<section id="H81C3C9B64E9146028F4AA50A817B7C71" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>State and Local Infrastructure Flexibility Act</short-title></quote>.</text></section> <section id="H54402A20068F4D77910018A0E0654B4D" section-type="subsequent-section"><enum>2.</enum><header>Coronavirus State fiscal recovery fund</header><text display-inline="no-display-inline">Section 602(c)(1) of title VI of the Social Security Act (as added by section 9901 of <external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>) is amended—</text> 
<paragraph id="H4470B8FC84934F9095DFC6BA0E4A88D5"><enum>(1)</enum><text>in subparagraph (C) by striking <quote>; or</quote> and inserting a semicolon; </text></paragraph> <paragraph id="HB8DE8F82563E4F5C82CCDC03149817D4"><enum>(2)</enum><text>by redesignating subparagraph (D) as subparagraph (E); and</text></paragraph> 
<paragraph id="HDA9718B6BC114A559A8BE96154855534"><enum>(3)</enum><text>by inserting after subparagraph (C) the following: </text> <quoted-block style="OLC" id="H7668DC3E5E3D4DCEBFBC1FCDD47980C5" display-inline="no-display-inline"> <subparagraph id="H23A5D290F3554CA18AE1C3A0730B2DAD"><enum>(D)</enum><text display-inline="yes-display-inline">State transportation and infrastructure projects, including projects—</text> 
<clause id="H94641DC89D8F495C838DCFFA5440B30D"><enum>(i)</enum><text>to improve, repair, and develop roads, railways, tunnels, bridges, and electrical grids;</text></clause> <clause id="H00240BECD88D46F4977A2CC2B1007286"><enum>(ii)</enum><text>to fund revitalization, redevelopment, and renewal initiatives to support commercial and industrial growth, economic and workforce development, and attract new business, tourism, and investment; </text></clause> 
<clause id="HBAF3CD99D47E426EB6CA005F7BE5A06A"><enum>(iii)</enum><text>to improve the safety, efficiency, and reliability of the movement of freight and people;</text></clause> <clause id="H111CF81A639547D4A12DFBB21052FCF0"><enum>(iv)</enum><text>to generate national or regional economic benefits and an increase in global economic competitiveness of the United States;</text></clause> 
<clause id="HC15DA403F5444204AFD4D9923E8537C8"><enum>(v)</enum><text>to reduce highway congestion and bottlenecks;</text></clause> <clause id="HDA1CB679A1E847CD864098967D7A9E18"><enum>(vi)</enum><text>to improve connectivity between modes of freight transportation;</text></clause> 
<clause id="H355F1242AF984E5783E09E074D3FDC8B"><enum>(vii)</enum><text>to enhance the resiliency of critical highway infrastructure and help protect the environment;</text></clause> <clause id="H417E9D7EFE60465EA9746B112AC27BBF"><enum>(viii)</enum><text>to improve roadways vital to national energy security;</text></clause> 
<clause id="H63DF164CC41C4312971D11BDB0C4FDE0"><enum>(ix)</enum><text>to address the impact of population growth on the movement of people and freight;</text></clause> <clause id="H666E48DC367B4A09B9F6FA9B3E018E28"><enum>(x)</enum><text>to fund the construction or improvement of buildings, land, and other facilities that are required to provide broadband service; and</text></clause> 
<clause id="H77FF98EA1A1A41658F4E392B3CBB99A5"><enum>(xi)</enum><text>to fund the acquisition and improvement of an existing system that is currently providing insufficient broadband service; or </text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section> </legis-body></bill>
