which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Water Resources Research Act of 1984 to reauthorize grants for and require applied water supply research regarding the water resources research and technology institutes established under that Act, and for other purposes.</official-title></form><legis-body id="HC28B8263DF6E4B2FAF7CFAE224AC58E2" style="OLC"><section id="H3E4D5743703248B6A16AE1EF84BD350B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Water Resources Research Amendments Act</short-title></quote>.</text></section><section id="HD011B72FA10B4156B340A25434546558"><enum>2.</enum><header>Water resources research act amendments</header><subsection id="H2FBEC5CD26D74EA09550A593B418EBA2"><enum>(a)</enum><header>Clarification of research activities</header><text>Section 104(b)(1) of the Water Resources Research Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10303">42 U.S.C. 10303(b)(1)</external-xref>) is amended—</text><paragraph id="HC067044B268C42289CE5BFD20DCE9224"><enum>(1)</enum><text>in subparagraph (B)(ii), by striking <quote>water-related phenomena</quote> and inserting <quote>water resources</quote>; and</text></paragraph><paragraph id="H731CA08276064715BEBAB83B1B6DFB9D"><enum>(2)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; and</quote>.</text></paragraph></subsection><subsection id="H8FADA2DF3E6A40B983D849F4B4BBCF33"><enum>(b)</enum><header>Compliance reports</header><text>Section 104(c) of the Water Resources Research Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10303">42 U.S.C. 10303(c)</external-xref>) is amended to read as follows:</text><quoted-block id="H1B092ADD102846D2ABC9E6F4119A6110"><subsection id="HA59F17CCEB45491FBE0D8CA52CDD7B2D" display-inline="no-display-inline"><enum>(c)</enum><header>Grants</header><paragraph id="HA5BB1FCC0A234D6F82DD6AB8ED5A9E1C"><enum>(1)</enum><header>In general</header><text>From amounts appropriated under subsection (f) and subject to subsection (e)(2), the Secretary shall—</text><subparagraph id="H2579F307D77F4623BD0005BDFD1AD018"><enum>(A)</enum><text>make grants to institutes; and</text></subparagraph><subparagraph id="H9466792253314BF4A7E0954D292A9692"><enum>(B)</enum><text>require that grants under this paragraph be matched on a basis of not less than 1 non-Federal dollar for every 1 Federal dollar.</text></subparagraph></paragraph><paragraph id="H2C098D9BAC7F49F9AA5069CA130D7A54"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than December 31 of each fiscal year, the Secretary shall submit a report regarding the compliance of each institute that received a grant under paragraph (1) for the immediately preceding fiscal year to each of the following:</text><subparagraph id="H271F9DCFB93D4B429D4563F26209C09B"><enum>(A)</enum><text>The Committee on Environment and Public Works of the Senate.</text></subparagraph><subparagraph id="HB98C32BBC8F3403F8E477D185F544ECC"><enum>(B)</enum><text>The Committee on the Budget of the Senate.</text></subparagraph><subparagraph id="H67FC1979695540A5993B88517569B7FD"><enum>(C)</enum><text>The Committee on Natural Resources of the House of Representatives.</text></subparagraph><subparagraph id="H1CA74887E9BB4E01806B55FC7AD5CDDA"><enum>(D)</enum><text>The Committee on Transportation and Infrastructure of the House of Representatives.</text></subparagraph><subparagraph id="H418155D16CAC402284B651D00BECB6BC"><enum>(E)</enum><text>The Committee on the Budget of the House of Representatives.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H0F0EC76E9D5B46BEB209C02B1308CA83"><enum>(c)</enum><header>Evaluation of water resources research program</header><text>Section 104(e) of the Water Resources Research Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10303">42 U.S.C. 10303</external-xref>) is amended to read as follows:</text><quoted-block id="H720EFC78554D464FA9BBB426ECC1B795" style="OLC"><subsection id="HB29A8F10BA84437DB01774EA1C2FDF62"><enum>(e)</enum><header>Evaluation of water resources research program</header><paragraph id="H22071CB8C497436BADBFC2E8C20FCD3D"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a careful and detailed evaluation of each institute at least once every 5 years to determine—</text><subparagraph id="H4F2EE865463F46F097A37542C2BB8E41"><enum>(A)</enum><text>the quality and relevance of the water resources research of the institute;</text></subparagraph><subparagraph id="H065A47C09CA048B98C0BF4CDDD0D76BF"><enum>(B)</enum><text>the effectiveness of the institute at producing measured results and applied water supply research; and</text></subparagraph><subparagraph id="HACDEE7E8CA89407D8C0591E575BDA291"><enum>(C)</enum><text>whether the effectiveness of the institute as an institution for planning, conducting, and arranging for research warrants continued support under this section.</text></subparagraph></paragraph><paragraph id="H54FB6B3520CF4779B6DF41DA6588F103"><enum>(2)</enum><header>Prohibition on further support</header><text>If, as a result of an evaluation under paragraph (1), the Secretary determines that an institute does not qualify for further support under this section, no further grants to the institute may be provided until the qualifications of the institute are reestablished to the satisfaction of the Secretary.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H808C44B24BE441DEB30A339D3BC2113A"><enum>(d)</enum><header>Authorization of appropriations</header><text>Section 104(f)(1) of the Water Resources Research Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10303">42 U.S.C. 10303(f)(1)</external-xref>) is amended by striking <quote>$12,000,000 for each of fiscal years 2007 through 2011</quote> and inserting <quote>$12,000,000 for each fiscal years 2022 through 2025</quote>.</text></subsection><subsection id="HAEAFED6126C1456FAE950AF4A2D916D2"><enum>(e)</enum><header>Additional appropriations where research focused on water problems of interstate nature</header><text>Section 104(g)(1) of the Water Resources Research Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10303">42 U.S.C. 10303(g)(1)</external-xref>) is amended by striking <quote>$6,000,000 for each of fiscal years 2007 through 2011</quote> and inserting <quote>$6,000,000 for each of fiscal years 2022 through 2025</quote>.</text></subsection></section></legis-body></bill>
