R. 2819</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210422">April 22, 2021</action-date><action-desc><sponsor name-id="S001208">Ms. Slotkin</sponsor> (for herself and <cosponsor name-id="J000295">Mr. Joyce of Ohio</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to improve and expand the Solid Start program of the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body id="H53E8370FC0E54D218C715E4B37471604" style="OLC"><section section-type="section-one" id="H56A7D5323D744BC7AEC135850F32B6D9"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Solid Start Act of 2021</short-title></quote>.</text></section><section id="H82847F539A8248EDAAC7B66E61B992A6"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HEF9E26D8C7A34DFC8DD0A6F687291AE9"><enum>(1)</enum><text>In 2021, veterans continue to die by suicide at higher rates than civilians. Many of those veterans have no ties to the Department of Veterans Affairs, limiting the ability of the Department to help in times of crisis.</text></paragraph><paragraph id="H7FD4D121D4584C4B90978242BF1D81DE"><enum>(2)</enum><text>The first year after separating from the military is a critical time in the transition to civilian life for a member of the Armed Forces. Many changes occur during that transition, from career and location changes to shifts in financial circumstances and health care coverage.</text></paragraph></section><section id="H73FFE9477DF64CE7B5D68BEAB00C3B10"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the United States must strive to better serve members of the Armed Forces and veterans who are transitioning to civilian life by—</text><paragraph id="H27679DEE8A9244AA82D47CBCC9345CF4"><enum>(1)</enum><text>providing up-to-date information and access to resources that such members of the Armed Forces and veterans may not be aware of;</text></paragraph><paragraph id="H2BEE51175CA74E868793E004EE034E14"><enum>(2)</enum><text>supporting the critical time of transition by ensuring that mental health needs are met in a timely manner; and</text></paragraph><paragraph id="H010C324592D24DF28F656635B71ADEB6" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text>assisting members of the Armed Forces and veterans in accessing newly available services. </text></paragraph></section><section id="H59A7B20B173F4B6B8A53A287148BB315"><enum>4.</enum><header>Solid Start program of the Department of Veterans Affairs</header><subsection id="HCC6B5C44A27244CFBAA6159324D19FCE"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/63">Chapter 63</external-xref> of title 38, United States Code, is amended by adding at the end the following new subchapter: </text><quoted-block id="H219ED4D54DCD47C5992A1F712E5B5FC3" style="USC" act-name=""><subchapter id="H5A0E98766D8F466DBE2A158F6671B5FA" style="OLC"><enum>II</enum><header>Other outreach programs and activities</header><section id="H5FA3244CE304471798D8D44E5CB4E3CA" section-type="subsequent-section"><enum>6320.</enum><header>Solid Start program</header><subsection commented="no" display-inline="no-display-inline" id="H6C4409F927354A91A89778EB074E3744"><enum>(a)</enum><header>Purposes</header><text>The purposes of this section are—</text><paragraph id="H4FF9220B4BDB4D9C952C5A53503AFAB4"><enum>(1)</enum><text>to build the capacity of the Department to efficiently and effectively respond to the queries and needs of veterans who have recently separated from the Armed Forces; and</text></paragraph><paragraph id="H4444F94C6564411396FBA161425EEBB3"><enum>(2)</enum><text>to systemically integrate and coordinate efforts to assist veterans, including efforts—</text><subparagraph id="HF5F799E890FD450C858B57F74B31AF0C"><enum>(A)</enum><text>to proactively reach out to newly separated veterans to inform them of their eligibility for programs of and benefits provided by the Department; and</text></subparagraph><subparagraph id="H26525C77184D4F3A997BF2E5DF796E6F" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>to connect veterans in crisis to resources that address their immediate needs.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H7AF0F1A98C184837B01DB4486F7B10C0"><enum>(b)</enum><header>Activities of the Solid Start program</header><paragraph commented="no" display-inline="yes-display-inline" id="HDD7AF0E7B9C549C7B6865E76D8EF1033"><enum>(1)</enum><text>The Secretary, in coordination with the Secretary of Defense, shall carry out the Solid Start program of the Department by—</text><subparagraph commented="no" display-inline="no-display-inline" id="H2D70B4C65F23497D84BD2FDEF758FBFA" indent="up1"><enum>(A)</enum><text>collecting up-to-date contact information during transition classes or separation counseling for all members of the Armed Forces who are separating from the Armed Forces, while explaining the existence and purpose of the Solid Start program;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H99130828DB75451AB3C532490251CEE4"><enum>(B)</enum><text>calling each veteran, regardless of separation type or characterization of service, three times within the first year after separation of the veteran from the Armed Forces; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H65687C5FFD0F4FF382FD5D411111B78E"><enum>(C)</enum><text>providing information about the Solid Start program on the website of the Department and in materials of the Department, especially transition booklets and other resources;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="HCDF070683108430B9382B5006B83F563"><enum>(D)</enum><text>ensuring calls are truly tailored to the needs of each veteran’s unique situation by conducting quality assurance tests;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H61F1A8245CED45B78107AA1C57B17C2D"><enum>(E)</enum><text>prioritizing outreach to veterans who have accessed mental health resources prior to separation from the Armed Forces; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H88D7567B5764440798E4024670FE7FBF"><enum>(F)</enum><text>providing women veterans with information that is tailored to their specific health care and benefit needs;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H70CDEC3111654B5EA5B89C1D8AA04439"><enum>(G)</enum><text>as feasible, providing information on access to State and local resources, including Vet Centers and veterans service organizations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" indent="up1" id="H93A3F348FD924C8EAC6152B98904F96E"><enum>(H)</enum><text>gathering and analyzing data assessing the effectiveness of the Solid Start program.</text></subparagraph></paragraph><paragraph display-inline="no-display-inline" commented="no" indent="up1" id="H0A17B7A4221B4D43AA090189BED5178F"><enum>(2)</enum><text>The Secretary, in coordination with the Secretary of Defense, may carry out the Solid Start program by—</text><subparagraph display-inline="no-display-inline" commented="no" id="HFE0AD1BB95D846B29282DBADCDE5974F"><enum>(A)</enum><text>encouraging members of the Armed Forces who are transitioning to civilian life to authorize alternate points of contact who can be reached should the member be unavailable during the first year following the separation of the member from the Armed Forces;</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H402DDE60A04E4CEBAAA19A5029F99F89"><enum>(B)</enum><text>following up missed phone calls with tailored mailings to ensure the veteran still receives similar information; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HA4F6185D285142908AF810397ACF46BF"><enum>(C)</enum><text>striving to reach out to veterans who separated prior to the initiation of the Solid Start program to provide similar services to those veterans, as feasible. </text></subparagraph></paragraph><paragraph display-inline="no-display-inline" commented="no" indent="up1" id="H6C3D27D5880D43AD94142F8EDE6EC565"><enum>(3)</enum><text>In this subsection: </text><subparagraph display-inline="no-display-inline" commented="no" id="H4FB57D9506FF459C93958900F985072B"><enum>(A)</enum><text>The term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of this title.</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H2C1BCF03886F4116BBD3A8DBA58119C2"><enum>(B)</enum><text>The term <term>veterans service organization</term> means an organization recognized by the Secretary for the representation of veterans under section 5902 of this title.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H85AF50D71BDD48B08D826E49B087A320"><enum>(c)</enum><header>Obligations of amounts</header><text>Subject to the availability of appropriations, the Secretary may not, in a fiscal year, obligate an amount to carry out the Solid Start program that is less than the total amount obligated in the previous fiscal year to carry out the program, unless the Secretary determines that increased efficiencies of the program warrant the obligation of a lesser amount.</text></subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H53D9287673E644D69D658F379BA123A4"><enum>(b)</enum><header>Conforming amendments</header><text>Chapter 63 of such title, as amended by subsection (a), is further amended—</text><paragraph id="HAC7F9F6DD1DB44809C6CCD4DA099EC31"><enum>(1)</enum><text>by inserting before section 6301 the following: </text><quoted-block id="H2BD129726E6A401AAD47E3103AAF7CD3" style="USC" act-name=""><subchapter id="H13F565A7F05D4B91B4A59FAA212469FC" style="OLC"><enum>I</enum><header>Outreach services program</header></subchapter><after-quoted-block>;</after-quoted-block></quoted-block><continuation-text continuation-text-level="paragraph">and </continuation-text></paragraph><paragraph id="H8EE18B8EA78B4FF5BF2F79FADF0A3E8A"><enum>(2)</enum><text>in sections 6301, 6303, 6304, 6305, 6306, and 6307, by striking <quote>this chapter</quote> each place it appears and inserting <quote>this subchapter</quote>. </text></paragraph></subsection><subsection id="HC50BCE7B20334B1C849E3FD94F332B0E"><enum>(c)</enum><header>Clerical amendments</header><text>The table of contents at the beginning of chapter 63 of such title is amended—</text><paragraph id="HD59A39A103CB4342990E71112F45016B"><enum>(1)</enum><text>by inserting before the item relating to section 6301 the following new item: </text><toc><toc-entry level="subchapter" bold="off"><quote>Subchapter I—Outreach services program</quote>;</toc-entry></toc><continuation-text continuation-text-level="paragraph">and </continuation-text></paragraph><paragraph id="H31F9983DDE164A6A9894BEADA4162A7E"><enum>(2)</enum><text>by adding at the end the following new items: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H6A2EA0D8EED946E5A489D0EFC9D52DE5"><toc><toc-entry level="subchapter" bold="off">Subchapter II—Other outreach programs and activities
