators, including local human services administrators; and</text></clause><clause id="H34935B2B1910423F9CD66D875CF71E42"><enum>(vi)</enum><text>community-based organizations.</text></clause></subparagraph><subparagraph id="H725CE0A778D74768A0EFC2A4EA0D4648"><enum>(B)</enum><text>Conduct research regarding—</text><clause id="H990B4E0059E3405C9F341232077BD7E8"><enum>(i)</enum><text>the level of student food insecurity and housing insecurity at the institution, disaggregated by race and ethnicity, income quintile, status as a first-generation college student (as defined in section 402A(h)), Federal Pell Grant eligibility status, disability status, status as a student parent, sex (including sexual orientation and gender identity), or other subgroup as determined by the institution;</text></clause><clause id="HB9923332FA824E1FA9AAB320AB5A8CF3"><enum>(ii)</enum><text>the presence of institutional barriers and current institutional interventions to address such barriers;</text></clause><clause id="H0DCC9632D263432398AB97B0B3BB77AA"><enum>(iii)</enum><text>the presence of administrative barriers for students in applying, certifying eligibility, and renewing applications for means-tested benefits, and interventions to address such barriers;</text></clause><clause id="HBC221291513B4343A50F1D9DD3C8E832"><enum>(iv)</enum><text>the resources available to address student food insecurity and housing insecurity, both on campus and off campus; and</text></clause><clause id="H2F25073A43984DEEB057BC3C2FDE4832"><enum>(v)</enum><text>opportunities for coordination and collaboration between the institution and government or community-based organizations, including—</text><subclause id="H0B8489516B38456F9D1E195AE32FB7C3"><enum>(I)</enum><text>the local or State office that administers benefits through the supplemental nutrition assistance program (SNAP) and SNAP employment and training programs under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.) or the temporary assistance for needy families program (TANF) and subsidized programs that meet the work requirements under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601</external-xref> et seq.);</text></subclause><subclause id="H8FBC1ABD6A4D49D88B0297D8A6FB439F"><enum>(II)</enum><text>organizations that participate in the Federal work-study program under part C of title IV; or</text></subclause><subclause id="H0C988BA0CC6446CBA1CBBC01D45A9A81"><enum>(III)</enum><text>low-income housing assistance organizations, including those assisting with tenant-based assistance under section 8(o) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(o)</external-xref>), and public housing, as defined in section 3(b)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>).</text></subclause></clause></subparagraph><subparagraph id="HAFDA653F81754B82901D978DEFACF728"><enum>(C)</enum><text>Create a strategy that describes how the institution will—</text><clause id="HD74830C7449F4144AA5B864421FB0168"><enum>(i)</enum><text>seek to address student food insecurity and housing insecurity through on-campus and off-campus providers; and</text></clause><clause id="HD51C79814D00451DB66A5A2530B4B888"><enum>(ii)</enum><text>incorporate the research conducted under subparagraph (B), including with respect to the subgroups identified under clause (i) of subparagraph (B), into the strategy.</text></clause></subparagraph><subparagraph id="H4E54CE8E488C423780DA4FED2ED215C3"><enum>(D)</enum><text>Implement the strategy described in subparagraph (C), including by—</text><clause id="H980E1162480545C799A5B169537406FE"><enum>(i)</enum><text>conducting outreach to students to reduce stigma, educate, and encourage students to participate in programs and receive services (including programs and services provided through grant funding) to reduce student food insecurity and housing insecurity;</text></clause><clause id="HF9617E8759D14A65A3C6F5873AD107EE"><enum>(ii)</enum><text>educating students about public assistance programs (including State and local public assistance programs, and the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.), Federal housing assistance programs, and other income-based Federal assistance programs), supporting students’ applications for those programs, and providing case management and training for students to maximize the public assistance that students receive to reduce student food insecurity and housing insecurity;</text></clause><clause id="HDDB20DCEAA1E489B81E2525CCD86CC47"><enum>(iii)</enum><text>coordinating and collaborating with government or community-based organizations, such as the local office that administers benefits through the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.) or a low-income housing assistance organization;</text></clause><clause id="H9D34C8C20FE24A72BAFAA30689F67CF5"><enum>(iv)</enum><text>hiring and training personnel to build infrastructure and implement programming to reduce student food insecurity and housing insecurity at the eligible institution; and</text></clause><clause id="H8480EB5E94DF4885AD329C77624907BF"><enum>(v)</enum><text>carrying out other matters determined appropriate by the Secretary.</text></clause></subparagraph></paragraph><paragraph id="H6CDDB537212542D0B392CE181757BA0D"><enum>(3)</enum><header>Grant amounts; duration</header><subparagraph id="H12D71C6474A042F4900C957683EA1FFB"><enum>(A)</enum><header>Amount</header><text>A grant under this subsection shall be in an amount not to exceed $5,000,000.</text></subparagraph><subparagraph id="HC44E4FC4C1C241FF88B0DAC0E7444457"><enum>(B)</enum><header>Duration</header><text>A grant under this subsection shall be for a period of not more than 5 years.</text></subparagraph></paragraph><paragraph id="HD7A0D27DC52B4B0889A0950F621357BB"><enum>(4)</enum><header>Report</header><text>The Secretary shall prepare and submit to Congress a report that describes—</text><subparagraph id="H9209FD79F5DC474EBD6910DB8BD70834"><enum>(A)</enum><text>the impact of the grant under this subsection on reducing student food insecurity and housing insecurity, disaggregated by race and ethnicity, income quintile, status as a first-generation college student (as defined in section 402A(h)), Federal Pell Grant eligibility status, disability status, status as a student parent, sex (including sexual orientation and gender identity), and other subgroup as determined by the institution;</text></subparagraph><subparagraph id="H90E307C22460401FAC5E59E442DD172F"><enum>(B)</enum><text>best practices for reducing student food insecurity and housing insecurity, including by identifying institutional and administrative barriers and intervening to address such barriers;</text></subparagraph><subparagraph id="HD3CB7BCDCBF6465B9960FD77EB65D635"><enum>(C)</enum><text>the obstacles faced by grant recipients; </text></subparagraph><subparagraph id="HD0BFF93003884371B60C36230322607C"><enum>(D)</enum><text>State or Federal policy barriers to reducing student food insecurity and housing insecurity at institutions of higher education; and</text></subparagraph><subparagraph id="HEF41DA93247645F48322CFD9760882AD"><enum>(E)</enum><text>information on postsecondary outcomes at the institutions receiving a grant under this section, including—</text><clause id="H2060A2EC29384461B50760C2678D88EC"><enum>(i)</enum><text>the postsecondary attainment rates of students, including the units of postsecondary study completed as a percentage of such units attempted;</text></clause><clause id="HBF170A2F595D4AC3B487A2620EBE9D56"><enum>(ii)</enum><text>the transfer rates of students from community colleges to 4-year institutions of higher education;</text></clause><clause id="HB5C1253BBEED4C4883371B155A0DCFBD"><enum>(iii)</enum><text>the retention rates of students, either in the institution of higher education at which the student was first enrolled or in another institution; and</text></clause><clause id="H1F55850F59A94658B4A35319F4DAC792"><enum>(iv)</enum><text>the persistence rates of such students in higher education. </text></clause></subparagraph></paragraph><paragraph id="H1A185D806F94404B8D9ED0F593A3C004"><enum>(5)</enum><header>Best practices</header><text>The Secretary shall disseminate to eligible institutions and relevant government and community-based organizations information about best practices, as described in paragraph (4)(B).</text></paragraph></subsection><subsection id="H3EF6DEF310694B4F94496048238A6619"><enum>(c)</enum><header>Reservation; priority; equitable distribution</header><paragraph id="H6C1C963BA0FB4C24A97EDFB7D149559E"><enum>(1)</enum><header>Reservation</header><text>In awarding grants under subsection (b), the Secretary shall reserve an amount equal to not less than 33 percent of the total amount available for grants under those subsections for grant awards to community colleges.</text></paragraph><paragraph id="HABA40E7170DC40CBB2132BA79BC70E2A"><enum>(2)</enum><header>Priority</header><text>In awarding grants under subsection (b), the Secretary shall give priority to the following:</text><subparagraph id="HF48B64FE903440FBBB84A7DBDCBD422E"><enum>(A)</enum><text>Eligible institutions with respect to which not less than 25 percent of enrolled students are students that are eligible to receive a Federal Pell Grant under subpart 1 of part A of title IV.</text></subparagraph><subparagraph id="H252BABCD731848649F3035B67E588647"><enum>(B)</enum><text>Eligible institutions that are described in section 371(a).</text></subparagraph></paragraph><paragraph id="H02DF7E6F47E442EFA08C493967E45ABB"><enum>(3)</enum><header>Equitable distribution</header><text>In awarding grants under subsection (b), the Secretary shall ensure an equitable distribution of grant awards to eligible institutions in States based on State population.</text></paragraph></subsection><subsection id="HAE2E1AD7BA684C7DBD0EEE86587E825B" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $1,000,000,000 for each of fiscal years 2022 through 2032.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></section></title></legis-body></bill>
