R. 2391</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210408">April 8, 2021</action-date><action-desc><sponsor name-id="C001104">Mr. Cawthorn</sponsor> (for himself, <cosponsor name-id="B001299">Mr. Banks</cosponsor>, <cosponsor name-id="M000871">Mr. Mann</cosponsor>, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, and <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Assistant Secretary of Labor for Veterans’ Employment and Training to carry out a pilot program on short-term fellowship programs for veterans.</official-title></form><legis-body id="H9B488213664347B6A0BCFAD2BFC50F63" style="OLC"><section id="H82710756EA644D189D4E098870FBC955" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Fellowship Act</short-title></quote>.</text></section><section id="HD050EB6D1E894DB4A6D7BC67B862EBF9" section-type="subsequent-section"><enum>2.</enum><header>Pilot program on short-term fellowship programs</header><subsection id="HC2D4737D5A824D92A5712C0E1A9166D1"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">The Assistant Secretary of Labor for Veterans' Employment and Training shall carry out a pilot program under which a State may use a grant or contract under section 4102A(b)(5) of title 38, United States Code, to carry out a short-term fellowship program.</text></subsection><subsection id="HC6C7DFE18745445E8F6EC797A4956B31"><enum>(b)</enum><header>Locations; agreements</header><text display-inline="yes-display-inline">The Secretary shall select at least three, but not more than five, States to carry out a short-term fellowship program pursuant to subsection (a). Each such State shall enter into an agreement with a non-profit organization to carry out such program.</text></subsection><subsection id="HAAFF065A2F0B451DB90C67723FBEF807"><enum>(c)</enum><header>Short-Term fellowship program</header><text display-inline="yes-display-inline">Each short-term fellowship program carried out by a State pursuant to subsection (a) shall—</text><paragraph id="HBFAFEC8FCBCA4DF68C063BF95FF4B037"><enum>(1)</enum><text>consist of veterans participating as fellows with an employer for a period not exceeding 20 weeks;</text></paragraph><paragraph id="H28D9950D0CCD4F3D9F0372F76A782A1D"><enum>(2)</enum><text>provide to such veterans a monthly stipend during such period; and</text></paragraph><paragraph id="H9FEDDCC54A364033A7F4C169C9B8474C"><enum>(3)</enum><text>provide to such veterans an opportunity to be employed on a long-term basis with the employer following such period.</text></paragraph></subsection><subsection id="H6A530ADC63CE4A75A34F6C34AFA8523C"><enum>(d)</enum><header>Comptroller General report</header><text>Not later than four years after the date on which the pilot program commences under this section, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the pilot program.</text></subsection><subsection id="H7DC2AABECB3E4104A19A721121895187"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">In addition to funds made available under section 4102A(b)(5) of title 38, United States Code, there is authorized to be appropriated to the Assistant Secretary to carry out the pilot program under this section $10,000,000 for each of fiscal years 2021 through 2025.</text></subsection></section></legis-body></bill>
