R. 2285</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210329">March 29, 2021</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> (for herself, <cosponsor name-id="C001078">Mr. Connolly</cosponsor>, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="B001304">Mr. Brown</cosponsor>, and <cosponsor name-id="T000483">Mr. Trone</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Federal Aviation Administration to implement a Government Accountability Office recommendation relating to helicopter noise in the Washington, DC area, and for other purposes.</official-title></form><legis-body id="HF635664536AA4C99861158C838ED1CCC" style="OLC"><section id="H4C430DFD0B78470286634B5989DA3F71" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Washington, DC Area Helicopter Noise Information Exchange Act of 2021</short-title></quote>.</text></section><section id="H50D673A751BB44E2B0CBA0452598763D" section-type="subsequent-section"><enum>2.</enum><header>Information sharing requirement</header><subsection id="H4E143E1D4E67489382103BA88AC20113"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Transportation, acting through the Administrator of the Federal Aviation Administration, shall establish a mechanism to make helicopter noise complaint data accessible to the Federal Aviation Administration and helicopter operators operating in the Washington, DC area, based on the recommendation of the Government Accountability Office in the report published on January 7, 2021, titled <quote>Aircraft Noise: Better Information Sharing Could Improve Responses to Washington, D.C. Area Helicopter Noise Concerns</quote>.</text></subsection><subsection id="H62E8C8778C9E467DA517C2E199773A94"><enum>(b)</enum><header>Cooperation</header><text display-inline="yes-display-inline">Any helicopter operator operating in the Washington, DC area shall provide helicopter noise complaint data to the Federal Aviation Administration through the mechanism established under subsection (a).</text></subsection><subsection id="HC8F90E8B0C824A55A2AD8006E790E971"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="H44AC856B6AD442B99CAF009E5DBE1339"><enum>(1)</enum><header>Helicopter noise complaint data</header><text display-inline="yes-display-inline">The term <quote>helicopter noise complaint data</quote>—</text><subparagraph id="HBB7910898A47429FACC0D845696E0AAE"><enum>(A)</enum><text display-inline="yes-display-inline">means general data relating to a complaint made by an individual about helicopter noise in the Washington, DC area and may include—</text><clause id="HDC199CBD65B24E478948BD64BD5D3C59"><enum>(i)</enum><text>the location and description of the event that is the subject of the complaint;</text></clause><clause id="H2362B4D9C67D4D1E936554E9C224BB4C"><enum>(ii)</enum><text>the start and end time of such event;</text></clause><clause id="H3D76F9124E5E4A2AA44C2A8803F3266A"><enum>(iii)</enum><text>a description of the aircraft that is the subject of the complaint; and</text></clause><clause id="H1736F93BE2A34151AC04C1BB7BCE9534"><enum>(iv)</enum><text>the airport name associated with such event; and</text></clause></subparagraph><subparagraph id="HE0383C5CDBB14793AFCE174B9C5213E6"><enum>(B)</enum><text>does not include the personally identifiable information of the individual who submitted the complaint.</text></subparagraph></paragraph><paragraph id="H0169D905CCBC493CB49DB20B9F2B4B15"><enum>(2)</enum><header>Washington, DC area</header><text>The term <quote>Washington, DC area</quote> means the area inside of a 30-mile radius of Ronald Reagan Washington National Airport. </text></paragraph></subsection></section></legis-body></bill>
