which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to enhance the Blue Campaign of the Department of Homeland Security, and for other purposes.</official-title></form><legis-body id="HD6D52A970AD846B4BD895AED3C621DCC" style="OLC"><section id="H25536D620BD64D729D487D34BD182EA4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DHS Blue Campaign Enhancement Act</short-title></quote>.</text></section><section id="HF8887C63240F42AAB787CCBB6E7247B9"><enum>2.</enum><header>Department of Homeland Security Blue Campaign enhancement</header><text display-inline="no-display-inline">Section 434 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/242">6 U.S.C. 242</external-xref>) is amended—</text><paragraph id="H087B44BD00F5452D9A362CFB1ACF824A"><enum>(1)</enum><text>in subsection (e)(6), by striking <quote>utilizing resources,</quote> and inserting <quote>developing and utilizing, in consultation with the Advisory Board established pursuant to subsection (g), resources</quote>; and</text></paragraph><paragraph id="H5924A130FC9C403E8ECCEEBF6F987AB5"><enum>(2)</enum><text>by adding at the end the following new subsections:</text><quoted-block id="H2F93CB269A40416E937A45986E8926A7" style="OLC"><subsection id="H4CA74AA72D9240E09F153B7BA790C187"><enum>(f)</enum><header>Web-Based training programs</header><text>To enhance training opportunities, the Director of the Blue Campaign shall develop web-based interactive training videos that utilize a learning management system to provide online training opportunities that shall be made available to the following individuals:</text><paragraph id="H0F3341AAF4184A369F70E9347C2B234B"><enum>(1)</enum><text>Federal, State, local, Tribal, and territorial law enforcement officers.</text></paragraph><paragraph id="H976857041D714CC5B735E7C40C3E76C3"><enum>(2)</enum><text>Non-Federal correction system personnel.</text></paragraph><paragraph id="H118014E2D38644648CDFF0AE53ACFFA0"><enum>(3)</enum><text>Such other individuals as the Director determines appropriate.</text></paragraph></subsection><subsection id="HF16AC4F830A6474C8CF8B8558172FFC1"><enum>(g)</enum><header>Blue campaign advisory board</header><paragraph id="H0B035BA0CE3647EBB9B99D865076FC10"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish within the Department a Blue Campaign Advisory Board and shall assign to such Board a representative from each of the following components:</text><subparagraph id="H7E74E82D81D045AA8365642A1538A316"><enum>(A)</enum><text>The Transportation Security Administration.</text></subparagraph><subparagraph id="HCDAD713BC05C47928F3190C1279A0A47"><enum>(B)</enum><text>U.S. Customs and Border Protection.</text></subparagraph><subparagraph id="H2E3CA4C13B2A4BDC83BC534BAAC6E37F"><enum>(C)</enum><text>U.S. Immigration and Customs Enforcement.</text></subparagraph><subparagraph id="H1A0D04FB7E4648E8BEB61CDE8445DC42"><enum>(D)</enum><text>The Federal Law Enforcement Training Center.</text></subparagraph><subparagraph id="H4720295143C04B13AFB0A4825FD4DC30"><enum>(E)</enum><text>The United States Secret Service.</text></subparagraph><subparagraph id="HA38A17455F24479E891651F79198097E"><enum>(F)</enum><text>Any other components or offices the Secretary determines appropriate.</text></subparagraph></paragraph><paragraph id="H23631CD43E3D459CAF391E5F7CF153CA"><enum>(2)</enum><header>Consultation</header><text>The Director shall consult the Board established pursuant to paragraph (1) regarding the following:</text><subparagraph id="H39A2BA3DAB72491A8554863AF0D9E800"><enum>(A)</enum><text>Recruitment tactics used by human traffickers to inform the development of training and materials by the Blue Campaign.</text></subparagraph><subparagraph id="H0BB1C273D9FE49CEAEF11462018A2ECD"><enum>(B)</enum><text>The development of effective awareness tools for distribution to Federal and non-Federal officials to identify and prevent instances of human trafficking.</text></subparagraph><subparagraph id="H2578721C37F84083B747430824B25055"><enum>(C)</enum><text>Identification of additional persons or entities that may be uniquely positioned to recognize signs of human trafficking and the development of materials for such persons.</text></subparagraph></paragraph><paragraph id="H1A38F270515C43E3B440496F20A79278"><enum>(3)</enum><header>Applicability</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) does not apply to—</text><subparagraph id="H7338111526DD43348D9D0A431F11779D"><enum>(A)</enum><text>the Board; or</text></subparagraph><subparagraph id="HD23F3B2F177C46D5A8AD86A9AC65B5F9"><enum>(B)</enum><text>consultations under paragraph (2).</text></subparagraph></paragraph></subsection><subsection id="HA58182083AAE45B59519D9D12EE291DF"><enum>(h)</enum><header>Consultation</header><text>With regard to the development of programs under the Blue Campaign and the implementation of such programs, the Director is authorized to consult with State, local, Tribal, and territorial agencies, non-governmental organizations, private sector organizations, and experts. Such consultation shall be exempt from the Federal Advisory Committee Act (5 U.S.C. App.).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
