R. 3023</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210507">May 7, 2021</action-date><action-desc><sponsor name-id="C001059">Mr. Costa</sponsor> (for himself and <cosponsor name-id="C001114">Mr. Curtis</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Water Infrastructure Finance and Innovation Act of 2014 with respect to budgetary treatment of certain amounts of financial assistance, and for other purposes.</official-title></form><legis-body id="H120ACEB17FC94FF28F9C22877288C2B3" style="OLC"><section id="HF05D010243194D739D1C12411E515C32" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoring WIFIA Eligibility Act</short-title></quote>.</text></section><section id="H8EE38E84375D4C218703AC7251EFA530"><enum>2.</enum><header>Budgetary treatment of certain amounts of financial assistance</header><text display-inline="no-display-inline">Subtitle C of title V of the Water Infrastructure Finance and Innovation Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/33/3901">33 U.S.C. 3901</external-xref> et seq.) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HE8E2A10D1C3D480AA9EB2FC9323551E5" display-inline="no-display-inline"><section id="HD3DAEA4113A14EF88FB0D045CFCE4B77"><enum>5036.</enum><header>Budgetary treatment of certain amounts of financial assistance</header><text display-inline="no-display-inline">If the recipient of financial assistance for a project under this subtitle is an eligible entity other than a Federal entity, agency, or instrumentality, and the dedicated sources of repayment of that financial assistance are non-Federal revenue sources, such financial assistance shall, for purposes of budgetary treatment under the Federal Credit Reform Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/2/661">2 U.S.C. 661</external-xref> et seq.)—</text><paragraph id="H4059BB9DADD14E60984442223ACF937F"><enum>(1)</enum><text>be deemed to be non-Federal; and</text></paragraph><paragraph id="H7310BF86F9B54B0CA99029BD6D7717A9"><enum>(2)</enum><text>be treated as a direct loan or loan guarantee (as such terms are defined, respectively, in such Act).</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
