R. 270</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210111">January 11, 2021</action-date><action-desc><sponsor name-id="Y000033">Mr. Young</sponsor> (for himself, <cosponsor name-id="D000191">Mr. DeFazio</cosponsor>, and <cosponsor name-id="B001278">Ms. Bonamici</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the market name of genetically altered salmon in the United States, and for other purposes.</official-title></form><legis-body id="H8F006EC1A056465BA4A8E4112A84CFB0" style="OLC"><section id="H2ACB8F809C174696AED5CFF5C261D6AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Genetically Engineered Salmon Labeling Act</short-title></quote>.</text></section><section id="H72ADF698777B42718D84C7D21C213FC4"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">It is the purpose of this Act to—</text><paragraph id="HF1C5B250EC864AD898468E1CF7B3E8C5"><enum>(1)</enum><text display-inline="yes-display-inline">ensure that consumers in the United States can make informed decisions when purchasing salmon; and</text></paragraph><paragraph id="HC6B759AF2F0B47909C8F3A01AF103998"><enum>(2)</enum><text>authorize an independent scientific review of—</text><subparagraph id="H22CBEAB3C44445E79028408E6464BDFF"><enum>(A)</enum><text>the possible effects of genetically engineered salmon on wild salmon stocks; and</text></subparagraph><subparagraph id="HB28CD77992E84FEC94ABC625F079C83A"><enum>(B)</enum><text>the Food and Drug Administration’s approval of genetically engineered salmon for human consumption.</text></subparagraph></paragraph></section><section id="HF9CCF330B907472A9BB54166FFD898D2"><enum>3.</enum><header>Market name for genetically engineered salmon</header><subsection id="H5AE1FF204D4F46F08B389F369083D2A3"><enum>(a)</enum><header>In General</header><text>Notwithstanding any other provision of law, for purposes of applying the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/301">21 U.S.C. 301</external-xref> et seq.), the acceptable market name of any salmon that is genetically engineered shall include the words “Genetically Engineered” or <quote>GE</quote> prior to the existing acceptable market name.</text></subsection><subsection id="H09307485EDAC4393AC5BEA3A0DFD1A80"><enum>(b)</enum><header>Definition</header><text>For purposes of this section, salmon is genetically engineered if it has been modified by recombinant DNA (rDNA) techniques, including the entire lineage of salmon that contain the rDNA modification.</text></subsection></section><section id="HEBC86E23557D4970B94B20DDA5744C70"><enum>4.</enum><header>Third-party review of certain salmon approval</header><text display-inline="no-display-inline">The Secretary of Health and Human Services shall ensure that an independent scientific organization conducts a review of the environmental assessment that was carried out by the Food and Drug Administration in support of an approval of a new animal drug application related to AquAdvantage Salmon, dated November 12, 2015.</text></section></legis-body></bill>
