R. 2950</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210430">April 30, 2021</action-date><action-desc><sponsor name-id="W000814">Mr. Weber of Texas</sponsor> (for himself and <cosponsor name-id="L000491">Mr. Lucas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for a fundamental research program for the application of advanced computing practices to materials science challenges at the Department of Energy, and for other purposes.</official-title></form><legis-body id="H301B94154646432DAD7CF201BD61E012" style="OLC"><section id="HDA2E1A63D2214DDABABA940FBB0C6761" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Computing Advancements for Materials Science Act</short-title></quote> or the <quote><short-title>CAMS Act</short-title></quote>.</text></section><section id="H269F7185BBAB471CB3B7FDFF32ABBAFE"><enum>2.</enum><header>Computational materials and chemistry</header><subsection id="HD38CB3DC2E264BD0A37C2B94ADD81FB4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 303 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18641">42 U.S.C. 18641</external-xref>) is amended by—</text><paragraph id="H28C4A54B565C4CE8A2DCBA9A9721C671"><enum>(1)</enum><text display-inline="yes-display-inline">redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and</text></paragraph><paragraph id="H4049D8DEEE6C48D9858B28331E9439D9"><enum>(2)</enum><text>inserting after subsection (c) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE4857E7E03B445298E4474E3AF5720E4"><subsection id="HFDAF6C11CCF34A83AE4EA19651FD97C5"><enum>(d)</enum><header>Computational materials and chemistry</header><paragraph id="H44982E6ED0C14EDDB00F0207FA2DB865"><enum>(1)</enum><header>In general</header><text>The Director shall support a program of fundamental research for the application of advanced computing practices to foundational and emerging research problems in chemistry and materials science.</text></paragraph><paragraph id="H7D6BBF14830846CE8CAB57B9A8889810"><enum>(2)</enum><header>Computational materials and chemistry science centers</header><subparagraph id="H469949E59B1142B6B950E73F2A1973D8"><enum>(A)</enum><header>In general</header><text>In carrying out the activities authorized under paragraph (1), the Director shall select and establish up to four computational materials and chemistry science centers to develop open-source, robust, and validated computational codes and user-friendly software, coupled with innovative use of experimental and theoretical data, to enable the design, discovery, and development of new materials and chemical systems including chemical catalysis research and development. These centers shall also focus on overcoming challenges and maximizing the benefits of exascale and other high performance computing systems.</text></subparagraph><subparagraph id="HA718666490F741A3AC9B7DD3CBEFF5B7"><enum>(B)</enum><header>Selection</header><text>The Director shall select centers under paragraph (1) on a competitive, merit-reviewed basis. The Director shall consider applications from the National Laboratories, institutes of higher education, multi-institutional collaborations, and other appropriate entities.</text></subparagraph><subparagraph id="H2823A14C9DB1407DAF5CF30FBDD82956"><enum>(C)</enum><header>Duration</header><text>A center established under this subsection shall receive support for a period of not more than 5 years, subject to the availability of appropriations.</text></subparagraph><subparagraph id="HDE4D0A87A1A54637BD90ADFFA3491284"><enum>(D)</enum><header>Renewal</header><text>Upon the expiration of any period of support of a center under this paragraph, the Director may renew support for the center, on a merit-reviewed basis, for a period of not more than 5 years.</text></subparagraph><subparagraph id="HCF35CC0573374C8DB8E218AD47B570C8"><enum>(E)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming center for cause during the performance period.</text></subparagraph></paragraph><paragraph id="H5D46519C78FF4B3AB1A1E02459764C20"><enum>(3)</enum><header>Materials research database</header><subparagraph id="HC294F8E908EF437199348B394E17BD27"><enum>(A)</enum><header>In general</header><text>The Director shall support the development of a web-based platform to provide access to a database of computed information on known and predicted materials properties and computational tools to accelerate breakthroughs in materials discovery and design.</text></subparagraph><subparagraph id="HDED2E071961E497C90D381786BF62969"><enum>(B)</enum><header>Program</header><text>In carrying out this paragraph, the Director shall—</text><clause id="HD2907254CE04434FB116DEA3071D5267"><enum>(i)</enum><text>conduct cooperative research with industry, academia, and other research institutions to facilitate the design of novel materials;</text></clause><clause id="HF298FC4440E04196B12295D25114C62C"><enum>(ii)</enum><text>leverage existing high performance computing systems to conduct high-throughput calculations, and develop computational and data mining algorithms for the prediction of material properties;</text></clause><clause id="HF3E86207E0C846E883A62556AF29F06F"><enum>(iii)</enum><text>advance understanding, prediction, and manipulation of materials;</text></clause><clause id="H6CB34E9DB7324290B25464F1E3063ED7"><enum>(iv)</enum><text>strengthen the foundation for new technologies and advanced manufacturing; and</text></clause><clause id="HF8D805A0265A4DC084277F2FC189B0FF"><enum>(v)</enum><text>drive the development of advanced materials for applications that span the Department’s missions in energy, environment, and national security.</text></clause></subparagraph><subparagraph id="HBE2B1D2651C349A8B173DD60F9E265A2"><enum>(C)</enum><header>Coordination</header><text>In carrying out this section, the Director shall leverage programs and activities across the Department.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H1ED25DD52B44478ABCC30EB9E5D49F3C"><enum>(b)</enum><header>Funding</header><text>Out of funds authorized to be appropriated for the Basic Energy Sciences program of the Office of Science at the Department of Energy, there shall be made available to the Secretary to carry out activities under this subsection $10,000,000 for each of the fiscal years 2022 through 2031.</text></subsection></section></legis-body></bill>
