which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the Amache National Historic Site in the State of Colorado as a unit of the National Park System, and for other purposes.</official-title></form><legis-body id="H224D6FDC6D194BF68AECFF6AFAB54B48" style="OLC"><section id="H761280AF102B411BBDE4A4D446C5F9F2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Amache National Historic Site Act</short-title></quote>.</text></section><section id="H62394496E4C74802BB570FFC148B072B"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline"> In this Act:</text><paragraph id="H0A6CB5CECB0540FEBF69572FDFB38E31"><enum>(1)</enum><header>National historic site</header><text>The term <term>National Historic Site</term> means the Amache National Historic Site established by section 3(a).</text></paragraph><paragraph id="HFB5BF79EE950445DA96ADE69445B35AB"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text></paragraph></section><section id="H68521A4FFF7447F7ABFB80117E507B2F"><enum>3.</enum><header>Amache national historic site</header><subsection id="H6C7BF8ACC23B41AFA35ED11984EFE83F"><enum>(a)</enum><header>Establishment</header><text>There is established the Amache National Historic Site in the State of Colorado as a unit of the National Park System.</text></subsection><subsection id="H3E4448E3BAB440C5B0AD2650242E6240"><enum>(b)</enum><header>Purpose</header><text>The purpose of the National Historic Site is to preserve, protect, and interpret for the benefit of present and future generations resources associated with—</text><paragraph id="H661C5612DCEC47CD86A63D32A76A69D4"><enum>(1)</enum><text>the incarceration of civilians of Japanese ancestry during World War II at Amache, also known as the Granada Relocation Center, and the military service of center incarcerees;</text></paragraph><paragraph id="H923E0176F0F24A0FA07027ED2A7595C2"><enum>(2)</enum><text>public reaction in the State of Colorado to the incarceration of Japanese Americans, including the position of Governor Ralph Carr and the local community; and</text></paragraph><paragraph id="H1443F5E4175B4C25AEAFAD8C7C9DED27"><enum>(3)</enum><text>the transition of the incarcerees and their descendants following the closure of the center and resettlement in the State of Colorado and other States.</text></paragraph></subsection><subsection id="H86DA099A1D2F4F9B91E69C7A041F1EEB"><enum>(c)</enum><header>Map; boundaries</header><paragraph id="HB8C3CE6622254609B8380A740B033E1F"><enum>(1)</enum><header>Map</header><text>As soon as practicable after the date of the enactment of this Act, the Secretary shall prepare a map, in consultation with the town of Granada, of the National Historic Site.</text></paragraph><paragraph id="H34E834711C9D4B86B17DFE75BDA65707"><enum>(2)</enum><header>Availability of map</header><text>The map prepared under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text></paragraph><paragraph id="H3757610C88F440468BFC234C40E41259"><enum>(3)</enum><header>Boundaries</header><text>The boundaries of the National Historic Site shall be the boundaries generally depicted on the map prepared under paragraph (1).</text></paragraph></subsection><subsection id="H263E5C96B6154C5E8C602219CE275B6D"><enum>(d)</enum><header>Property acquisition authority</header><paragraph id="HC275C38B980442299B9E2F0E3DA89C1C"><enum>(1)</enum><header>Real property</header><text>The Secretary may acquire any land or interests in land located within the exterior boundary of the National Historic Site by—</text><subparagraph id="H4AB30E635757475EB901977D9CAA383C"><enum>(A)</enum><text>donation; or</text></subparagraph><subparagraph id="H271654978AB94BD08BBF1C983C5F07BB"><enum>(B)</enum><text>purchase with donated or appropriated funds.</text></subparagraph></paragraph><paragraph id="H5E2281CB819E44788DE06E2A6B2363C6"><enum>(2)</enum><header>Personal property</header><text>The Secretary may acquire personal property associated with the purposes of the site only by donation.</text></paragraph></subsection><subsection id="H5F03DA0CB3834BDC997708D9AC406939"><enum>(e)</enum><header>Conditions</header><text>The site shall not be established until the date on which the Secretary acquires sufficient land within the exterior boundary of the site to constitute a manageable unit.</text></subsection><subsection id="H025164B9CCEC4749948C6FE287791F1F"><enum>(f)</enum><header>Administration</header><paragraph id="H8B3CA825968343BD86CE0D478EEC57AB"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer the National Historic Site in accordance with—</text><subparagraph id="H65F7F092F8204A22A4ED82F1F262AA1F"><enum>(A)</enum><text>this Act; and</text></subparagraph><subparagraph id="H3514FB86B03A4A529F873E1F0F4FA835"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System.</text></subparagraph></paragraph><paragraph id="H77B23A0DA0494CF1840A03A5D669EFC1"><enum>(2)</enum><header>Management plan</header><subparagraph id="H6B2C75C2ED9446099D26DC6EF9CBF3F7"><enum>(A)</enum><header>Deadline for completion</header><text>Not later than 3 years after the date on which funds are first made available to the Secretary for this purpose, the Secretary shall prepare a general management plan for the National Historic Site in accordance with section 100502 of title 54, United States Code.</text></subparagraph><subparagraph id="H2C00013965154F9F8E01E02ACAADB09D"><enum>(B)</enum><header>Inclusion</header><text>The general management plan prepared under subparagraph (A) shall identify, as appropriate, the roles and responsibilities of the National Park Service and any applicable management entity in administering and interpreting the National Historic Site and areas affiliated with the National Historic Site in a manner that does not interfere with existing operations and the continued use of existing facilities at the National Historic Site.</text></subparagraph><subparagraph id="H8F8C37472D02438DB34F8F604860D852"><enum>(C)</enum><header>Submission to congress</header><text>On completion of the general management plan under subparagraph (A), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives the general management plan prepared under that subparagraph.</text></subparagraph></paragraph></subsection><subsection id="HA10D73E6D4D54B61BE85E15D553E045E"><enum>(g)</enum><header>Administrative facilities</header><text>For the purposes of ensuring the preservation, protection, and proper management of the site and associated resources, the Secretary may establish facilities for administration, visitor services, and curation of personal property, outside the exterior boundaries of, and in the vicinity of, the site.</text></subsection><subsection id="H3B8BB72DE2FC4F7C9F196E73C5056EFE"><enum>(h)</enum><header>Cooperative agreements</header><text>The Secretary may enter into agreements with—</text><paragraph id="H6ACDC35D9B7B4DA3B826E6A2D0EB83AB"><enum>(1)</enum><text>the public or private entities for the purpose of establishing and operating facilities outside of the exterior boundary of the site for administration, visitor services and curation of personal property; and</text></paragraph><paragraph id="H46490522BC434E30A76CFEEC3C8FBCAA"><enum>(2)</enum><text>other public or private entities for the purposes of carrying out this Act.</text></paragraph></subsection><subsection id="H26ED5D78465B4FDE889EB9C53D98A28D"><enum>(i)</enum><header>Effect on water rights</header><text>Nothing in this Act affects—</text><paragraph id="H50D831684E3F48A59235F02742A19CD8"><enum>(1)</enum><text>the use, allocation, ownership, or control, in existence on the date of the enactment of any water, water right, or any other valid existing right;</text></paragraph><paragraph id="H36FAE43A73AB469498CEF9AC49A6A933"><enum>(2)</enum><text>any vested absolute or decreed conditional water right in existence on the date of the enactment;</text></paragraph><paragraph id="H7C2E09507BA14E4BB15B5243C4A2909E"><enum>(3)</enum><text>any interstate water compact in existence on the date of the enactment; or</text></paragraph><paragraph id="HB747D9C457304EF4A250069E6963A830"><enum>(4)</enum><text>State jurisdiction over any water law.</text></paragraph></subsection></section></legis-body></bill>
