R. 2850</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210426">April 26, 2021</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for nuclear weapons abolition and economic conversion in accordance with District of Columbia Initiative Measure Number 37 of 1992, while ensuring environmental restoration and clean-energy conversion.</official-title></form><legis-body id="H57DEC49845B744AC9461CF7D72403431" style="OLC"><section id="H8A83258ECBF1471783C046F6456D4F47" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2021</short-title></quote>.</text></section><section id="HE7E77B396C154C8D92A4E703605CEC08"><enum>2.</enum><header>Requirement for nuclear weapons abolition and economic and energy conversion</header><subsection id="HCBE769CFDFAA4544802D52DBC6ED0C46"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The United States Government shall—</text><paragraph id="H2116BAAD162A424CBFFF495A3FF4D964"><enum>(1)</enum><text display-inline="yes-display-inline">provide leadership by signing and ratifying the United Nations Treaty on the Prohibition of Nuclear Weapons or any other international agreement that provides for—</text><subparagraph id="H1BDCFDF2836744E2BDF95592A240B8BB"><enum>(A)</enum><text>the dismantlement and elimination of all nuclear weapons in every country; and</text></subparagraph><subparagraph id="H153F87DE39104EE29B7CFA23B11A1BB1"><enum>(B)</enum><text>strict and effective international control of such dismantlement and elimination;</text></subparagraph></paragraph><paragraph id="H190411D0545A4ED197A0462E4C436924"><enum>(2)</enum><text>redirect resources that are being used for nuclear weapons programs to use—</text><subparagraph id="H4D0642CB9E9C44A0B968DC33A598F541"><enum>(A)</enum><text display-inline="yes-display-inline">in converting all nuclear weapons industry processes, plants, and programs, and in retraining employees, to shift to a constructive, ecologically beneficial peace economy, which includes strict control of all fissile material and radioactive waste; and</text></subparagraph><subparagraph id="H37D56B08D5C34A46842A087F558A3B0B"><enum>(B)</enum><text>in addressing human and infrastructure needs, including development and deployment of sustainable carbon-free and nuclear-free energy sources, health care, housing, education, agriculture, and environmental restoration, including long-term radioactive waste monitoring; and</text></subparagraph></paragraph><paragraph id="H9420FD38522748B79FC8F7CBFD5E8772"><enum>(3)</enum><text>actively promote policies to induce all other countries to join in the commitments described in this subsection to create a more peaceful and secure world.</text></paragraph></subsection><subsection id="HE5A73B8BA1A641CA9DB3B4A71FBD2F1D"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">Paragraph (2) of subsection (a) shall take effect on the date on which the President certifies to Congress that all countries possessing nuclear weapons have begun the elimination of such weapons under established legal requirements comparable to those described in paragraph (1) of such subsection.</text></subsection></section></legis-body></bill>
