R. 223</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210106">January 6, 2021</action-date><action-desc><sponsor name-id="E000297">Mr. Espaillat</sponsor> (for himself and <cosponsor name-id="S001165">Mr. Sires</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Health and Human Services to reimburse qualified health care providers for the costs of purchasing, leasing, installing, and operating qualified equipment for cold storage of COVID–19 vaccines.</official-title></form><legis-body id="H7CA00423505E4047AED495307A426CE5" style="OLC"><section id="H235D791DDDCB492695ED370E82FB27E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Cold Storage Expansion Act of 2021</short-title></quote>.</text></section><section id="H2A5A935578364BD6BB9DF72E75030D48"><enum>2.</enum><header>Reimbursing health care providers for equipment for cold storage of COVID–19 vaccines</header><subsection id="H28E889953BAA44DE85B66C52C2FA6F02"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall reimburse qualified health care providers for the costs of purchasing, leasing, installing, and operating qualified equipment for cold storage of COVID–19 vaccines.</text></subsection><subsection id="H57BA57E3079C42CABDE8559E457D8A1D"><enum>(b)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="HF5AAA586E728473DA0629BE0A8D74E07"><enum>(1)</enum><text>The term <term>COVID–19 vaccine</term> means a vaccine to prevent or mitigate the virus that causes COVID–19.</text></paragraph><paragraph id="HD3C68FDD08054A44AC76E3B347A8EC87"><enum>(2)</enum><text>The term <term>qualified equipment</term> means equipment that meets such criteria as the Food and Drug Administration may specify for cold storage of a COVID–19 vaccine.</text></paragraph><paragraph id="H1E5C7B639EBF4AF3A9761E58E920BADD"><enum>(3)</enum><text>The term <term>qualified health care provider</term> means a health care provider that—</text><subparagraph id="H799358F1ACA54492A250269D3BE4705F"><enum>(A)</enum><text display-inline="yes-display-inline">is licensed or credentialed in the jurisdiction where vaccination takes place; and</text></subparagraph><subparagraph id="H63BFE2A0D91F46448E9C5F57737F0A04"><enum>(B)</enum><text>completes and signs the CDC COVID–19 Vaccination Program Provider Agreement.</text></subparagraph></paragraph></subsection><subsection id="H11CCF3FE69454A05A250FBD7146744D7"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">To carry out this Act, there are authorized to be appropriated such sums as may be necessary, to be derived from amounts made available to the Secretary of Health and Human Services by the Coronavirus Aid, Relief, and Economic Security Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>) and allocated for Operation Warp Speed.</text></subsection></section></legis-body></bill>
