R. 2253</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210326">March 26, 2021</action-date><action-desc><sponsor name-id="R000577">Mr. Ryan</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a competitive grant program to support the development, implementation, and evaluation of successful teacher and school leader training programs on family engagement that will increase the capacity of teachers and school leaders to work with families to develop and support the social and emotional skills, habits, and mindsets of children.</official-title></form><legis-body id="H69AD7AC0D386406BA85EF695431A82F8" style="OLC"><section id="H26AA7A4241EA4D2FBE132BE90DCFBF00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Social Emotional Learning for Families Act of 2021</short-title></quote> or the <quote><short-title>SELF Act of 2021</short-title></quote>.</text></section><section id="HC8BF506F384341BB95B7975B4F9E1CD0" section-type="subsequent-section"><enum>2.</enum><header>Grant program</header><subsection id="HBC4D3586F1034F639F42DEF8AE68D079"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From amounts appropriated to carry out this section, the Secretary of Education shall award grants, on a competitive basis, to local educational agencies to develop, implement, and evaluate teacher and school leader training programs on family engagement. Local educational agencies may work in partnership with the entities described in <internal-xref idref="HD4B29A370B364FDB9E3527ADA64959C5" legis-path="2.(e)(3)">subsection (e)(3)</internal-xref> to carry out such programs. The objective of such programs will be to increase the capacity of teacher and school leaders to work with families to develop and support the social and emotional skills, habits, and mindsets of children.</text></subsection><subsection id="H4A9E6FEBC3624E319A151A009CB6DB2B"><enum>(b)</enum><header>Grant awards</header><paragraph id="H19695CABDC35459F85CE1B7DD33486CA"><enum>(1)</enum><header>Maximum grant amount</header><text display-inline="yes-display-inline">The total amount of each grant awarded under this section may not exceed $1,200,000.</text></paragraph><paragraph id="HCEC54B43EDD946B58E150218BF3BE7F2"><enum>(2)</enum><header>Grant period</header><text>A grant awarded under this section shall be for a period of 5 years, and may be renewed.</text></paragraph><paragraph id="H49989EE62B8C49D3AFCB2BCB7644702D"><enum>(3)</enum><header>Number of grants</header><text>The Secretary shall award not more than 100 grants under this section.</text></paragraph></subsection><subsection id="H59401F1C729F4A72A51CAA6EB0108CC0"><enum>(c)</enum><header>Applications</header><text>An application submitted by a local educational agency for a grant under this section shall demonstrate—</text><paragraph id="HC17F5563AC6D4787AE0AC13D7FCC2337"><enum>(1)</enum><text>the ability to provide laboratory and instructional space for proposed programming;</text></paragraph><paragraph id="HD757529024F74380868FE06204032FF3"><enum>(2)</enum><text display-inline="yes-display-inline">a commitment to the development, implementation, and evaluation of successful teacher and school leader training programs on family engagement that will increase the capacity of teachers and school leaders to work with families to develop and support the social and emotional skills, habits, and mindsets of children; </text></paragraph><paragraph id="HEB66300967474BEDAF28386EF97C2693"><enum>(3)</enum><text>a plan to ensure that the proposed programs will serve diverse groups, such as underrepresented or economically disadvantaged families; and</text></paragraph><paragraph id="H063A3F75ED9147F7B734969C3B12DC6A"><enum>(4)</enum><text display-inline="yes-display-inline">a long-term commitment to the proposed programs to be carried out with the grant, including a plan to continue the actions described in paragraphs (1) through (3) for a period of not less than 5 years.</text></paragraph></subsection><subsection id="H3E6B3BEC5312456D8EB2ED0FB591D477"><enum>(d)</enum><header>Selection</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall—</text><paragraph id="H2774893AA6F54CEAB4F9A9807D1D5879"><enum>(1)</enum><text>give priority to high-need local educational agencies, as defined in section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>); and</text></paragraph><paragraph id="H3FEA15B34037456FA7AD90C90E15DA2E"><enum>(2)</enum><text display-inline="yes-display-inline">ensure that, to the maximum extent practicable, the projects funded under this section are located in diverse geographic regions of the United States.</text></paragraph></subsection><subsection id="HFA9B16FC7C3F461BB628430CE16E6089"><enum>(e)</enum><header>Uses of funds</header><paragraph id="HF906BE52EAFF4CC2ADD8DB29C741D02A"><enum>(1)</enum><header>In general</header><text>A local educational agency receiving a grant under this section shall use such funds to carry out programs at elementary schools and secondary schools served by the local educational agency that—</text><subparagraph id="H44404A8E20E247D99A8B12841B4469A2"><enum>(A)</enum><text display-inline="yes-display-inline">involve instruction of research-based social and emotional skills, habits, and mindsets through locally relevant materials for teachers and school leaders and families;</text></subparagraph><subparagraph id="HAE9675CEE7FD467C912F0DB200E15173"><enum>(B)</enum><text display-inline="yes-display-inline">provide professional development for teachers and school leaders to engage families and support the development of the social and emotional skills, habits, and mindsets of families; </text></subparagraph><subparagraph id="H3417C411A20A41869FAC107B07C1C744"><enum>(C)</enum><text>provide direct instruction on social emotional learning to families during times when families are available and in places that are convenient and easily accessible;</text></subparagraph><subparagraph id="H6BF2526B790B466290699A9A97E68315"><enum>(D)</enum><text display-inline="yes-display-inline">encourage participation of families in the programs offered by the local education agency under this section, including programs supported by partner agencies as described under <internal-xref idref="HD4B29A370B364FDB9E3527ADA64959C5" legis-path="2.(e)(3)">paragraph (3)</internal-xref>; </text></subparagraph><subparagraph id="HDAA91EB88B5940EA9057A4863B4EC2C4"><enum>(E)</enum><text>are designed to result in improved measurable outcomes related to children, including positive social behavior and academic outcomes; and</text></subparagraph><subparagraph id="H6CF7D511918A43B2BEC876F2EABA8DD1"><enum>(F)</enum><text display-inline="yes-display-inline">may be provided virtually or online.</text></subparagraph></paragraph><paragraph id="H2BFBAB068EF548FBA72FAA7A8AA1E294"><enum>(2)</enum><header>State educational agencies</header><text>In the case of a local educational agency that is a State educational agency, such entity shall award subgrants, on a competitive basis, to local educational agencies to carry out the program described in <internal-xref idref="HF906BE52EAFF4CC2ADD8DB29C741D02A" legis-path="2.(e)(1)">paragraph (1)</internal-xref>. </text></paragraph><paragraph id="HD4B29A370B364FDB9E3527ADA64959C5"><enum>(3)</enum><header>Public-private partnerships</header><text>Each local educational agency awarded a grant under this section may carry out the program funded under the grant in partnership with one or more of the following:</text><subparagraph id="HE7C3CC0DE1F744BABB7A8CB6CDBACD5F"><enum>(A)</enum><text>Institutions of higher education.</text></subparagraph><subparagraph id="HC15D224788EE4BA9921C927D52279F6E"><enum>(B)</enum><text>Nonprofit organizations.</text></subparagraph><subparagraph id="H279B9B92DE194F8E9368CF7E3DDEC7C8"><enum>(C)</enum><text>Community-based organizations.</text></subparagraph></paragraph></subsection><subsection id="H866DA376E66346D0BC575599143CF643"><enum>(f)</enum><header>Annual report to Congress</header><text display-inline="yes-display-inline">Not later than 4 years after the first grant is awarded under this section, and annually thereafter, the Secretary shall submit to Congress and make publicly available, a report on activities and results under this section. Such report shall describe—</text><paragraph id="H34C92089541344C49EDA9A3302B2D63D"><enum>(1)</enum><text>the total number of grant applications received during the year preceding the report;</text></paragraph><paragraph id="HD59E65A1AE9D4979A8686E2ACFDA5B9F"><enum>(2)</enum><text>the number and geographic distribution of the grants for such year and for all grants awarded under this section;</text></paragraph><paragraph commented="no" id="H36899FF5C76C48489D094082B96C28A5"><enum>(3)</enum><text>participation of minority-serving institutions;</text></paragraph><paragraph id="H1BA491AD723F4519893C0B20118C6AA0"><enum>(4)</enum><text>participation of underrepresented and economically disadvantaged families;</text></paragraph><paragraph id="H0D5F14C20A0E4E42A99815FF920663D5"><enum>(5)</enum><text>overall program outcomes and issues of concern; and</text></paragraph><paragraph id="H0513155B24304801948B9FDCC91B2BEA"><enum>(6)</enum><text>recommendations for program revisions to achieve the desired program outcome.</text></paragraph></subsection><subsection id="H6C313E9B4B764A20A210337F219D9502"><enum>(g)</enum><header>Definitions</header><paragraph id="HC79A56BB8C1749EFB505844947A4CA99"><enum>(1)</enum><header>ESEA terms</header><text display-inline="yes-display-inline">The terms <term>elementary school</term>, <term>local educational agency</term>, <term>parent</term>, <term>professional development</term>, <term>secondary school</term>, and <term>State educational agency</term> have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H974E72CCAF8D47B2A3EF2D4E7D170864"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph id="H1D5CD9B40FB746689A7E959D961ED57C"><enum>(3)</enum><header>Instruction</header><text>The term <term>instruction</term> means activities that—</text><subparagraph id="HAE7988FC5CFC4AD9BCC2B01692F210A6"><enum>(A)</enum><text>emphasize communication of knowledge concerning social emotional learning in adults and children;</text></subparagraph><subparagraph id="H712372E92F5547D882348538C3007663"><enum>(B)</enum><text>provide opportunities to practice social emotional learning through interactive activities between families and their children; and</text></subparagraph><subparagraph id="H46DE7BFAE2634E9381F348EE7FB06A5E"><enum>(C)</enum><text>are aligned with and integrated into family involvement and engagement standards that may exist in the applicable State or that may be developed.</text></subparagraph></paragraph><paragraph id="HC1B725A1851F46DEB7B013D42DFE0881"><enum>(4)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution of higher education described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q</external-xref>). </text></paragraph><paragraph id="H48862BFB365A481FBAF042856D0F6AAB"><enum>(5)</enum><header>Teacher and school leader training programs</header><text display-inline="yes-display-inline">The term <term>teacher and school leader training programs</term> includes training programs for teachers, principals, school leaders, and other school-based personnel.</text></paragraph><paragraph id="HCF40C252641048EBBC27F01C16B5A1DD"><enum>(6)</enum><header>Teachers and school leaders</header><text>The term <term>teachers and school leaders</term> means teachers, principals, school leaders, and other school-based personnel.</text></paragraph><paragraph id="H6C8836FDA94243E0AC3D69AA0EB7B5BC"><enum>(7)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Education.</text></paragraph><paragraph id="HBFF71F12A528400297D7BF6ED7736772"><enum>(8)</enum><header>Social emotional learning</header><text>The term <term>social emotional learning</term> includes—</text><subparagraph id="HB564FFB606A44322A909116EF92F0549"><enum>(A)</enum><text>self-awareness, or having a realistic perception of one’s own values, interests, and strengths, and being able to recognize one’s own emotions;</text></subparagraph><subparagraph id="H6BDC0D54D1254AA283F2040D85C8640C"><enum>(B)</enum><text>self-management, or how well one manages emotions, impulses, and stress, and is able to establish and achieve goals and exercise self-discipline;</text></subparagraph><subparagraph id="HB27D80F8D40D4B39ADAB8CA6ABC99A99"><enum>(C)</enum><text>social awareness, or the ability to take the perspective of and empathize with someone else and to appreciate and respect diversity;</text></subparagraph><subparagraph id="H1AE70E4FF47A49F5A44B38CC4980D935"><enum>(D)</enum><text>relationship skills, or the ability to participate in healthy, cooperative, and caring relationships, and effectively resolve conflicts; and</text></subparagraph><subparagraph id="H9EE2C42BB3624A5A8E0DCEC5A863531D"><enum>(E)</enum><text>responsible decision making, or the ability to recognize and generate good choices, evaluate the likely consequences of actions, and take responsibility for one’s decisions.</text></subparagraph></paragraph></subsection><subsection id="H08C0FA18B10A46EE8B75260ACA081FFE"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $130,000,000, of which not more than $10,000,000 may be used by the Secretary for reports and technical assistance.</text></subsection></section></legis-body></bill>
