R. 2911</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210430">April 30, 2021</action-date><action-desc><sponsor name-id="B001295">Mr. Bost</sponsor> (for himself, <cosponsor name-id="T000472">Mr. Takano</cosponsor>, <cosponsor name-id="P000614">Mr. Pappas</cosponsor>, and <cosponsor name-id="M000871">Mr. Mann</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to submit to Congress a plan for obligating and expending Coronavirus pandemic funding made available to the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body id="H7788FA2BDE5744A5A77F91EE23754760" style="OLC"><section id="H6B117E7408504D5983450FC4021398A3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Transparency &amp; Trust Act of 2021</short-title></quote>.</text></section><section id="HC5B2768CB9A4462CA4ADA25656C26CE4" section-type="subsequent-section"><enum>2.</enum><header>Congressional oversight of Coronavirus pandemic funding made available to Department of Veterans Affairs</header><subsection id="HCB79F03C95C64722B9F79964C919B6DD"><enum>(a)</enum><header>Plan and reports by Secretary</header><paragraph id="HB08EE2C420514766A2A0A63334BE4F08"><enum>(1)</enum><header>Plan</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a detailed plan for obligating and expending covered funds, including a detailed justification for each type of obligation of such funds.</text></paragraph><paragraph id="HF458317FB4404115B59809617D807ADD"><enum>(2)</enum><header>Biweekly reports</header><text display-inline="yes-display-inline">Every 14 days during the period beginning on the date on which the plan under paragraph (1) is submitted and ending seven days after the date on which the Secretary has expended all covered funds, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report detailing the obligation and expenditure of, and the planned uses for, such funds during the period covered by the report, including a written justification for any deviation in such obligations, expenditures, or planned uses from such plan.</text></paragraph></subsection><subsection id="H78995B90E11B4542BF0124D43E8A01DF"><enum>(b)</enum><header>Inspector General audits</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, and semiannually thereafter for three years or until the Secretary has expended all covered funds, whichever occurs first, the Inspector General of the Department of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report examining the obligations and expenditures made using covered funds during the period covered by the report. Each such report shall include—</text><paragraph id="HA9FCEE11EF6C4FD688A84096D84E449F"><enum>(1)</enum><text display-inline="yes-display-inline">a comparison of how the funds are being obligated and expended to how the funds were planned to be obligated and expended in the plan under subsection (a)(1);</text></paragraph><paragraph id="HD2BED086BCC64B90846C88C132506519"><enum>(2)</enum><text display-inline="yes-display-inline">areas of waste, fraud, and abuse, if any; and</text></paragraph><paragraph id="H06D02A7AA0C74198A92C6D94CA549DF0"><enum>(3)</enum><text>any other matter the Inspector General determines relevant.</text></paragraph></subsection><subsection id="H3C53724A2D53420592C344A38F526C84"><enum>(c)</enum><header>Comptroller General reviews</header><paragraph id="H5BB956F0414B463EB8EB3C4416E0C04F"><enum>(1)</enum><header>Interim report</header><text>Not later than September 30, 2022, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate an interim report containing a review of obligations and expenditures made using covered funds. The report shall include—</text><subparagraph id="H2034D88582FA49AC810EC3A64771A6AD"><enum>(A)</enum><text>a review of the process of the Department of Veterans Affairs for preparing the request for funds;</text></subparagraph><subparagraph id="HE854A759F6FF451B8E06DB620E9A7FAE"><enum>(B)</enum><text display-inline="yes-display-inline">an explanation of how the expenditure of such funds met the goals of the Department during the public health emergency for which the funds were made available;</text></subparagraph><subparagraph id="H4F03C52B876E454E857458594C8D0B20"><enum>(C)</enum><text>any recommendations to improve the process of identifying needs and expending funds during similar situations in the future; and</text></subparagraph><subparagraph id="H905E6C3AE65C4FAE84911FC2942D03B6"><enum>(D)</enum><text display-inline="yes-display-inline">a review of the plans of the Department to continue programs or investments that were begun with such funds but will continue after such funds are expended.</text></subparagraph></paragraph><paragraph id="H883AC882FD7746B38BA07F83D2A5CCF3"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than September 30, 2024, the Comptroller General shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a final report on the matters specified under paragraph (1).</text></paragraph></subsection><subsection id="H40A4382717D244F980CF4FFFEE5B9851"><enum>(d)</enum><header>Covered funds defined</header><text display-inline="yes-display-inline">In this section, the term <term>covered funds</term> means funds that are made available to the Department of Veterans Affairs pursuant to—</text><paragraph id="H5111239EF0BB479B88B7A59D86EAF370"><enum>(1)</enum><text display-inline="yes-display-inline">the Families First Coronavirus Response Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/127">Public Law 116–127</external-xref>);</text></paragraph><paragraph id="HF4188B0823FC43ECB57B4F9A9E007663"><enum>(2)</enum><text display-inline="yes-display-inline">the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>); or</text></paragraph><paragraph id="H77E73374976C4C7FA01CE0EA31E6F8F6"><enum>(3)</enum><text>the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
