<official-title display="yes">To include Portugal in the list of foreign states whose nationals are eligible for admission into the United States as E–1 and E–2 nonimmigrants if United States nationals are treated similarly by the Government of Portugal and to otherwise modify the eligibility criteria for E visas.</official-title>

<section id="HFC45427E330D472FB2F1CBEA0CA026F5" section-type="section-one"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Mutual Interests and Growing Our Success Act</short-title></quote> or the <quote><short-title>AMIGOS Act</short-title></quote>.</text></section> <section id="HC6FB5FD9D3E94F2697DB833DC3DE1860"><enum>2.</enum><header>Nonimmigrant traders and investors</header><text display-inline="no-display-inline">For purposes of clauses (i) and (ii) of section 101(a)(15)(E) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)(E)</external-xref>), Portugal shall be considered to be a foreign state described in such section if the Government of Portugal provides similar nonimmigrant status to nationals of the United States.</text></section> 
<section id="H1741D006A70A446EB5A3ACFBD9F49F84"><enum>3.</enum><header>Modification of eligibility criteria for E visas</header><text display-inline="no-display-inline">Section 101(a)(15)(E) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)(E)</external-xref>) is amended—</text> <paragraph id="H06B7AB5B88DF40EC93CDECDB01274CA1"><enum>(1)</enum><text>in the matter preceding clause (i)—</text> 
<subparagraph id="HF97137D6237E4807969E1EE8428E132C"><enum>(A)</enum><text>by inserting <quote>(or, in the case of an alien who acquired the relevant nationality through a financial investment and who has not previously been granted status under this subparagraph, the foreign state of which the alien is a national and in which the alien has been domiciled for a continuous period of not less than 3 years at any point before applying for a nonimmigrant visa under this subparagraph)</quote> before <quote>, and the spouse</quote>; and</text></subparagraph> <subparagraph id="H257B5E2CF4274614B5ECF6E77E3727FA"><enum>(B)</enum><text>by striking <quote>him</quote> and inserting <quote>such alien</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H99CC34DCDBE343A5A686D317C8813BA1"><enum>(2)</enum><text>by striking <quote>he</quote> each place such term appears and inserting <quote>the alien</quote>.</text></paragraph></section> <section id="HA2F296ED67054403B35FAF7D8ABA07F8"><enum>4.</enum><header>Determination of budgetary effects</header><text display-inline="no-display-inline">The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</text></section>
