which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Director of the Office of Community Oriented Policing Services to carry out a pilot program to establish community outpost houses, and for other purposes.</official-title></form><legis-body id="H219D40D12E504FB193056E8B8150787A" style="OLC"><section id="H2C34D075D9BA498B97EF46FC323B02A3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community Outpost Outreach and Engagement Act</short-title></quote>.</text></section><section id="H07696F41B3F64D6A84A3D97942A17678"><enum>2.</enum><header>COP House pilot program</header><subsection id="H1C117230175C4FA99FA8F1A45AE034C5"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Attorney General, acting through the Director of the Office of Community Oriented Policing Services to carry out a pilot program to make grants to eligible applicant to establish and operate community outpost houses (referred to in this section as <quote>COP houses</quote>).</text></subsection><subsection id="H82604FD38E2C4196BB1798BD9FD65B8B"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of the pilot program is to provide long-term stabilization in the relationship of law enforcement and the community by—</text><paragraph id="H6694284799684F5899DBDF6AB367F2BC"><enum>(1)</enum><text>building relationships, awareness, and trust with members of the community;</text></paragraph><paragraph id="H1AF9635DBAE742619369D9FE5EC68D76"><enum>(2)</enum><text>uniting members of the community and law enforcement;</text></paragraph><paragraph id="HE51AB42C6F7B4AA7B0F575BAAB652FFB"><enum>(3)</enum><text>improving the quality of life in the neighborhood; and </text></paragraph><paragraph id="H9091EBEE407D4281B8C3FEF463F543E7"><enum>(4)</enum><text>reducing crime. </text></paragraph></subsection><subsection id="H0F923F1E42594A4D8866C2EC9EE538A5"><enum>(c)</enum><header>Uses of funds</header><text display-inline="yes-display-inline">A COP house funded under this section may provide services, including—</text><paragraph id="H4F3C96A3B5D34D7BB5FAD07702688E6F"><enum>(1)</enum><text display-inline="yes-display-inline">connecting with residents and involvement in community outreach programs;</text></paragraph><paragraph id="HD4B765A595CF44A4BEADB74600CA30A7"><enum>(2)</enum><text>providing government benefit program consultations;</text></paragraph><paragraph id="H9F8D56990BB64D4C8027B8EEB347BCBC"><enum>(3)</enum><text>nursing services and coordination with medical services in the community;</text></paragraph><paragraph id="H8F86BC96BF0E4B1ABCD744C8DF2C3920"><enum>(4)</enum><text>emergency medical services;</text></paragraph><paragraph id="HD23BC440A5D74AA0AEA7C3B9EDD923AF"><enum>(5)</enum><text>space for use by community groups; and </text></paragraph><paragraph id="H3260FC72885B4B7EA07B42CF2B7855D7"><enum>(6)</enum><text>holding events with community partners, including public health services, educational classes or seminars, tutoring services for youth. </text></paragraph></subsection><subsection id="H5D3DDAAD810548B9B7D598CFF35503FA"><enum>(d)</enum><header>Officer qualifications</header><text display-inline="yes-display-inline">A recipient of a grant under this section shall certify to the Director that any officer stationed at the COP house—</text><paragraph id="H67319ABBBBAE49D2B9C079C92DC0A427"><enum>(1)</enum><text>has demonstrated their communication and problem-solving skills;</text></paragraph><paragraph id="HB40191D7E4314392B1BE3BD917E06E38"><enum>(2)</enum><text display-inline="yes-display-inline">does not have a history of verified instances of excessive force; and </text></paragraph><paragraph id="H71D2C81054604CAAB8B1534C6A3EA492"><enum>(3)</enum><text display-inline="yes-display-inline">has completed necessary training to understand the cultural sensitivities of the obligations of a position at the COP house.</text></paragraph></subsection><subsection id="HEEE72CF7FFDE45CEB07E36233B2026B1"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">The Director shall submit to Congress on an annual basis information related to the operation of the pilot program under this section, including the impact that COP houses have had on the relationships between law enforcement officers and the community and any changes in the rates of crime in the communities in which COP houses have been established pursuant to this section. </text></subsection><subsection id="H0A0DCA0C82464D6198DE3C117305C775"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H083C34B27AC4497DB5F75B61D27B4418"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>eligible applicant</term> means a non-profit organization, or a law enforcement organization applying jointly with at least one non-profit organization.</text></paragraph><paragraph id="HA766BC9D726844B9AE7EE0659CA0C2F2"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>community outpost house</term> means a location in the jurisdiction served by a law enforcement agency that is operated by the law enforcement agency in a collaborative manner with nonprofit organizations and other service providers. </text></paragraph></subsection></section></legis-body></bill>
