which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Small Business Act to require the Administrator of the Small Business Administration to publish or update a resource guide for small business concerns operating as child care providers, and for other purposes.</official-title></form><legis-body id="HD19D11461E594BFF87C1969C40DE687F" style="OLC"><section id="HF9FE6C768F4E479ABC5CEC97B8D9884A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Convening Operations Assistance for Childcare Heroes Act</short-title></quote> or the <quote><short-title>COACH Act</short-title></quote>.</text></section><section id="H6E642F1314BA490B9EE5B6AB4083384E" section-type="subsequent-section"><enum>2.</enum><header>Child care resource guide</header><text display-inline="no-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> et seq.) is amended—</text><paragraph id="HEAA1AB93947A40558766B53AE1082125"><enum>(1)</enum><text>by redesignating section 49 as section 50; and</text></paragraph><paragraph id="H7394652E7587489396A222D632EE10B7"><enum>(2)</enum><text>by inserting after section 48 the following new section:</text><quoted-block style="OLC" id="H67E35062B8BC459696EA2EFB9D88CD08" display-inline="no-display-inline"><section id="H2E46B04A2C414D55A36D3D3AAC205554"><enum>49.</enum><header>Child care resource guide</header><subsection id="H2E58AA379212462AAB0D922F1FA28A5C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section and not less frequently than every 5 years thereafter, the Administrator shall publish or update a resource guide, applicable to various business models as determined by the Administrator, for small business concerns operating as child care providers.</text></subsection><subsection id="H1076D010B8B54F24B65A49ED6C76459C"><enum>(b)</enum><header>Guidance on small business concern matters</header><text>The resource guide required under subsection (a) shall include guidance for such small business concerns related to—</text><paragraph id="H1F356799A29D4E87A90D54F1B2E83AD6"><enum>(1)</enum><text display-inline="yes-display-inline">operations (including marketing and management planning);</text></paragraph><paragraph id="HE0955279AB7A4F239F6FD517B39BC533"><enum>(2)</enum><text>finances (including financial planning, financing, payroll, and insurance);</text></paragraph><paragraph id="H0E322C2B23064CCFA050C240EFB3B422"><enum>(3)</enum><text>compliance with relevant laws (including the Internal Revenue Code of 1986 and this Act);</text></paragraph><paragraph id="H325B837B110141EC889259B2E0F196CA" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">training and safety (including equipment and materials);</text></paragraph><paragraph id="H3CB938EA9EA3461288479F62D4625055" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">quality (including eligibility for funding under the Child Care and Development Block Grant Act of 1990 as an eligible child care provider); and</text></paragraph><paragraph id="HE64C3E63D607479A851A3D448700514B"><enum>(6)</enum><text>any other matters the Administrator determines appropriate.</text></paragraph></subsection><subsection id="H970EB8615C2D4624BE73B83C342BC390"><enum>(c)</enum><header>Consultation required</header><text>Before publication or update of the resource guide required under subsection (a), the Administrator shall consult with the following:</text><paragraph id="H37756FF82A8E4B9CB36FEAC6E331F181"><enum>(1)</enum><text>The Secretary of Health and Human Services.</text></paragraph><paragraph id="H21460F044CFD4C69A32E2A5FBD78F858"><enum>(2)</enum><text>Representatives from lead agencies designated under section 658D of the Child Care and Development Block Grant Act of 1990.</text></paragraph><paragraph id="H7CC2542927384161937EA6D86BE48E09"><enum>(3)</enum><text>Representatives from local or regional child care resource and referral organizations described in section 658E(c)(3)(B)(iii)(I) of the Child Care and Development Block Grant Act of 1990.</text></paragraph><paragraph id="H2D543AD5622C44B887FAC87B1AB45211"><enum>(4)</enum><text>Any other relevant entities as determined by the Administrator.</text></paragraph></subsection><subsection id="H789E4D1898834123B6C7C8507A432000"><enum>(d)</enum><header>Publication and dissemination required</header><paragraph id="HCA289EFA0DDD4F6CA1F70D6B3E41AD7D"><enum>(1)</enum><header>Publication</header><text display-inline="yes-display-inline">The Administrator shall publish the resource guide required under subsection (a) in English and in the 10 most commonly spoken languages, other than English, in the United States, which shall include Mandarin, Cantonese, Japanese, and Korean. The Administrator shall make each translation of the resource guide available on a publicly accessible website of the Administration.</text></paragraph><paragraph id="H24E4BDB0635B49DA97B384DCD7FC42FA" commented="no"><enum>(2)</enum><header>Distribution</header><subparagraph id="HE6C0F85210C444CE98863FC614DF1234"><enum>(A)</enum><header>Administrator</header><text display-inline="yes-display-inline">The Administrator shall distribute the resource guide required under subsection (a) to offices within the Administration, including district offices, and to the persons consulted under subsection (c).</text></subparagraph><subparagraph id="H65FDAD54DBF44335BB74EAEAA7215D2B"><enum>(B)</enum><header>Other entities</header><text display-inline="yes-display-inline">Women’s business centers (as described under section 29), small business development centers, chapters of the Service Corps of Retired Executives (established under section 8(b)(1)(B)), and Veteran Business Outreach Centers (as described under section 32) shall distribute to small business concerns operating as child care providers, sole proprietors operating as child care providers, and child care providers that have limited administrative capacity, as determined by the Administrator—</text><clause id="H34AA370997AE40C08864498D7D7C2ECC" commented="no"><enum>(i)</enum><text>the resource guide required under subsection (a); and</text></clause><clause id="H99BAEC05419F4D4088E03D1D26A4D26F" commented="no"><enum>(ii)</enum><text>other resources available that the Administrator determines to be relevant.</text></clause></subparagraph></paragraph></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
