<section id="HC06B672580B04BA0A9F2FE055F9BB3EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing International and Foreign Language Education Act</short-title></quote>. </text></section> <section id="H74E0EC310B8E4374BE2171107393DB42" section-type="subsequent-section"><enum>2.</enum><header>International education programs</header> <subsection id="HFA9437FB990045E7B6EF2BFA1EF6C4EE"><enum>(a)</enum><header>Graduate and undergraduate language and area centers and programs</header><text display-inline="yes-display-inline">Section 602(b)(2)(B)(ii) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1122">20 U.S.C. 1122(b)(2)(B)(ii)</external-xref>) is amended—</text>
<paragraph id="H675051249ED04653AE1E159FCBCD8340"><enum>(1)</enum><text>in subclause (III), by striking <quote>or</quote>;</text></paragraph> <paragraph id="HD4FA9A7FB7AB46DB88961492110E88AE"><enum>(2)</enum><text>in subclause (IV), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph>
<paragraph id="H396667AD12D1486B9BE5722ACB4D51F6"><enum>(3)</enum><text>by adding at the end the following: </text> <quoted-block style="OLC" id="HE94DED8038584C098C0E9B835686656C" display-inline="no-display-inline"> <subclause id="H56B44BAD50044D83AE6AE4825B4C4E99" indent="up1"><enum>(V)</enum><text display-inline="yes-display-inline">the beginning, intermediate, or advanced study of a foreign language related to the area of specialization.</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H7E6498BB06C14C388A9B26901DAF00F0"><enum>(b)</enum><header>International research and innovation</header><text>Section 605 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1125">20 U.S.C. 1125</external-xref>) is amended to read as follows: </text> <quoted-block style="OLC" id="H8A6ED806A5F9412D94BA3B6B4487CE92" display-inline="no-display-inline"> <section id="H447D8B6A90864F6FA4B72D5675401E2F"><enum>605.</enum><header>International research and innovation</header> <subsection id="H09C009DBE28D4ADCA85A236AF4CD7846"><enum>(a)</enum><header>Purpose</header><text>It is the purpose of this section to support essential international and foreign language education research and innovation projects with the goal of assessing and strengthening international education capacity, coordination, delivery, and outcomes to meet national needs. </text></subsection>
<subsection id="H12151E310E6D4749A71DCD2F4C0DF850"><enum>(b)</enum><header>Authority</header>
<paragraph id="H92057596C1184333938C40E0F02C8DAA"><enum>(1)</enum><header>In general</header><text>From the amount provided to carry out this section, the Secretary shall carry out the following activities:</text> <subparagraph id="H3E8723760B7C4BC5A801EBA9E06FE2E4"><enum>(A)</enum><text display-inline="yes-display-inline">Conduct research and studies that contribute to the purpose described in subsection (a) and include research to provide a systematic understanding of our nation’s international and foreign language education capacity, structures, and effectiveness in meeting growing demands by education, government, and the private sector (including business and other professions).</text></subparagraph>
<subparagraph id="HF6207DEBAB01476DAB9E156CF61E065F"><enum>(B)</enum><text>Create innovative paradigms or enhance or scale up proven strategies and practices that address systemic challenges to developing and delivering international and foreign language education resources and expertise across educational disciplines and institutions, and for employers and other stakeholders.</text></subparagraph> <subparagraph id="HD739C658C5BA4C9CAF79A265BC6A045C"><enum>(C)</enum><text>Develop and manage a national standardized database that includes the strengths, gaps, and trends in the nation’s international and foreign language education capacity, and document the outcomes of programs funded under this title for every grant cycle.</text></subparagraph></paragraph>
<paragraph id="HD53659130A7C432FA5B0931F16CD6580" commented="no"><enum>(2)</enum><header>Grants or contracts</header><text>The Secretary shall carry out activities to achieve the outcomes described in paragraph (1)—</text> <subparagraph id="H175A37132F3A40FB8EBB77E2E6E1871C" commented="no"><enum>(A)</enum><text>directly; or</text></subparagraph>
<subparagraph id="HBAD7A0D1B4F24054B473680009D0BA35" commented="no"><enum>(B)</enum><text>through grants awarded under subsection (d) or (e).</text></subparagraph></paragraph></subsection> <subsection id="HF6AACA34A8D2445CAE016B0DF8C7F0CC"><enum>(c)</enum><header>Eligible entities defined</header><text>In this section, the term <term>eligible entity</term> means—</text>
<paragraph id="H5FB2563D850E47FEAC1CF97244DBE772"><enum>(1)</enum><text>an institution of higher education;</text></paragraph> <paragraph id="H3C58959D862C4E65A52DC383F473F4A7"><enum>(2)</enum><text>a public or private nonprofit library; </text></paragraph>
<paragraph id="H7DF100D5F2CF422CBF5C6CD518CD69F5"><enum>(3)</enum><text>a nonprofit educational organization;</text></paragraph> <paragraph id="H792CC8AC4E424317A98584DB0FEDFA82"><enum>(4)</enum><text>an entity that—</text>
<subparagraph id="HFE141DD88DCD4889A9BC56AAFFC9A91C"><enum>(A)</enum><text>received a grant under this title for a preceding fiscal year; or</text></subparagraph> <subparagraph id="H266AE6EACC4E4028BBFE5602C56753AD"><enum>(B)</enum><text>as of the date of application for a grant under this section is receiving a grant under this title; or</text></subparagraph></paragraph>
<paragraph id="HE551D7F475C0449980E7B4AADC7A39D8"><enum>(5)</enum><text>a partnership of two or more entities described in paragraphs (1) through (4). </text></paragraph></subsection> <subsection id="HD127D10E44E54AD8A19A1C7A4F861D3B"><enum>(d)</enum><header> Research grants</header> <paragraph id="HE064D0D5A5E74E378FFFC7CDE5A713A5" commented="no"><enum>(1)</enum><header>Program authorized</header><text display-inline="yes-display-inline">For any fiscal year for which the Secretary carries out activities to achieve the outcomes described in subsection (b)(1) through research grants under this subsection, the Secretary shall award such grants, on a competitive basis, to eligible entities.</text></paragraph>
<paragraph id="HF3EF71C71C844993B1DF9F49516D9C3B"><enum>(2)</enum><header>Required activities</header><text>An eligible entity that receives a grant under this subsection shall use the grant funds for the systematic development, collection, analysis, publication, and dissemination of data, and other information resources in a manner that is easily understandable, made publicly available, and that contributes to achieving the purposes of subsection (a) and achieves at least 1 of the outcomes described in subsection (b)(1).</text></paragraph> <paragraph id="H80FC0AB3266B4E1B92733A91CC15B851"><enum>(3)</enum><header>Discretionary activities</header><text>An eligible entity that receives a grant under this subsection may use the grant to carry out the following activities:</text>
<subparagraph id="H4304FAAA13234677938328FB847059E8"><enum>(A)</enum><text>Assess and document international and foreign language education capacity and supply through studies or surveys that—</text> <clause id="H66C24C8DE72046AEAA55555ED35D240F"><enum>(i)</enum><text>determine the number of foreign language courses, programs, and enrollments at all levels of education and in all languages, including a determination of gaps in those deemed critical to the national interest;</text></clause>
<clause id="HBD99F44815CC4FD2A0EAC016B849CE44"><enum>(ii)</enum><text>measure the number and types of degrees or certificates awarded in area studies, global studies, foreign language studies, and international business and professional studies, including identification of gaps in those deemed critical to the national interest;</text></clause> <clause id="H2E79AF0E9459428A9EA62C750948B80C"><enum>(iii)</enum><text>measure the number of foreign language, area or international studies faculty, including international business faculty, and elementary school and secondary school foreign language teachers by language, degree, and world area; or</text></clause>
<clause id="H7F863738CBF04705B5D1E40145BB8C7A"><enum>(iv)</enum><text>measure the number of undergraduate and graduate students engaging in long- or short-term education or internship abroad programs as part of their curriculum, including countries of destination.</text></clause></subparagraph> <subparagraph id="H005351FD4D7C47CDAB5DB865518611FC"><enum>(B)</enum><text>Assess the demands for, and outcomes of, international and foreign language education and their alignment, through studies, surveys, and conferences to—</text>
<clause id="H8136511E0544446CB656CB2DBAA6EAD0"><enum>(i)</enum><text display-inline="yes-display-inline">determine demands for increased or improved instruction in foreign language, area or global studies, or other international fields, and the demand for employees with such skills and knowledge in the education, government, and private sectors (including business and other professions);</text></clause> <clause id="H6227CD2FCCCA40C3949BF12A85EDEA9A"><enum>(ii)</enum><text display-inline="yes-display-inline">assess the employment or utilization of graduates of programs supported under this title by educational, governmental, and private sector organizations (including business and other professions); or</text></clause>
<clause id="HE77CD565F2FF4C9689A084574F547E11"><enum>(iii)</enum><text>assess standardized outcomes and effectiveness and benchmarking of programs supported under this title.</text></clause></subparagraph> <subparagraph id="HAB74AAB2BD7E4715889D39651E95D24D"><enum>(C)</enum><text>Develop and publish specialized materials for use in foreign language, area, global, or other international studies, including in international business or other professional education or technical training, as appropriate.</text></subparagraph>
<subparagraph id="H2177C44875ED44FC92291BD7D0910763"><enum>(D)</enum><text>Conduct studies or surveys that identify and document systemic challenges and changes needed in higher education and elementary school and secondary school systems to make international and foreign language education available to all students as part of the basic curriculum, including challenges in current evaluation standards, entrance and graduation requirements, program accreditation, student degree requirements, or teacher and faculty legal workplace barriers to education and research abroad.</text></subparagraph> <subparagraph id="HDA2951C371FA476D9350E6DA1F24CCA7"><enum>(E)</enum><text>With respect to underrepresented institutions of higher education (including minority-serving institutions or community colleges), carry out studies or surveys that identify and document—</text>
<clause id="H26352FA8312440A987CC35DB1BC5543F"><enum>(i)</enum><text>systemic challenges and changes and incentives and partnerships needed to comprehensively and sustainably internationalize educational programming; or</text></clause> <clause id="HF2077F32C168448E8E762D9301B4E7D4"><enum>(ii)</enum><text>short- and long-term outcomes of successful internationalization strategies and funding models.</text></clause></subparagraph>
<subparagraph id="HE791290D203742DE8DEA1EB49F4EC382"><enum>(F)</enum><text>Evaluate the extent to which programs assisted under this title reflect diverse perspectives and a wide range of views and generate debate on world regions and international affairs.</text></subparagraph></paragraph></subsection> <subsection id="HD94190880D094335A458929EEE351802"><enum>(e)</enum><header> Innovation grants</header> <paragraph id="H98B0F3B548AB4857B0FD92041FCA150D" commented="no"><enum>(1)</enum><header>Program authorized</header><text display-inline="yes-display-inline">For any fiscal year for which the Secretary carries out activities to achieve the outcomes described in subsection (b)(1) through innovation grants under this subsection, the Secretary shall award such grants, on a competitive basis, to eligible entities.</text></paragraph>
<paragraph id="HCD29347A58C54E61802841BFA11335DA"><enum>(2)</enum><header>Uses of funds</header><text>An eligible entity that receives an innovation grant under this subsection shall use the grant funds to fund projects consistent with the purposes described in subsection (a) that establish and conduct innovative strategies, or scale up proven strategies, and that achieve at least 1 of the outcomes described in subsection (b)(1), which may include one or more of the following: </text> <subparagraph id="H79CD69636A6047B4BEF925237E7DF36C"><enum>(A)</enum><text>Innovative paradigms to improve communication, sharing, and delivery of resources that further the purposes described in subsection (a) including the following:</text>
<clause id="HA73D32B6D421496BBD0EC287C3C22081"><enum>(i)</enum><text>Networking structures and systems to more effectively match graduates with international and foreign language education skills with employment needs.</text></clause> <clause id="H6BA2A7D243BB4330A69DE2295F946921"><enum>(ii)</enum><text>Sharing international specialist expertise across institutions of higher education or in the workforce to pursue specialization or learning opportunities not available at any single institution of higher education, such as shared courses for studying less commonly taught languages, world areas or regions, international business or other professional areas, or specialized research topics of national strategic interest.</text></clause>
<clause id="HF088A4837A29489EBDB3F87A9C6F5C33"><enum>(iii)</enum><text>Producing, collecting, organizing, preserving, and widely disseminating international and foreign language education expertise, resources, courses, and other information through the use of electronic technologies and other techniques.</text></clause> <clause id="HD7EF1BD52898413088A35B0EA8B89391"><enum>(iv)</enum><text>Collaborative initiatives to identify, capture, and provide consistent access to, and creation of, digital global library resources that are beyond the capacity of any single eligible entity receiving a grant under this section or any single institution of higher education, including the professional development of library staff.</text></clause>
<clause id="HAE9CB3F57367445B952ED1917F023ABE"><enum>(v)</enum><text>Utilization of technology to create open-source resources in international, area, global, and foreign language studies that are adaptable to multiple educational settings and promote interdisciplinary partnerships between technologists, curriculum designers, international and foreign language education experts, language teachers, and librarians.</text></clause></subparagraph> <subparagraph id="HAA2D3A788967486DA9D023662ED5D7BC"><enum>(B)</enum><text>Innovative curriculum, teaching, and learning strategies, including the following:</text>
<clause id="H0716E46F86BA4C1EA0804DCED85DF81F"><enum>(i)</enum><text>New initiatives for collaborations of disciplinary programs with foreign language, area, global, and international studies, and education abroad programs that address the internationalization of such disciplinary studies with the purpose of producing globally competent graduates.</text></clause> <clause id="H9F2D5604E71F438AAEAD1CF8B4BC1DEB"><enum>(ii)</enum><text>Innovative collaborations between established centers of international and foreign language education excellence and underrepresented institutions and populations seeking to further their goals for strengthening international, area, global, and foreign language studies, including at minority-serving institutions or community colleges.</text></clause>
<clause id="HE1F078A034164A5381E7AD952D33D87F"><enum>(iii)</enum><text>Teaching and learning collaborations among foreign language, area, global, or other international studies with diaspora communities, including heritage students.</text></clause> <clause id="HB59342F47D6349D1ADEB54114DE49D0E"><enum>(iv)</enum><text>New approaches and methods to teaching emerging global issues, cross-regional interactions, and underrepresented regions or countries, such as project- and team-based learning.</text></clause></subparagraph>
<subparagraph id="H6470E2ABACDC470EB67EE5E9F37899CD"><enum>(C)</enum><text>Innovative assessment and outcome tools and techniques that further the purposes described in subsection (a), including the following:</text> <clause id="H23A4D6A2BA214A73B38F20B79C4E17F8"><enum>(i)</enum><text>International and foreign language education assessment techniques that are coupled with outcome-focused training modules, such as certificates or badges, immersion learning, or e-portfolio systems.</text></clause>
<clause id="H14316BE96EFE40B9A615EA5D800611F9"><enum>(ii)</enum><text>Effective and easily accessible methods of assessing professionally useful levels of proficiency in foreign languages or competencies in area, culture, and global knowledge or other international fields in programs under this title, which may include use of open access online and other cost-effective tools for students and educators at all educational levels and in the workplace.</text></clause></subparagraph></paragraph></subsection> <subsection id="HDAECB647A56D4BDB92E7E8EC5D16CD34"><enum>(f)</enum><header>Application</header><text>Each eligible entity desiring a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary shall require, including—</text>
<paragraph id="H1298794CDD754A34B3FE7297E450185F"><enum>(1)</enum><text>a description of each proposed project the eligible entity plans to carry out under this section and how such project meets the purposes described in subsection (a);</text></paragraph> <paragraph id="H346FB3984DEF4833B54C4ED10710A0F1"><enum>(2)</enum><text>if applicable, a demonstration of why the entity needs a waiver or reduction of the matching requirement under subsection (g); and</text></paragraph>
<paragraph id="HDDA24653A6CE49BABE99D9F821ABAFCB"><enum>(3)</enum><text>an assurance that each such proposed project will be self-sustainable after the project is completed. </text></paragraph></subsection> <subsection id="HB46EEA28F33B4307ABB43E97D9B2C0A6"><enum>(g)</enum><header>Matching Requirement</header> <paragraph id="HFD5137B9DAAA4B88845B0A6CA47E3823"><enum>(1)</enum><header>In general</header><text>The Federal share of the total cost for carrying out a project supported by a grant under this section shall be no more than 66.66 percent.</text></paragraph>
<paragraph id="H89B53CB89A594DF7BA7CF1B15B194FD5"><enum>(2)</enum><header>Non-Federal share contributions</header><text>The non-Federal share of such cost may be provided either in-kind or in cash, from institutional and non-institutional funds, including contributions from State or private sector corporations, nonprofits, or foundations.</text></paragraph> <paragraph id="H8C7ECF8B7BA7474A88F166F4C13284D2"><enum>(3)</enum><header>Special rule</header><text>The Secretary may waive or reduce the share required under paragraph (1) for eligible entities that—</text>
<subparagraph id="HFB040FCBD7C347798F474EC626637C9A"><enum>(A)</enum><text>are minority-serving institutions or are community colleges; or</text></subparagraph> <subparagraph id="HDE8ECC3F3A224589A8D4961F7283ECBE"><enum>(B)</enum><text>have submitted a grant application as required by subsection (f) that demonstrates a need for such a waiver or reduction.</text></subparagraph></paragraph></subsection>
<subsection id="H471BCD1CBF7A4A8D9545D22F2FEE211A"><enum>(h)</enum><header>Database and Reporting</header><text>The Secretary shall directly, or through grants or contracts with an eligible grant recipient—</text> <paragraph id="H645D8AB1076C4466A7FF171FFFBE4CD9"><enum>(1)</enum><text>establish, curate, maintain, and update at least every grant cycle a web-based site which shall showcase the results of this section and serve as a user-friendly repository of the information, resources, and best practices generated through activities conducted under this section; and</text></paragraph>
<paragraph id="HC2165872C395458A903BAD9784F3CA40"><enum>(2)</enum><text>prepare, publish, and disseminate to Congress and the public at least once every 5 years, a report that summarizes key findings and policy issues from the activities conducted under this section, especially as such activities relate to international and foreign language education and outcomes.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H482C3DEDC9C14ABA840F2BDC5562B2D9"><enum>(c)</enum><header>Discontinuation of foreign information access program</header><text>Part A of title VI of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1121">20 U.S.C. 1121</external-xref> et seq.) is further amended by striking sections 606 and 610, and redesignating sections 607, 608, and 609 as sections 606, 607, and 608, respectively. </text></subsection></section>
<section id="HD59731A5F3AA4842909A0C369C779E6E"><enum>3.</enum><header>Global business and professional education programs</header>
<subsection id="HAFB9A8D6BD954AFA87A2030A7FEAAE68"><enum>(a)</enum><header>Findings; purpose</header><text display-inline="yes-display-inline">Section 611 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1130">20 U.S.C. 1130</external-xref>) is amended—</text> <paragraph id="H7D10B0278DDE40F29DBF59D4A01C7B17"><enum>(1)</enum><text>in subsection (a)—</text>
<subparagraph id="H89BEA6BB666040658FC624CF46C8D56E"><enum>(A)</enum><text>by amending paragraph (1) to read as follows: </text> <quoted-block style="OLC" id="HDACA7DD576534369BD00A28D2B00E244" display-inline="no-display-inline"> <paragraph id="HF0351609482C4629BA1CC5554CA28D3C"><enum>(1)</enum><text display-inline="yes-display-inline">the future welfare of the United States will depend substantially on increasing international and global skills in business, educational, and other professional communities and creating an awareness among the American public of the internationalization of our economy and numerous other professional areas important to the national interest in the 21st century;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph>
<subparagraph id="H6C2EE0D15F164554AC88562D0C11CC5F"><enum>(B)</enum><text>by amending paragraph (2) to read as follows:</text> <quoted-block style="OLC" id="H6236346A94CD465CACC5D47E1B9D98B5" display-inline="no-display-inline"> <paragraph id="HCE5972941482499BB16B7EEF626045C1"><enum>(2)</enum><text display-inline="yes-display-inline">concerted efforts are necessary to engage business and other professional education and technical training programs, language, area, and global study programs, professional international affairs education programs, public and private sector organizations, and United States business in a mutually productive relationship which benefits the Nation's future economic and security interests;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph>
<subparagraph id="H03268A7F2E0245A99D81D6CA295FCD0F"><enum>(C)</enum><text>in paragraph (3), by striking <quote>and the international</quote> and inserting <quote>and other professional fields and the international and global</quote>; and</text></subparagraph> <subparagraph id="HB27F5E8C0D23468F8D1CC43CD9483550"><enum>(D)</enum><text>in paragraph (4)—</text>
<clause id="H82D60C68EEAA4A2FB40E77300004A147"><enum>(i)</enum><text>by inserting <quote>, as well as other professional organizations</quote> after <quote>departments of commerce</quote>; and</text></clause> <clause id="HD8E37DF719C8493484E10DCFCD04A187"><enum>(ii)</enum><text>by inserting <quote>or other professions</quote> after <quote>business</quote>; and</text></clause></subparagraph></paragraph>
<paragraph id="H251863E86DE14218ACC5332580DCD657"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="H9017EF0218F9472E9B35711C75D9B7D4"><enum>(A)</enum><text>in paragraph (1)—</text>
<clause id="HA1A0D168A2634E06B11846389969FF55"><enum>(i)</enum><text>by striking <quote>and economic enterprise</quote> and inserting <quote>, economic enterprise, and security</quote>; and</text></clause> <clause id="HE70CDFC6D60E42288DD815D1D2AD1F59"><enum>(ii)</enum><text>by inserting <quote>and other professional</quote> before <quote>personnel</quote>; and </text></clause></subparagraph>
<subparagraph id="HBC5E9ADE7C14437885537F6C78A3A425"><enum>(B)</enum><text>in paragraph (2), by striking <quote>to prosper in an international</quote> and inserting <quote>and other professional fields to prosper in a global</quote>.</text></subparagraph></paragraph></subsection> <subsection id="HF6A077C8065248318C5C4DDB8DCFBCF8"><enum>(b)</enum><header>Professional and technical education for global competitiveness</header><text display-inline="yes-display-inline">Section 613 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1130a">20 U.S.C. 1130a</external-xref>) is amended to read as follows: </text>

<section id="HBBC524788B394EBEBDEF2A0345E486E8"><enum>613.</enum><header>Professional and technical education for global competitiveness</header>
<subsection id="HACA24AE16D7D4BF49134036BF50323F6"><enum>(a)</enum><header>Purpose</header><text>The purpose of this section is to support innovative strategies that provide undergraduate and graduate students with the global professional competencies, perspectives, and skills needed to strengthen and enrich global engagement and competitiveness in a wide variety of professional and technical fields important to the national interest in the 21st Century.</text></subsection> <subsection id="HB732F65DA499411F852E6A70368BF04B"><enum>(b)</enum><header>Program authorized</header><text>The Secretary shall make grants to, or enter into contracts with eligible entities to pay the Federal share of the cost of programs designed to—</text>
<paragraph id="HA872DBC939BE44E19EC85AB9A0D3510B"><enum>(1)</enum><text>establish an interdisciplinary global focus in the undergraduate and graduate curricula of business, science, technology, engineering, and other professional education and technical training programs to be determined by the Secretary based on national needs;</text></paragraph> <paragraph id="H9A73DF8A57194314A3EF754E4EFD711D"><enum>(2)</enum><text>produce graduates with proficiencies in both the global aspects of their professional education or technical training fields and international, cross-cultural, and foreign language skills; and</text></paragraph>
<paragraph id="HA1AED3400E954D39B94CDA2706635EFA"><enum>(3)</enum><text>provide appropriate services to or partnerships with the corporate, government, and nonprofit communities in order to expand knowledge and capacity for global engagement and competitiveness and provide internship or employment opportunities for students and graduates with international skills.</text></paragraph></subsection> <subsection id="H82C3DD873A80409FB143B7353770B2F3"><enum>(c)</enum><header>Mandatory Activities</header><text>An eligible entity that receives a grant under this section shall use the grant to carry out the following:</text>
<paragraph id="H120FFFB65CBE42B8B4238A9D231A269E"><enum>(1)</enum><text>With respect to undergraduate or graduate professional education and technical training curricula, incorporating—</text> <subparagraph id="H4F9888F7318543AFAA8A4830F5F61697"><enum>(A)</enum><text>foreign language programs that lead to proficiency, including immersion opportunities;</text></subparagraph>
<subparagraph id="HF97A816FE6AD4B1995DBA962ACB5E753"><enum>(B)</enum><text>international, area, or global studies programs;</text></subparagraph> <subparagraph id="HC44ED16B4744486798DD3DD9D4281BD9"><enum>(C)</enum><text>education, internships, or other innovative or technological linkages abroad; and</text></subparagraph>
<subparagraph id="H74E39836B0684304B8E0D98BE99390B7"><enum>(D)</enum><text>global business, economic, and trade studies, where appropriate.</text></subparagraph></paragraph> <paragraph id="H390FD4CBAE78466AB58DAA24B8DAB956"><enum>(2)</enum><text>Innovating and improving international, global, and foreign language education curricula to serve the needs of business and other professional and non-profit communities, including development of new programs for nontraditional, mid-career, or part-time students.</text></paragraph>
<paragraph id="HD7A51B627EBA4F68BE0005DEC31A79F2"><enum>(3)</enum><text display-inline="yes-display-inline">Establishing education or internship abroad programs, domestic globally-focused internships, or other innovative approaches to enable undergraduate or graduate students in professional education or technical training to develop foreign language skills and knowledge of foreign cultures, societies, and global dimensions of their professional fields.</text></paragraph> <paragraph id="HB5A31FACB5E949D9B7387322E0DC4094"><enum>(4)</enum><text>Developing collaborations between institutions of higher education and corporations or non-profit organizations in order to strengthen engagement and competitiveness in global business, trade, or other global professional activities.</text></paragraph></subsection>
<subsection id="H1F7BFDF6A1674FF08E1BC46E40C6E6D8"><enum>(d)</enum><header>Discretionary activities</header><text display-inline="yes-display-inline">An eligible entity that receives a grant under this section may use the grant to carry out the following:</text> <paragraph id="H300C9FC69E3842B1A2969AB3F9526374"><enum>(1)</enum><text>Developing specialized teaching materials and courses, including foreign language and area or global studies materials, and innovative technological delivery systems appropriate for professionally-oriented students.</text></paragraph>
<paragraph id="H2A2A7542D2C542EB9466C2EAD55095C1"><enum>(2)</enum><text>Establishing student fellowships or other innovative support opportunities, including for underrepresented populations, first generation college students (defined in section 402A), and heritage learners, for education and training in global professional development activities.</text></paragraph> <paragraph id="H9E1530247F1240CA895E5F611FDAA51E"><enum>(3)</enum><text>Developing opportunities or fellowships for faculty or junior faculty of professional education or technical training (including the faculty of minority-serving institutions or community colleges) to acquire or strengthen international and global skills and perspectives.</text></paragraph>
<paragraph id="H231E20598B8744A99223A9F4231CD498"><enum>(4)</enum><text display-inline="yes-display-inline">Creating institutes that take place over academic breaks, like the summer, including through technological means, and cover foreign language, world area, global, or other international studies in learning areas of global business, science, technology, engineering, or other professional education and training fields.</text></paragraph> <paragraph id="H755665A491F54AE5ABC916380CE51CA7"><enum>(5)</enum><text display-inline="yes-display-inline">Internationalizing curricula at minority-serving institutions or community colleges to further the purposes of this section.</text></paragraph>
<paragraph id="H1542792E96EB445D948C7E9E11B094FD"><enum>(6)</enum><text>Establishing international linkages or partnerships with institutions of higher education, corporations, or organizations that contribute to the objectives of this section.</text></paragraph> <paragraph id="HD8D859F16CF44289B40295A1C3537CD7"><enum>(7)</enum><text>Developing programs to inform the public of increasing global interdependence in professional education and technical training fields.</text></paragraph>
<paragraph id="HFE442DFFF02247C2BD04030ED446F11F"><enum>(8)</enum><text>Establishing trade education programs through agreements with regional, national, global, bilateral, or multilateral trade centers, councils, or associations.</text></paragraph></subsection> <subsection id="H09563F5897FA439F800CA25DE6235DED"><enum>(e)</enum><header>Application</header><text>Each eligible entity desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and including such information as the Secretary may reasonably require, including assurances that—</text>
<paragraph id="H5BC9E6223A8044D68E55B90C19EE3F24"><enum>(1)</enum><text>each proposed project have reasonable and demonstrable plans for sustainability and replicability upon completion of the project;</text></paragraph> <paragraph id="HAF74CEEE1EE4463AA4837A9EF19A16B1"><enum>(2)</enum><text>the institution of higher education will use the assistance provided under this section to supplement and not supplant activities conducted by institutions of higher education described in (b); </text></paragraph>
<paragraph id="H89D7564BB009400689201EEA30D4C42F" commented="no"><enum>(3)</enum><text>in the case of eligible entities that are consortia of institutions of higher education, or partnership described in subsection (g)(1)(C), a copy of their partnership agreement that demonstrates compliance with subsection (b) will be provided to the Secretary; </text></paragraph> <paragraph id="H08D7119F96B9435285338B3DDAEF124E"><enum>(4)</enum><text>the activities funded by the grant will reflect diverse perspectives and a wide range of views of world regions and international affairs where applicable; and</text></paragraph>
<paragraph id="H56975BD63D71469B9C335FA0F880320B"><enum>(5)</enum><text>if applicable, a demonstration of why the eligible entity needs a waiver or reduction of the matching requirement under subsection (f). </text></paragraph></subsection> <subsection id="H2E2A02A10A1F429BBBDFFB08881BC1C5"><enum>(f)</enum><header>Matching requirement</header> <paragraph id="H6B14D6BACB0E419D9AF83F5941F0DBC8"><enum>(1)</enum><header>In general</header><text>The Federal share of the total cost for carrying out a program supported by a grant under this section shall be not more than 50 percent.</text></paragraph>
<paragraph id="H2386F688565F404C8A349935293EED7C"><enum>(2)</enum><header>Non-Federal share contributions</header><text>The non-Federal share of such cost may be provided either in-kind or in cash, from institutional and non-institutional funds, including contributions from State and private sector corporations, nonprofits, or foundations.</text></paragraph> <paragraph id="HAA8A73EA694B433BB34DA2811B2A7343"><enum>(3)</enum><header>Special rule</header><text>The Secretary may waive or reduce the share required under paragraph (1) for eligible entities that—</text>
<subparagraph id="H6C1641E621734D2FBE5D6228AC1AC50F"><enum>(A)</enum><text>are minority-serving institutions or are community colleges; or</text></subparagraph> <subparagraph id="H6B631BD0DD7748B281F20E20D3113FDE" commented="no"><enum>(B)</enum><text>have submitted a grant application as required by subsection (e) that demonstrates a need for such a waiver or reduction.</text></subparagraph></paragraph></subsection>
<subsection id="HF39109FBAAC947C6A708ADF867070385"><enum>(g)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H04428727BE2D4204BA9775E7C5119E2E"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text>
<subparagraph id="H71B55D608BD74E91A04C2E3D3E8A85AF"><enum>(A)</enum><text display-inline="yes-display-inline">an institution of higher education;</text></subparagraph> <subparagraph id="HD6B514CD6C474CAEAFE8E08DC07B2471"><enum>(B)</enum><text>a consortia of such institutions; or</text></subparagraph>
<subparagraph id="H71985D761BEE4D93A5E08F7B6A7E8629"><enum>(C)</enum><text>a partnership between—</text> <clause id="H61AD8B2776764ACF9BDD40662B4BE45B"><enum>(i)</enum><text>an institution of higher education or a consortia of such institutions; and</text></clause>
<clause id="H1F73A1C5365B4584ACF0F6D09EB4BFCD"><enum>(ii)</enum><text>at least one corporate or nonprofit entity.</text></clause></subparagraph></paragraph> <paragraph id="HE2323FF9E0B84925A2CA51079284D838"><enum>(2)</enum><header>Professional education and technical training</header><text>The term <term>professional education and technical training</term> means a program at an institution of higher education that offers undergraduate, graduate, or post-graduate level education in a professional or technical field that is determined by the Secretary as meeting a national need for global or international competency (which may include business, science, technology, engineering, law, health, energy, environment, agriculture, transportation, or education).</text></paragraph></subsection></section><after-quoted-block display="yes">.</after-quoted-block></quoted-block></subsection>
<subsection id="H004FF44951714761A1FBB86191118E22"><enum>(c)</enum><header>Discontinuation of certain authorizations of appropriations</header><text>Part B of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1130">20 U.S.C. 1130</external-xref> et seq.) is further amended by striking section 614. </text></subsection></section> <section id="H881A9A646F854C16A0BF414000921945"><enum>4.</enum><header>Repeal of assistance program for Institute for International Public Policy</header><text display-inline="no-display-inline">Part C of title VI of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1131">20 U.S.C. 1131</external-xref> et seq.) is repealed.</text></section>
<section id="H577980B4FD1948D8B544395675BD3BD8"><enum>5.</enum><header>General provisions</header>
<subsection id="H98EC09A57BC542169BC852C98BD29771"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 631(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1132">20 U.S.C. 1132(a)</external-xref>) is amended—</text> <paragraph id="HE80BC6558489461FB21604B6508E2F88"><enum>(1)</enum><text>in paragraph (9), by striking <quote>and</quote> at the end;</text></paragraph>
<paragraph id="H1EE624CCA0464F82B89B738590BE290C"><enum>(2)</enum><text>in paragraph (10), by striking the period at the end and inserting a semicolon; and</text></paragraph> <paragraph id="H4953BFB604464EA58849116BF5BA1981"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H1ABB4FBC7AD74232A8A2F4C1602972C0"><enum>(11)</enum><text display-inline="yes-display-inline">the term <term>community college</term> means a public institution of higher education at which the highest degree that is predominantly awarded to students is an associate degree, including a 2-year Tribal College or University (as defined in section 316);</text></paragraph> <paragraph id="H7B2A6AA0D5074A6FBD4A360510C69367"><enum>(12)</enum><text display-inline="yes-display-inline">the term <term>heritage student</term> means a postsecondary student who—</text>
<subparagraph id="HD5C9346EAAEC4D2B813DC27FAC47CEF6"><enum>(A)</enum><text display-inline="yes-display-inline">was born in the United States to immigrant parents or immigrated to the United States at an early age;</text></subparagraph> <subparagraph id="HC4F307F15A224EF7B87B6380D0634C5A"><enum>(B)</enum><text display-inline="yes-display-inline">is proficient in English, but raised in a family primarily speaking 1 or more languages of the country of origin; and</text></subparagraph>
<subparagraph id="H6DB2A425D27D4965BA44C12A69373D70"><enum>(C)</enum><text display-inline="yes-display-inline">maintains a close affinity with the family’s culture and language of origin; and </text></subparagraph></paragraph> <paragraph id="H1588705E6E9A4F3F844645290B67E64D"><enum>(13)</enum><text display-inline="yes-display-inline">the term <term>minority-serving institution</term> means an institution of higher education that is eligible to receive a grant under part A or B of title III or title V.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H21CA88D8D797413193AB7A54FC3E1F9F"><enum>(b)</enum><header>Minority-Serving institutions</header><text display-inline="yes-display-inline">Part D of title VI of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1132">20 U.S.C. 1132</external-xref> et seq.) is amended—</text> <paragraph id="H2A5E6A77DA1D4BCD926A3D4871498EAB"><enum>(1)</enum><text display-inline="yes-display-inline">by striking sections 637 and 638; and</text></paragraph>
<paragraph id="H13107AFE8E4C436C8C33A7A054391ED5"><enum>(2)</enum><text>by inserting after section 636, the following:</text> <quoted-block style="OLC" id="HC196F9EC07BB4F149390AA8D847EBD7F" display-inline="no-display-inline"> <section id="H32A0C7380A964F58A99A92CABF61B542"><enum>637.</enum><header>Priority to minority-serving institutions</header> <subsection id="HAF89DFC7A4FD4698BC0330D4CE587C20"><enum>(a)</enum><header>Priority</header><text>In seeking applications and awarding grants under this title, the Secretary, may give priority to—</text>
<paragraph id="HB4DD53D35784493BAF41E5DFC7AEC1D4"><enum>(1)</enum><text>minority-serving institutions; or </text></paragraph> <paragraph id="H52C7C25E59774552ACC6D6A11A18FE20"><enum>(2)</enum><text>institutions of higher education that apply for such grants that propose significant and sustained collaborative activities with one or more minority-serving institutions.</text></paragraph></subsection>
<subsection id="H8843CB1DCFE644C8BB7265299E7EF467"><enum>(b)</enum><header>Technical assistance</header><text>The Secretary shall provide technical assistance to minority-serving institutions to ensure maximum distribution of grants to eligible minority-serving institutions and among each category of such institutions.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H43FEAB93747B466E8A1F5505D70AF545"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Part D of title VI of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1132">20 U.S.C. 1132</external-xref> et seq.) is further amended by adding at the end the following new section: </text>
