R. 2290</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210329">March 29, 2021</action-date><action-desc><sponsor name-id="S001212">Mr. Stauber</sponsor> (for himself, <cosponsor name-id="L000569">Mr. Luetkemeyer</cosponsor>, <cosponsor name-id="W000816">Mr. Williams of Texas</cosponsor>, <cosponsor name-id="H001088">Mr. Hagedorn</cosponsor>, <cosponsor name-id="M001204">Mr. Meuser</cosponsor>, <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>, <cosponsor name-id="K000397">Mrs. Kim of California</cosponsor>, <cosponsor name-id="D000032">Mr. Donalds</cosponsor>, <cosponsor name-id="F000471">Mr. Fitzgerald</cosponsor>, <cosponsor name-id="S000168">Ms. Salazar</cosponsor>, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, and <cosponsor name-id="V000134">Ms. Van Duyne</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Small Business Administration to submit a report on the impact of COVID–19 restrictions on small business concerns, and for other purposes.</official-title></form><legis-body id="HB97820CCD625413589FE74515EB281C3" style="OLC"><section id="H6A96DF730D6B4637A83F6BCEB8FE10EA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop the Shutdowns Act</short-title></quote>.</text></section><section id="HC10A2E5B7D0248509120A3CC4E0D3D8B" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HB209B09A38E64F7E86CE07C4F291E061"><enum>(1)</enum><text>According to Bureau of Labor and Statistics, in February 2020, unemployment was at 3.5 percent.</text></paragraph><paragraph id="H57471BE68FBB44229B804BCD23F16F49"><enum>(2)</enum><text>According to the Centers for Disease Control and Prevention, during March 1, 2020, and May 31, 2020, States and territories issued mandatory stay-at-home orders due to the spread of COVID–19 in the United States.</text></paragraph><paragraph id="H9A1FFC67C59D41758BF7695C5F5029A6"><enum>(3)</enum><text>According to the Bureau of Labor and Statistics, in April 2020, unemployment was 14.7 percent with 23.1 million people unemployed.</text></paragraph><paragraph id="H803C16A7CCFF4ABBAEB9FEE502CC0A37"><enum>(4)</enum><text>In a December 2020 Chamber of Commerce report, 50 percent of small business owners reported they saw their operations continuing for a year or less in the current business climate before having to permanently close.</text></paragraph><paragraph id="H21B2E61AACC446C6B8BFBB44FEECF13E"><enum>(5)</enum><text>In a January 2021 National Federation of Independent Business report, small business owners reported a decline in expectations for better business conditions over the next six months.</text></paragraph><paragraph id="H3645DAD9F61542B1BE00A68A0F344EA4"><enum>(6)</enum><text>On August 21, 2020, President Joseph R. Biden stated, <quote>I would shut it down</quote>, when asked if he would be prepared to shut down the country again, if so advised.</text></paragraph></section><section id="H04215138762F4C129D9BAB0CA7086111"><enum>3.</enum><header>Report on impact of COVID–19 requirements</header><text display-inline="no-display-inline">Not later than 120 days after the date of the enactment of this section, the Administrator of the Small Business Administration shall submit to Congress a report on the impact on small business concerns (as defined under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)) of a requirement relating to COVID–19 that would restrict or otherwise prevent such a concern from operating at normal capacity. Such report shall include data disaggregated by State requirements, Federal statutory requirements, and requirements issued by rule or Executive Order, including—</text><paragraph id="HD872C081FA364AE993C23C78A83A74B2" commented="no"><enum>(1)</enum><text>the total number of small business concerns that would have to temporarily or permanently close under each such requirement;</text></paragraph><paragraph id="HAEB945E2BB8A415FBA095781F6E9BF9F" commented="no"><enum>(2)</enum><text>the impact on small business concerns, disaggregated by industry, under each such requirement; and</text></paragraph><paragraph id="H481CF2E3BFA34BEE8398E58C9505D76A" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">the impact on small business concerns, disaggregated by the location of such concern in an urban, suburban, or rural area, under each such requirement.</text></paragraph></section></legis-body></bill>
