Lithium-based battery recycling research and development program.</toc-entry></toc></subsection></section><section id="H796755C2D31E4EA9AA26B92B156191FF" commented="no"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HE33ADDAB6B9A436C8E14746583A697A0" commented="no"><enum>(1)</enum><header>Department</header><text display-inline="yes-display-inline">The term <term>Department</term> means the Department of Energy.</text></paragraph><paragraph id="H57378F122A9D4969AEC92CA2612B257E" commented="no"><enum>(2)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given that term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph><paragraph id="H22791A5CAA364C0897E232490B0DFFAC" commented="no"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph id="HEDF9928B184E43E2A3A4024AB8FAABDF" commented="no"><enum>(4)</enum><header>Recyclable plastic</header><text>The term <term>recyclable plastic</term> means plastic that is designed to be readily, economically, and efficiently recyclable or otherwise recoverable for beneficial use.</text></paragraph><paragraph id="H95C9D8510251421CAC8C0FC99AB2703E" commented="no"><enum>(5)</enum><header>Critical material</header><text display-inline="yes-display-inline">The term <term>critical material</term> has the meaning given such term in section 7002 of Division Z of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>).</text></paragraph><paragraph id="H8B68528242CE4A7E93E6410AD6024D42" commented="no"><enum>(6)</enum><header>Composite</header><text>The term <term>composite</term> means plastic reinforced with fiber or particulate secondary material like bio-derived fibers, carbon fibers, glass or any other solid material.</text></paragraph></section><section id="HF6D9A1AE0DB448B799051188B78647C2"><enum>3.</enum><header>Optimized plastics recycling research and development program</header><subsection id="H1B30C269A78C4121B06BE60337A6D691"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall carry out a research, development, and demonstration program to accelerate innovation in energy-efficient recyclable plastics, next-generation plastics, and composites recycling and upcycling strategies and technologies, in order to increase the economic value of plastics supply streams and to reduce the environmental impact of global plastics consumption.</text></subsection><subsection id="H46523AB386074E91B3256D9107169C6E"><enum>(b)</enum><header>Execution</header><text>In carrying out the program under this section, the Secretary shall—</text><paragraph id="HA471196598DB4479AF538D1C86EC6983"><enum>(1)</enum><text>develop novel collection and sorting technologies to prevent plastics and composites, including waterborne plastics, from entering landfills and the marine environment;</text></paragraph><paragraph id="HB04D856FF47548579598A74FEE7B305F"><enum>(2)</enum><text>develop biological, chemical, and hybrid bio-chemical technologies and methods for deconstructing plastic and composite waste into useful chemical and material streams;</text></paragraph><paragraph id="HB6905393B65B42E4957886BC52AC03C2"><enum>(3)</enum><text>develop technologies to upcycle waste, including chemical, material, and gaseous streams, into higher-value products;</text></paragraph><paragraph id="HC59481182CAD4C1D85C532E8469C6754"><enum>(4)</enum><text>develop new economically recyclable-by-design plastics and composites that can be scaled for domestic manufacturability and recovery;</text></paragraph><paragraph id="H88FF2D17B8DA436C81DA223CF2740B96"><enum>(5)</enum><text>develop new energy-efficient advanced manufacturing techniques for reclaimed plastics and composites; and</text></paragraph><paragraph id="HC2F9D5EAE06A428189A8221DB1A8020A"><enum>(6)</enum><text display-inline="yes-display-inline">develop new data collection methods and practices in collaboration with relevant Federal agencies and the National Laboratories.</text></paragraph></subsection><subsection id="HAADC739AE8BF498B84204C0ACDAC3C68"><enum>(c)</enum><header>Leveraging</header><text>In carrying out the program under this section, the Secretary shall leverage resources and expertise from—</text><paragraph id="HAEFC04DC1C4B44968E811B207EF2FC30"><enum>(1)</enum><text>the Basic Energy Sciences Program and the Biological and Environmental Research Program of the Office of Science; and</text></paragraph><paragraph id="H88CA787D2FB44412A31BC5277FE0C554"><enum>(2)</enum><text>the Office of Energy Efficiency and Renewable Energy.</text></paragraph></subsection><subsection id="H3A4AB4F7681F418C84CB929C21459759"><enum>(d)</enum><header>Standard of review</header><text display-inline="yes-display-inline">The Secretary shall periodically review activities carried out under the program under this section to determine the achievement of technical milestones as determined by the Secretary.</text></subsection><subsection id="H30F103BC990D4364BCE0A773DC71E5F1"><enum>(e)</enum><header>Funding</header><text>From within funds authorized to be appropriated—</text><paragraph id="H07FF0A4C407740CF89C7EA57393854C7"><enum>(1)</enum><text>to the Department’s Office of Science, there shall be made available to the Secretary to carry out the program under this section $15,000,000 for each of fiscal years 2022 through 2026; and</text></paragraph><paragraph id="H7475BAE7B26641DCB024655F5809AD18"><enum>(2)</enum><text>to the Department’s Office of Energy Efficiency and Renewable Energy, there shall be made available to the Secretary to carry out the program under this section $25,000,000 for each of fiscal years 2022 through 2026.</text></paragraph></subsection></section><section id="HB9A43D4D24A747E1AD4AE7AE390DB871"><enum>4.</enum><header>Lithium-based battery recycling research and development program</header><subsection id="HA127527BCFE94BE0825C5F4CEF0F393E"><enum>(a)</enum><header>In general</header><text>The Secretary shall carry out a research, development, and demonstration program to support the development of—</text><paragraph id="HB76DBDA272A84C86B4FBAB0DB859EC59"><enum>(1)</enum><text>advanced materials for batteries with considerations given to resource availability and environmentally benign disposal and recycling; and</text></paragraph><paragraph id="H0F9273087D5C4B13B6E8C781277DBD6D"><enum>(2)</enum><text>innovative technologies to reclaim and recycle critical materials from advanced and lithium-based battery technologies used in consumer electronics, defense, stationary storage, and transportation applications.</text></paragraph></subsection><subsection id="HC5334B9049524676865F5B308C6C9215"><enum>(b)</enum><header>Execution</header><text display-inline="yes-display-inline">In carrying out the program under this section, the Secretary shall—</text><paragraph id="H653C78EF86FC4B37913BCC2D6C1B146E"><enum>(1)</enum><text>promote the discovery of new domestically sourced raw materials for batteries that can degrade without causing damage to the environment;</text></paragraph><paragraph id="H918913E399C04237AF6A5E45A20EB651"><enum>(2)</enum><text display-inline="yes-display-inline">develop innovative and cost-effective technologies and processes for the collection, storage, and transportation of discarded lithium-based batteries that prioritize the use of domestic mining resources; and</text></paragraph><paragraph id="H3DAAB9D7FBE2456895DC581D656BD6AD"><enum>(3)</enum><text display-inline="yes-display-inline">research and develop cost-effective recycling processes to recover critical materials from discarded lithium-based batteries and enable their reintroduction in new lithium-based cell technologies and increase availability of domestically sourced raw materials for batteries and for use in other relevant industries.</text></paragraph></subsection><subsection id="H761DD98BE9F448F79FE3F253A713E8FD"><enum>(c)</enum><header>Leveraging</header><text display-inline="yes-display-inline">In carrying out the program under this section, the Secretary shall leverage resources and expertise from—</text><paragraph id="HB1E72316DD1D4FD198F1D6A223923E9C"><enum>(1)</enum><text>the Basic Energy Sciences Program of the Office of Science;</text></paragraph><paragraph id="HC7389BEC44EB4983BEB2EBEF36F7D5C9"><enum>(2)</enum><text>the Office of Energy Efficiency and Renewable Energy, including current lithium-based battery recycling activities supported by the Vehicle Technologies Office within the Office of Energy Efficiency and Renewable Energy;</text></paragraph><paragraph id="H7214398AED0A4CCA8B041B706A5F66C9"><enum>(3)</enum><text display-inline="yes-display-inline">the Office of Fossil Energy; and</text></paragraph><paragraph id="H05EC014109BC419FB0C749DDA904CAD8"><enum>(4)</enum><text>the Office of Technology Transitions.</text></paragraph></subsection><subsection id="HB3545B8F922244AAA4A33AA1B59A5D57" commented="no"><enum>(d)</enum><header>Standard of review</header><text display-inline="yes-display-inline">The Secretary shall periodically review activities carried out under the program under this section to determine the achievement of technical milestones as determined by the Secretary.</text></subsection><subsection id="H57B6D5A5C42E4F8F83C7EFC23C4A5B90"><enum>(e)</enum><header>Funding</header><text>From within funds authorized to be appropriated—</text><paragraph id="H1C72B817C0D64601BEDF7053687D990E"><enum>(1)</enum><text>to the Department’s Office of Science, there shall be made available to the Secretary to carry out the activities under this section $10,000,000 for each of fiscal years 2022 through 2026; </text></paragraph><paragraph id="H999FD8C0EBEF4558A8A8A9490EF08EE4"><enum>(2)</enum><text>to the Department’s Office of Energy Efficiency and Renewable Energy, there shall be made available to the Secretary to carry out the activities under this section $10,000,000 for each of fiscal years 2022 through 2026; and</text></paragraph><paragraph id="H701C27B3DB0D4D54A636AA1B499D8DD6"><enum>(3)</enum><text display-inline="yes-display-inline">to the Department’s Office of Fossil Energy, there shall be made available to the Secretary to carry out the activities under this section $5,000,000 for each of fiscal years 2022 through 2026.</text></paragraph></subsection></section></legis-body></bill>
