To establish the policy of the United States regarding the no-first-use 
                          of nuclear weapons.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. POLICY ON NO-FIRST-USE OF NUCLEAR WEAPONS.

    It is the policy of the United States to not use nuclear weapons 
first.
