<official-title display="yes">To provide for a study by the National Academies of Sciences, Engineering, and Medicine examining the impact of ocean acidification and other stressors in estuarine environments.</official-title>

<section id="HD5643848F58149DFBDEB13C43B6FC8F1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Estuaries and Acidification Research Act of 2021</short-title></quote> or the <quote><short-title>NEAR Act of 2021</short-title></quote>.</text></section> <section id="HB1BE8BAD5F10403E8632F05C2645874B"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
<paragraph id="HF3911965381B4C698A5E0F9EA61231D2"><enum>(1)</enum><text>Ocean acidification impacts human health, natural resources, and the environmental, economic, and recreational uses of the coastline.</text></paragraph> <paragraph id="HCB480309F783485CA596562D917C6A89"><enum>(2)</enum><text>The current understanding of ocean acidification impacts on estuarine ecosystems is inadequate to fully prepare and manage for changing environmental conditions in nearshore locations.</text></paragraph>
<paragraph id="HFF827CCB427A4E9481DE9E0D844AEE7C"><enum>(3)</enum><text>While pH can be measured with high precision and accuracy in open ocean environments, more understanding of the carbonate system in estuarine ecosystems is needed for precise and accurate measurements and observations.</text></paragraph> <paragraph id="H9DAD16D11C524716AE678C80CF48B5B9"><enum>(4)</enum><text>The interaction of multiple stressors, including salinity, pH, temperature, sea level rise, and nutrient input, within estuarine ecosystems is inadequately understood for managing the health, economic, recreational, and environmental impacts driven by these interactions.</text></paragraph>
<paragraph id="H8E12A4D0F81641D98830DCDFAED5B807"><enum>(5)</enum><text>A better understanding is needed of how anthropogenic influences in coastal environments affect estuarine ecosystems.</text></paragraph> <paragraph id="HFCC91B30EA994BEA9D073D236202D264"><enum>(6)</enum><text>More integration and coordination is needed among regional, national, and global environmental observations in estuarine environments, supporting prior investments in related topics such as nutrient loading, hypoxia, ocean acidification, and harmful algae bloom research and observational systems.</text></paragraph></section>
<section id="H18D406F1D3E54B99A066E460DB42087B"><enum>3.</enum><header>Study examining the impact of ocean acidification and other environmental stressors on estuarine environments</header>
<subsection id="HC9DBC4A16F9942CE9E323CF9889D15E0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of this Act, the Secretary of Commerce shall make appropriate arrangements with the National Academies of Sciences, Engineering, and Medicine (referred to in this Act as the <quote>National Academies</quote>) under which the National Academies shall conduct a study that—</text> <paragraph id="H17212A9A5A814DD6B648CC0680579A1B"><enum>(1)</enum><text>examines the existing science of ocean acidification in estuarine environments;</text></paragraph>
<paragraph id="HC106145533854ABD8B5C199C1C556EAB"><enum>(2)</enum><text>examines the challenges to studying ocean acidification and ocean acidification’s interactions with other environment stressors in estuarine environments;</text></paragraph> <paragraph id="HE3D1ADAECF0C4F65B6B48AF1CDEB4AFC"><enum>(3)</enum><text display-inline="yes-display-inline">provides recommendations for improving future research with respect to ocean acidification in estuarine environments; and</text></paragraph>
<paragraph id="H9D01AC3A1C4B4203B3CCB2A4DD55937D"><enum>(4)</enum><text display-inline="yes-display-inline">identifies pathways for applying science in management and mitigation decisions relating to ocean acidification in estuarine environments.</text></paragraph></subsection> <subsection id="HFB0C22452A1041A890D1B083892532A3"><enum>(b)</enum><header>Contents of study</header><text>The study described under subsection (a) shall include—</text>
<paragraph id="HD48CFD2012F745BB87B5DE714CD9DB16"><enum>(1)</enum><text display-inline="yes-display-inline">the behavior of the carbonate system within estuarine environments;</text></paragraph> <paragraph id="H8DDB846BB23D414F92EE59F6FAA383A1"><enum>(2)</enum><text>the interactions of the carbonate system with other biotic and abiotic characteristics of estuarine ecosystems;</text></paragraph>
<paragraph id="H4C94488870514A49855A78BAF5C29425"><enum>(3)</enum><text>how environmental and anthropogenic changes or disturbances could affect abiotic and biotic processes within estuaries;</text></paragraph> <paragraph id="HE5855103B72441D9B19D4115C95C8416"><enum>(4)</enum><text>how estuarine biotic and abiotic processes will be affected under predicted environmental changes;</text></paragraph>
<paragraph id="H4B4A158FB07D414EB6FAFCAA6DB6FC23"><enum>(5)</enum><text>the current state of data collection, interpretation, storage, and retrieval and observational infrastructure of abiotic and biotic parameters in estuarine ecosystems;</text></paragraph> <paragraph id="H7A87C01F3CCB442EA14667C2F7F230BD"><enum>(6)</enum><text>the gaps that exist in understanding the socio-economic and health impacts of ocean acidification in estuaries;</text></paragraph>
<paragraph id="H5770BC8C72444710917D96BD746E954F"><enum>(7)</enum><text>future directions for scientific research; and</text></paragraph> <paragraph id="HE150D957A0D9428F8A01B0E019B15484"><enum>(8)</enum><text>pathways for applying science in management and mitigation decisions.</text></paragraph></subsection>
<subsection id="H414A97203E1641F9AE89BDF3A51B9916"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">In entering into an arrangement under subsection (a), the Secretary shall request that the National Academies transmit to Congress a report on the results of the study not later than 24 months after the date of enactment of this Act.</text></subsection> <subsection id="HB4C130678B8C45E598B05CFFB7763B7B"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $1,000,000.</text></subsection></section>
