which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committees on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, and <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 31, United States Code, to require the Secretary of the Treasury to designate a Coordinator for Human Trafficking Issues within the Department of the Treasury, and for other purposes.</official-title></form><legis-body id="H1480DC60C2CE497DAD66B9569D8951D3" style="OLC"><section id="H8DCDF0B7D05D4C95A13BADA00A3FDB71" section-type="section-one"><enum>1</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Treasury Human Trafficking Coordinator Act</short-title></quote>. </text></section><section id="H6EB08EC430F74A169BC7BB10FDCBAE74"><enum>2.</enum><header>Coordinator for Human Trafficking Issues</header><subsection id="H129797A37CF14AAFB33A872EBEEAC446"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of chapter 3 of subtitle I of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HA628AAEDC054423F85C705A09B7D2C5D" display-inline="no-display-inline"><section id="H64674847219A4F39950F1479C889A1A0"><enum>316.</enum><header>Coordinator for Human Trafficking Issues</header><subsection id="HC0294D5425E7436DA4B44FFC095C289D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this section, the Secretary of the Treasury shall designate a Coordinator for Human Trafficking Issues within the Department of the Treasury who shall report to the Secretary. </text></subsection><subsection id="H0DB40027E0AD4235B26F0517E9A5AB51"><enum>(b)</enum><header>Duties</header><text>The Coordinator for Human Trafficking Issues—</text><paragraph id="HEE632D61400847038E8293EDAB438809"><enum>(1)</enum><text>shall—</text><subparagraph id="H5053DD3F277C46B990CD097AFDF7F4D9"><enum>(A)</enum><text display-inline="yes-display-inline">coordinate activities, policies, and programs of the Department that relate to human trafficking, including activities, policies, and programs intended to—</text><clause id="HAB5A410CF96040F39CA28ED9F6B4EA0D"><enum>(i)</enum><text>prevent, detect, and respond to human trafficking;</text></clause><clause id="H6BBE544BCEDA4A899DE09725E7A325C2"><enum>(ii)</enum><text>help understand the challenges faced by victims and survivors of human trafficking, including any circumstances that may increase the risk of a person becoming a victim or survivor of human trafficking; and</text></clause><clause id="H40BA6358C3B8467197BC8CA5E0373376"><enum>(iii)</enum><text>support victims and survivors of human trafficking;</text></clause></subparagraph><subparagraph id="HBE838D7397ED42C49F16505C97509B74"><enum>(B)</enum><text>promote, advance, and support the consideration of human trafficking issues in the programs, structures, processes, and capacities of bureaus and offices of the Department, where appropriate;</text></subparagraph><subparagraph id="H0BB8D7064CDF45E687E75E85F5F790D7" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">regularly consult human trafficking stakeholders;</text></subparagraph><subparagraph id="H4F1E242B226646C6BA965C42E27DB029"><enum>(D)</enum><text>serve as the principal advisor to the Secretary with respect to activities and issues relating to human trafficking, including issues relating to victims and survivors of human trafficking;</text></subparagraph><subparagraph id="H5A793F21DB4947AE8E519AA3241E3278"><enum>(E)</enum><text display-inline="yes-display-inline">advise the Secretary of actions that may be taken to improve information sharing between human trafficking stakeholders and Federal, State, Local, Territory, and Tribal government agencies, including law enforcement agencies, while protecting privacy and, as a result, improve societal responses to issues relating to human trafficking, including issues relating to the victims and survivors of human trafficking; and</text></subparagraph><subparagraph id="H14669F44D1C0491C887E8175CC0EAB99"><enum>(F)</enum><text>participate in coordination between Federal, State, Local, Territory, and Tribal government agencies on issues relating to human trafficking; and</text></subparagraph></paragraph><paragraph id="H7022C8F2E3A9464ABEF38D249E92EF9B"><enum>(2)</enum><text display-inline="yes-display-inline">may design, support, and implement Department activities relating to human trafficking, including activities designed to prevent, detect, and respond to human trafficking.</text></paragraph></subsection><subsection id="HAB900CAC41664BCDA61FF1AB0DB3B244"><enum>(c)</enum><header>Human trafficking defined</header><text display-inline="yes-display-inline">In this section, the term <quote>human trafficking</quote> means severe forms of trafficking in persons as such term is defined in section 103 of the Trafficking Victims Protection Act of 2000.</text></subsection><subsection id="H65F3C042780846328A69158621ADD8F4"><enum>(d)</enum><header>Human trafficking stakeholder</header><text display-inline="yes-display-inline">The term <quote>human trafficking stakeholder</quote> means—</text><paragraph id="H871A6C360E6143429B55805464CB8AD9"><enum>(1)</enum><text>a non-governmental organization;</text></paragraph><paragraph id="HA17443A7B25445EE868BD9413C1ACA6F"><enum>(2)</enum><text>a human rights organization;</text></paragraph><paragraph id="H1B2AF329A1FE4B799BF2B196EC6C4F87"><enum>(3)</enum><text>an anti-human trafficking organization;</text></paragraph><paragraph id="H13A9F7EE878745DBB1FC79D5FD1FA27F"><enum>(4)</enum><text>a group representing a population vulnerable to human trafficking or victims or survivors of human trafficking, and related issues;</text></paragraph><paragraph id="H6F28CE4837EB4C66824B19D9D44CC2FC"><enum>(5)</enum><text>an industry group;</text></paragraph><paragraph id="HB396433E965B4598AB3931996ACE030D"><enum>(6)</enum><text>a financial institution;</text></paragraph><paragraph id="HDB562FC68F3144E8BF0CB1ABD4F75C45"><enum>(7)</enum><text>a technology firm; and</text></paragraph><paragraph id="HDCB147EED3664D59A4F5B19464969530"><enum>(8)</enum><text>another individual or group that is working to prevent, detect, and respond to human trafficking and to support victims and survivors of human trafficking.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H3A58FB00745C43039B634302EEF2CA6B"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of sections in chapter 3 of subtitle I of title 31, United States Code, is amended by adding at the end the following: </text><quoted-block style="OLC" id="HB2A27C9EA58C4C22B1C5F3182C1EA02B" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">316.
