which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the VA MISSION Act of 2018 to expand reporting on hiring in the Veterans Health Administration, and to direct the Secretary of Veterans Affairs to carry out a pilot program to expedite the onboarding process for new medical providers of the Veterans Health Administration, to reduce the duration of the hiring process for such medical providers, and for other purposes.</official-title></form><legis-body id="H2D1444B5606E40EEB0B73CBD68155DE9" style="OLC"><section id="H8FF41381C8DA4FD0B76321C659BDF6C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Improved Access to Care Act of 2021</short-title></quote>.</text></section><section id="H883437264AE84D8F822B8BFE8CBD1EE1" display-inline="no-display-inline"><enum>2.</enum><header>Expansion of quarterly update of information on staffing and vacancies at facilities of the Department of Veterans Affairs to include information on duration of hiring process</header><subsection id="H9CF9E0314FD84001824781F0CE3C2BDA"><enum>(a)</enum><header>Quarterly update</header><text display-inline="yes-display-inline">Subsection (a)(1) of section 505 of the VA MISSION Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/182">Public Law 115–182</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/301">38 U.S.C. 301</external-xref> note) is amended by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H3F779B13FF274EA1BE4CB012ECF42EA8" style="OLC"><subparagraph id="H930E2226FA0B45B3AEA044663055ACF5"><enum>(E)</enum><text>Beginning with any update under paragraph (3) on or after the date of the enactment of the <short-title>Veterans Improved Access to Care Act of 2021</short-title>, the following:</text><clause id="HB01D1B3A59314817B91489A856E668AD"><enum>(i)</enum><text>For employees appointed under paragraphs (1) and (3) of section 7401 of title 38, United States Code, the number of employees for which the duration of the process from validation of vacancy to receipt of official offer and notification of actual start date exceeds the metrics laid out in the Time to Hire Model of the Veterans Health Administration, or successor model.</text></clause><clause id="HACC1D212F7C4490AA29722FD84E63458"><enum>(ii)</enum><text>The percentage of employees who are described in clause (i) compared to all employees appointed under paragraphs (1) and (3) of section 7401 of such title during the same period.</text></clause><clause id="HBDE6E7BD36C8473D92AA4C3DD2309EDC"><enum>(iii)</enum><text>The average number of days potential hires or new hires appointed under paragraphs (1) and (3) of section 7401 of such title spent in each phase of the Time to Hire Model, or successor model.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H0671C38673CE427CAE6BABF0D29596E6"><enum>(b)</enum><header>Reduction in frequency of Inspector General reviews</header><text display-inline="yes-display-inline">Subsection (a)(5) of such section is amended by striking <quote>a semi-annual basis</quote> and inserting <quote>an annual basis</quote>.</text></subsection><subsection id="H7D0B23B590D244DBAF7BCDFAD993D42E"><enum>(c)</enum><header>Annual report</header><text>Subsection (b) of such section is amended, in the first sentence, by adding before the period at the end the following: <quote>and to improve the onboard timeline for facilities for which the duration of the onboarding process exceeds the metrics laid out in the Time to Hire Model of the Veterans Health Administration, or successor model</quote>.</text></subsection></section><section id="H8AD3106D8A6F44428132C878057F9B73"><enum>3.</enum><header>Pilot program on expediting the Department of Veterans Affairs process for onboarding new medical providers</header><subsection id="H2A7557D3598A49D9B8F70A164A1B8C53"><enum>(a)</enum><header>Pilot program authorized</header><paragraph id="HA6A2C139682C409A97AB3CD61D38A4EC"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall implement a pilot program to assess the feasibility and advisability of expediting the process of the Veterans Health Administration for onboarding new medical providers.</text></paragraph><paragraph id="HDACE40E7B1E549C2857F05FE48FDD54F"><enum>(2)</enum><header>Goal for program</header><text>Under the pilot program, the Secretary shall seek to reduce the length of time it takes to onboard medical providers to no more than 60 days.</text></paragraph><paragraph id="H8331A2303D47465C9178D29B33EB314C"><enum>(3)</enum><header>Termination</header><text display-inline="yes-display-inline">The pilot program shall terminate two years after implementation. The Secretary may extend the pilot program for two additional years if the Secretary submits to Congress written notification not later than 30 days before the beginning of such extension.</text></paragraph></subsection><subsection id="H0FF8BFCEAE754C1E8C87D08591FFB53E"><enum>(b)</enum><header>Locations</header><paragraph id="H64BCDE43C4154385993B1533A7FAD79E"><enum>(1)</enum><header>In general</header><text>The Secretary shall select not fewer than ten medical facilities of the Department of Veterans Affairs at which to carry out the pilot program.</text></paragraph><paragraph id="H1C30D27B009D4F27885220C7B14AA8D6"><enum>(2)</enum><header>Regional diversity</header><text>The medical facilities selected under paragraph (1) shall be located in regionally diverse areas, as determined by the Secretary.</text></paragraph><paragraph id="H90E11369FB66456FA9B965592E952031" display-inline="no-display-inline"><enum>(3)</enum><header>Population density</header><text display-inline="yes-display-inline">Of the medical facilities selected under paragraph (1), at least three facilities shall be selected in areas with fewer than 100,000 people.</text></paragraph><paragraph id="H7B87916FF4F64ACE8F5BF463FDFB7986"><enum>(4)</enum><header>Priority</header><text>In selecting medical facilities under paragraph (1), the Secretary shall give priority to medical facilities facing hiring shortages of licensed independent medical providers.</text></paragraph></subsection><subsection id="H6402B372D56F4674A08E103AE96FEE9A"><enum>(c)</enum><header>Interim briefings; final report</header><text>The Secretary shall submit to Congress—</text><paragraph id="HAD1D4DFE6B2746B7AD85637F92F91363"><enum>(1)</enum><text>a briefing at the end of each year of the pilot program; and</text></paragraph><paragraph id="H38C04F7D90BA4B22BF59BFF1811DF8D5"><enum>(2)</enum><text>a report at the termination of the pilot program.</text></paragraph></subsection><subsection id="H99BF4119A9F14A678D010BAA2315FAAC"><enum>(d)</enum><header>Onboarding process defined</header><text>In this section, the term <term>onboarding process</term> means the process of bringing on a medical provider applicant after the medical provider is offered a tentative position, including—</text><paragraph id="H04F2D866A4904E419CEA983FFF120DA9"><enum>(1)</enum><text>certification of credentials;</text></paragraph><paragraph id="H71097E3D592143FBA4C632C514320370"><enum>(2)</enum><text>background investigation;</text></paragraph><paragraph id="H1730F18F1F7B4E72888CC5A2DAB696A6"><enum>(3)</enum><text>assessment of health status; and</text></paragraph><paragraph id="H38D6D478BBA246AFB047F650E8665A8F"><enum>(4)</enum><text>other actions the Secretary determines are necessary for starting employment.</text></paragraph></subsection></section><section id="H78E7302842E8491D9407CD5E639D6507"><enum>4.</enum><header>Strategy to reduce duration of hiring process of Department of Veterans Affairs for licensed professional medical providers</header><subsection id="HAFEF6340830F443FAB955676DF0680A3"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to Congress a strategy to reduce the duration of the hiring process of the Department of Veterans Affairs for licensed professional medical providers by half.</text></subsection><subsection id="HC071777062CB41BCA305CF97EF2D81EE"><enum>(b)</enum><header>Expedited certification</header><text display-inline="yes-display-inline">The strategy submitted under subsection (a) shall describe how the process of the Department to certify the credentials of licensed professional medical providers may be expedited.</text></subsection></section></legis-body></bill>
