which was referred to the <committee-name committee-id="HAP00">Committee on Appropriations</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prioritize funding for an expanded and sustained national investment in agriculture research.</official-title></form><legis-body id="HD0C81788F3A54828A16D8B614D16D8DA" style="OLC"><section id="HFBE17002EDE54C0A8CC5ECB3A20A3E6D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>America Grows Act of 2021</short-title></quote>.</text></section><section id="HFA6F81E592B94C6EB47C7168340CB51A"><enum>2.</enum><header>Funding</header><subsection id="HDCB2682EFC6F44CBAFF3E44BB9F3205A"><enum>(a)</enum><header>In general</header><text>There is appropriated, out of any money in the Treasury not otherwise appropriated, to each funding recipient described in subsection (b) for the programs, projects, and activities of such funding recipient, the following amounts:</text><paragraph id="HAFF6A04C3F584369BEB358910824FEDB"><enum>(1)</enum><text>For fiscal year 2022, the amount equal to 105 percent of the amount of new budget authority made available in appropriation Acts for that funding recipient for fiscal year 2021, increased by the percentage increase (if any), during fiscal year 2021, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph><paragraph id="HA0F976354B8E4D1A82C61388B4CE0C29"><enum>(2)</enum><text>For each of fiscal years 2023 through 2031, the amount equal to 105 percent of the amount appropriated to that funding recipient under this subsection for the previous fiscal year, increased by the percentage increase (if any), during such previous fiscal year, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph><paragraph id="HE03F22F3F69944298514A7BE8260C282"><enum>(3)</enum><text>For fiscal year 2032, and each fiscal year thereafter, the amount appropriated under this paragraph for the previous fiscal year, increased by the percentage increase (if any), during such previous fiscal year, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph></subsection><subsection id="HDF47754A9E5D41E98272771780AC0727"><enum>(b)</enum><header>Funding recipients described</header><text>The funding recipients described in this subsection are—</text><paragraph id="H8FA68E9FF4064EBB954B5D86DA6FE5E9"><enum>(1)</enum><text>the Agricultural Research Service;</text></paragraph><paragraph id="HC8754B98FAC34A67B8DC24DE779AE73C"><enum>(2)</enum><text>the Economic Research Service;</text></paragraph><paragraph id="H46DFA9C7901F4FAB8AB1D79B72486D2C"><enum>(3)</enum><text>the National Agricultural Statistics Service; and</text></paragraph><paragraph id="H6DFAF29897E743ED959E14EFF07A9938"><enum>(4)</enum><text>the National Institute of Food and Agriculture.</text></paragraph></subsection><subsection id="H38D3350EDA18426D9F5DECCB9D5CB695"><enum>(c)</enum><header>Availability</header><text>Each amount appropriated under subsection (a) shall remain available for obligation through the last day of the fiscal year for which such amount is appropriated.</text></subsection></section><section id="H40C4C99E9A464BC6BBB50AE0F92E088C"><enum>3.</enum><header>Exemption from sequestration</header><subsection id="H252D43889F534DC9BC950D0FB25680A2"><enum>(a)</enum><header>In general</header><text>Section 255(g)(1)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/905">2 U.S.C. 905(g)(1)(A)</external-xref>) is amended by inserting after <quote>Advances to the Unemployment Trust Fund and Other Funds (16–0327–0–1–600).</quote> the following: <quote>Appropriations made available under section 2(a) of the America Grows Act of 2021.</quote>.</text></subsection><subsection id="H268F689F2D194FD99F1A4D412D423234"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply to any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900</external-xref> et seq.) on or after the date of enactment of this Act.</text></subsection></section><section id="HC006C2910B7D4BC49ACBA120C75BC5DB"><enum>4.</enum><header>Budgetary effects</header><subsection id="H81E64038CA1149E386724986FA7F23C8"><enum>(a)</enum><header>Statutory PAYGO scorecards</header><text>The budgetary effects of this Act shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(d)</external-xref>).</text></subsection><subsection id="H2E2259D5E68746A7B7634092599E81FF"><enum>(b)</enum><header>Senate PAYGO scorecards</header><text>The budgetary effects of this Act shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text></subsection></section></legis-body></bill>
