R. 2880</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210428">April 28, 2021</action-date><action-desc><sponsor name-id="H001077">Mr. Higgins of Louisiana</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Commandant of the Coast Guard to modify regulations relating to vessel response plans to include notifications with respect to search and rescue missions.</official-title></form><legis-body id="HD5132754BCDA4D30930B4220F1B66920" style="OLC"><section id="HE22839DB4F584794B47A0A9DFD419C75" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vessel Response Plan Improvement Act</short-title></quote>.</text></section><section id="HECFDD9FFE3B54962B6C65D2C599A6C9C"><enum>2.</enum><header>Search and rescue notification requirements for vessel response plans of Coast Guard-approved commercial vessels</header><subsection id="H47243D79CC104E49800BAF9A5904D3FA"><enum>(a)</enum><header>In general</header><text>The Commandant of the Coast Guard shall modify subparts I and J of part 155 of title 33, Code of Federal Regulations, to require the vessel response plans of Coast Guard-approved tank and nontank commercial vessels to include the procedures described in subsection (b) for use by the Coast Guard in the case of a search and rescue mission.</text></subsection><subsection id="H5181B7DC2CD64687AF9A3C2D693EBD52"><enum>(b)</enum><header>Procedures</header><text>The procedures described in this subsection are as follows:</text><paragraph id="H938A0FC9809D46A583337539F87471BA"><enum>(1)</enum><text>A procedure for providing, not less frequently than twice daily for the duration of a search and rescue mission, notifications to family members of the crew of the vessel with respect to the status of the search and rescue mission, any injured crew member, and salvage.</text></paragraph><paragraph id="H1AC95F042CF74ABC8C2EBB11839A9AA0"><enum>(2)</enum><text>A procedure for the immediate notification of the next of kin or family members in the case of—</text><subparagraph id="HE2443667D11D47A59F5B22F887282D99"><enum>(A)</enum><text>a deceased crew member; or</text></subparagraph><subparagraph id="HBCE6299DBB6B43F8BCCD9625D7E67B29"><enum>(B)</enum><text>the recovery of a survivor or the body of a crew member during such a search and rescue mission.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
