<section id="H78214D3C00444D7D8AC57D308E1BC13A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Opportunities to Use Transportation for Economic Success Act</short-title></quote> or the <quote><short-title>ROUTES Act</short-title></quote>. </text></section> <section id="HC3FA0C1937854677B16AB23E943AE45A" section-type="subsequent-section"><enum>2.</enum><header>Rural opportunities to use transportation for economic success initiative</header> <subsection id="H11D632448D6240D5BEBEBCCFAE91FE9D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall establish the Rural Opportunities to Use Transportation for Economic Success Initiative (hereinafter referred to as the <quote>ROUTES Office</quote>), to—</text>
<paragraph id="H50A29F6A43AC42CD85D85F9553D46D57"><enum>(1)</enum><text>improve analysis of rural projects applying for Department of Transportation discretionary grants, including ensuring that project costs, local resources, and the larger benefits to the American people and the economy are appropriately considered; and</text></paragraph> <paragraph id="H4D6377539D3444C29AC53CE8DD012A78"><enum>(2)</enum><text>provide rural communities with technical assistance for meeting the Nation’s transportation infrastructure investment need in a financially sustainable manner.</text></paragraph></subsection>
<subsection id="H03F4E2AC086F4C39AFCEF950CFD023AA"><enum>(b)</enum><header>Objectives</header><text>The ROUTES Office shall—</text> <paragraph id="H1C8F4967EC0F4E0C9D5C9CD424EA1613"><enum>(1)</enum><text>collect input from knowledgeable entities and the public on the benefits of rural transportation projects, the technical and financial assistance required for constructing and operating rural transportation infrastructure and services, and barriers and opportunities to funding such rural transportation projects;</text></paragraph>
<paragraph id="H6E107B659AC44129BBB4B686D64BD14A"><enum>(2)</enum><text>evaluate data on rural transportation challenges and determining methods to align the Department of Transportation’s discretionary funding and financing opportunities with the needs of rural communities for meeting National transportation goals; and</text></paragraph> <paragraph id="HECA9DDE3BFB04B9F93ABAA5550F74987"><enum>(3)</enum><text>educate rural communities about applicable Department of Transportation discretionary grants, developing effective methods to evaluate rural projects in discretionary grant programs, and communicating those methods through program guidance.</text></paragraph></subsection>
<subsection id="HDDB684BD84924F949D3DE9270050DCF3"><enum>(c)</enum><header>ROUTES Council</header>
<paragraph id="HD1EAB9F4D0154AE9932070AD18836604"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish the ROUTES Council (hereinafter referred to as the <quote>Council</quote>) to—</text> <subparagraph id="H26DF59B1C5A54EA79BA6A97DF8044303"><enum>(A)</enum><text>organize, guide, and lead the ROUTES Office; and</text></subparagraph>
<subparagraph id="HE9078F4FCFE147D38ECAF4C73FA3CA7A"><enum>(B)</enum><text>coordinate rural-related funding programs and assistance among the modal administrations.</text></subparagraph></paragraph> <paragraph id="HFF8F5EE73416423780E9E0C2E78C1098"><enum>(2)</enum><header>Membership</header> <subparagraph id="H1038C6890CDE42F8B5116E48C7416218"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Council shall be composed of the following officers of the Department of Transportation, or their designees:</text>
<clause id="H56E2434D54704C38A0F92448D8CA69E5"><enum>(i)</enum><text>The Under Secretary of Transportation for Policy.</text></clause> <clause id="HF56BBFBEAF9A4BBBA24F81BFBA663D32"><enum>(ii)</enum><text>The General Counsel.</text></clause>
<clause id="H6E27CF6B0E8E4F2EA366CD77CF881193"><enum>(iii)</enum><text>The Chief Financial Officer and Assistant Secretary for Budget and Programs.</text></clause> <clause id="H75AD8B4865444CBC86C9513ED0DC96E1"><enum>(iv)</enum><text>The Assistant Secretary for Research and Technology.</text></clause>
<clause id="HF4C4169B0D9648CAB70986FB0056977C"><enum>(v)</enum><text>The Administrators of the—</text> <subclause id="H51A1904880704312A104119A3BF65888"><enum>(I)</enum><text>Federal Aviation Administration;</text></subclause>
<subclause id="H9C70B72E47B74838935435B795AC1989"><enum>(II)</enum><text>Federal Highway Administration;</text></subclause> <subclause id="HFC571E6A278346C6B74573ACE4480FD2"><enum>(III)</enum><text>Federal Railroad Administration; and</text></subclause>
<subclause id="HFBB473EF078647ABB30C604FB3E0E7D0"><enum>(IV)</enum><text>Federal Transit Administration.</text></subclause></clause> <clause id="H1C47FE52EFE04A2F8128FAE76690058D"><enum>(vi)</enum><text>The Chief Infrastructure Funding Officer.</text></clause>
<clause id="H0A027F52A5334440A81D6C893C9E66F3"><enum>(vii)</enum><text>The Assistant Secretary of Government Affairs.</text></clause> <clause id="HB964D55385414160A48E408C11F26BF1"><enum>(viii)</enum><text>The Director of the Office of Public Affairs.</text></clause></subparagraph>
<subparagraph id="H06FC89BCE8FB4DCEA8C37D2EF2CF0777"><enum>(B)</enum><header>Chair</header><text>The Under Secretary of Transportation for Policy shall be the Chair of the Council.</text></subparagraph> <subparagraph id="HBCD1D13CDC6049A0B401005E37C29765"><enum>(C)</enum><header>Additional Members</header><text>The Secretary of Transportation or the Chair of the Council may designate additional members to serve on the Council.</text></subparagraph></paragraph>
<paragraph id="H09E6DFCD695447AC9F40F1F5856D709D"><enum>(3)</enum><header>Additional modal input</header><text>To address issues related to safety and transport of rural commodities, the Council shall consult with the Administrators (or their designees) of the—</text> <subparagraph id="H7248D7D97FCA4DC7BD42948EDE699B3C"><enum>(A)</enum><text>Maritime Administration;</text></subparagraph>
<subparagraph id="H060ECF21AF784C14914E03BB51E02077" commented="no"><enum>(B)</enum><text>Great Lakes St. Lawrence Seaway Development Corporation; and </text></subparagraph> <subparagraph id="HB975F08D88A24F5E9FE22BC233BA08E6"><enum>(C)</enum><text>National Highway Traffic Safety Administration.</text></subparagraph></paragraph>
<paragraph id="HB55A6596987A4DDDB825FEB03D93B6D5"><enum>(4)</enum><header>Duties</header><text>Members of the Council shall—</text> <subparagraph id="HB0E034E66D314584AB28089043BF5B2A"><enum>(A)</enum><text>participate in all meetings and relevant Council activities and be prepared to share information relevant to rural transportation infrastructure projects and issues;</text></subparagraph>
<subparagraph id="HA1CF687027994C5B8D086B9A23F7A197"><enum>(B)</enum><text>provide guidance and leadership on rural transportation infrastructure issues and represent the work of the Council and Department of Transportation on such issues to external stakeholders; and</text></subparagraph> <subparagraph id="H71A5BDD3F42C47B8846AEC4A8D5AB6AA"><enum>(C)</enum><text>recommend initiatives to the Chair of the Council to consider, establish, and staff any resulting activities or working groups.</text></subparagraph></paragraph>
<paragraph id="HDD36915BCCBB42B3A5F9469E8A6D70DD"><enum>(5)</enum><header>Meetings</header><text>The Council shall meet bimonthly.</text></paragraph> <paragraph id="HDE92783DAB5345F291D725082EC92275"><enum>(6)</enum><header>Work products and deliverables</header><text>The Council may develop work products or de­liv­er­ables to meet its goals, including—</text>
<subparagraph id="H089AA74C4DA04249A8C189D8CB7AD1A2"><enum>(A)</enum><text>an annual report to Congress describing Council activities for the past year and expected activities for the coming year;</text></subparagraph> <subparagraph id="H0B2C9CCB578E4434B583A236A4447BC3"><enum>(B)</enum><text>any recommendations to enhance the effectiveness of Department of Transportation discretionary grant programs regarding rural infrastructure issues; and</text></subparagraph>
<subparagraph id="H91C1DDF9695348B5B2ABCE58C5CFF67F"><enum>(C)</enum><text>other guides and reports for relevant groups and the public. </text></subparagraph></paragraph></subsection></section> </legis-body> </bill>
