R. 219</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210106">January 6, 2021</action-date><action-desc><sponsor name-id="D000399">Mr. Doggett</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Trade Act of 1974 to exclude from eligibility for the generalized system of preferences any country that fails to effectively enforce its environmental laws or meet its international environmental obligations, and for other purposes.</official-title></form><legis-body id="HF13F805875A340FF9B993C457113EF17" style="OLC"><section id="H63062780B1AC417A957398236EDE2C7E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Earth Act</short-title></quote>. </text></section><section id="H51B850E1FDCF4EB7A9979A7DBF198BAA"><enum>2.</enum><header>Compliance with environmental laws and regulations</header><text display-inline="no-display-inline">Section 502 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2462">19 U.S.C. 2462</external-xref>) is amended—</text><paragraph id="HE5D49138CB1B4BE1A1074C53CD907B00"><enum>(1)</enum><text>in subsection (b)(2)—</text><subparagraph id="HAC22901EA2514E9F8317F671DDB1A3C7"><enum>(A)</enum><text>by inserting after subparagraph (H) the following new subparagraph: </text><quoted-block style="OLC" id="H3B11A5E720554884B2FA00150A0E80CD" display-inline="no-display-inline"><subparagraph id="HAFC0A14921EE4ED5A4B2BC6966F7FCA2"><enum>(I)</enum><text display-inline="yes-display-inline">Such country fails to effectively enforce its environmental laws, regulations, or other measures, or to fulfill its international environmental obligations, including as such obligations relate to public health.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HBDB0124DF751467087D2597CBEB796F4"><enum>(B)</enum><text>in the matter following subparagraph (I) (as added by subparagraph (A))—</text><clause id="HBD8A4B60B79E4E3F8D5E0A60E75EF0F1"><enum>(i)</enum><text>by striking <quote>and (H)</quote> and inserting <quote>(H)</quote>; and</text></clause><clause id="H7A3A14E8CB374F94817F8A56CACD8639"><enum>(ii)</enum><text>by striking <quote>shall not prevent</quote> and inserting <quote>, and (I) shall not prevent</quote>; and</text></clause></subparagraph></paragraph><paragraph id="H3DC964018FF94D7FA9BDF66455DC9CBB"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="HFB1733B9E890496E8E26BC474DA88AFF"><enum>(A)</enum><text>in paragraph (6)(B), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="HFC696AA307EA4D739C8302AADE26DD8F"><enum>(B)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H9BB021D4BE0540DCABACD4A3FAA9AFE3"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H70B86E0214554E768BBC7EADE998FCB7" display-inline="no-display-inline"><paragraph id="H01B4887A9C9243CC93A69084E2FAD1C4"><enum>(8)</enum><text display-inline="yes-display-inline">the extent to which such country effectively enforces its environmental laws, regulations, and other measures, and fulfills its international environmental obligations, including as such obligations relate to public health.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
