which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of Federal funds to implement any COVID–19 vaccine passport system, and for other purposes.</official-title></form><legis-body id="H5691D8FEAD8449E7800628111963096D" style="OLC"><section id="H9184E243B6DA4D19A2AEB6D968F6453E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Taxpayer Funding for Vaccine Passports Act of 2021</short-title></quote>.</text></section><section id="H7320DAF4C7E0435183CF5347590ABC97"><enum>2.</enum><header>Prohibiting the use of Federal funds to implement any COVID–19 vaccine passport system</header><subsection id="H5DEB9040D4254CD8AEB33363E6E1CAAF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no funds appropriated under any Act may be used for purposes of implementing, enforcing, or assisting in the establishment of a COVID–19 vaccine passport system (as defined in subsection (c)).</text></subsection><subsection id="H0A2C3C830032457488E4257F60EC7738"><enum>(b)</enum><header>State and local use of COVID–19 vaccine passport systems</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, in the case of a State or a unit of local government that implements, enforces, or assists in the establishment of a COVID–19 vaccine passport system, no funds appropriated under the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/123">Public Law 116–123</external-xref>), the Families First Coronavirus Response Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/127">Public Law 116–127</external-xref>), the CARES Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>), the Paycheck Protection Program and Health Care Enhancement Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/139">Public Law 116–139</external-xref>), division M or N of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>), or the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>) may be made available to such State or unit of local government.</text></subsection><subsection id="H3898610E81A1484791DCB3AC32A1C8AD"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H4ED7095F4209431A87DB96AB3EAF97BA"><enum>(1)</enum><header>COVID–19 vaccine passport system</header><text>The term <quote>COVID–19 vaccine passport system</quote> means a system that requires proof (whether physical, electronic, or by any other means) of the vaccination status of an individual with respect to COVID–19 as a condition of performing any action.</text></paragraph><paragraph id="H11BCF6C91D854321B2D0CB5D6490F119"><enum>(2)</enum><header>State</header><text>The term <quote>State</quote> means each of the several States, the District of Columbia, and each territory of the United States. </text></paragraph></subsection></section></legis-body></bill>
