Maloney of New York</sponsor> (for herself, <cosponsor name-id="L000562">Mr. Lynch</cosponsor>, and <cosponsor name-id="L000581">Mrs. Lawrence</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require mail-in ballots to use the United States Postal Service barcode service, to provide paid parental leave to officers and employees of the Postal Service, and for other purposes.</official-title></form><legis-body id="HDC56F5FDFFE646A78AAB5FD03BDFDF50" style="OLC"><section id="HAFEFBCE255DF44A687F4DDAC22A7FC93" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Postal Service Improvement Act</short-title></quote>. </text></section><section id="H533699F8A5E24724ABBA613FC1681EF2"><enum>2.</enum><header>Mail-in ballots and Postal Service barcode service</header><subsection id="H4F85A850F8FC496990A7E13C36FE2DD2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3001 of title 39, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HC6E49B931CC04D7F913471A8853E2A8B" display-inline="no-display-inline"><subsection id="H516E8B21E33E40BE8C7821565F5C2984"><enum>(p)</enum><text display-inline="yes-display-inline">Any ballot sent within the United States for an election for Federal office is nonmailable and shall not be carried or delivered by mail unless the ballot is mailed in an envelope that—</text><paragraph id="H30DED8FF6E7D473B83FEA2B6E5528035"><enum>(1)</enum><text>contains a Postal Service barcode (or successive service or marking) that enables tracking of each individual ballot;</text></paragraph><paragraph id="H2F70B24E1611467B8CAB6CFFF6EEA13E"><enum>(2)</enum><text>satisfies requirements for ballot envelope design that the Postal Service may promulgate by regulation;</text></paragraph><paragraph id="H60CCC374C012481CB8081638766680FB"><enum>(3)</enum><text>satisfies requirements for machineable letters that the Postal Service may promulgate by regulation; and</text></paragraph><paragraph id="HF5511916BA7849A39E619EE0676B0E78"><enum>(4)</enum><text>includes the Official Election Mail Logo (or any successor label that the Postal Service may establish for ballots).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5090D284E2A84A868C64F00B30EAB367"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply to any election for Federal office occurring after the date of enactment of this Act.</text></subsection><subsection id="H62345D446D99477A8B142850BBC6706F"><enum>(c)</enum><header>Reimbursement to States</header><paragraph id="H08148B53D322436A91FEB11B7F242CF7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal Government shall reimburse each State (including the District of Columbia and any territory or possession of the United States) for the cost of using the Postal Service barcode service as required under subsection (p) of section 3001 of title 39, United States Code, as added by subsection (a). </text></paragraph><paragraph id="HC8E0067B3A1648D4BC36C0F7A40AFE0F"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for fiscal year 2022 and each fiscal year thereafter such sums as may be necessary, to be derived from the general fund of the Treasury, for reimbursing States for such cost. </text></paragraph></subsection></section><section id="HE6490CA8D7A8486FB9073E896E2827E4" commented="no"><enum>3.</enum><header>Paid parental leave for Postal Service and Postal Regulatory Commission employees</header><text display-inline="no-display-inline">The Family and Medical Leave Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/29/2612">29 U.S.C. 2612</external-xref>), is amended—</text><paragraph id="H9A9728FC9FC74238968FB62721E2FD33" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">in section 101(2)(E)—</text><subparagraph id="H858ADE12A44441A5B4856B3CAE5C20E9"><enum>(A)</enum><text>in the subparagraph heading, by inserting <quote><header-in-text level="subparagraph" style="OLC">USPS, and Postal Regulatory Commission</header-in-text></quote> after <quote><header-in-text level="subparagraph" style="OLC">GAO</header-in-text></quote>; and</text></subparagraph><subparagraph id="H2822F7B41CDA4D3CAEEA47670E187200"><enum>(B)</enum><text>by inserting <quote>the United States Postal Service, or the Postal Regulatory Commission</quote> after <quote>Government Accountability Office</quote>; and</text></subparagraph></paragraph><paragraph id="H70A01DAFF63747B6AA4B9CA0FA1D03FF"><enum>(2)</enum><text>in section 102(d)(3)—</text><subparagraph id="HD80393824E20409DA1EA054ABFFA9FD6"><enum>(A)</enum><text>in the paragraph heading, by inserting <quote><header-in-text level="paragraph" style="OLC">USPS, and Postal Regulatory Commission</header-in-text></quote> after <quote><header-in-text level="paragraph" style="OLC">GAO</header-in-text></quote>; and</text></subparagraph><subparagraph id="H44F77897E9944EBE8E7AA441C11AA4DA"><enum>(B)</enum><text>by striking <quote>the Government Accountability Office</quote> in each instance and inserting <quote>the Government Accountability Office, the United States Postal Service, or the Postal Regulatory Commission</quote>.</text></subparagraph></paragraph></section></legis-body></bill>
