and</text></paragraph><paragraph id="H563927F5EE54416C8E099D74D04BDC6D"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="USC" id="H2022669ADE8A44349DD75586A5392C18" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="HC22BFB1E2B3542FE94019A98E2D88A07"><enum>(i)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H679B71356E204FCABA510197F7DCB4E9"><enum>(1)</enum><text>In the case of an individual eligible for educational assistance under this chapter who is prevented from pursuing the individual's chosen program of education before the expiration of the 10-year period for the use of entitlement under this chapter otherwise applicable under this section because of a covered reason, as determined by the Secretary, such 10-year period—</text><subparagraph id="H7B8471B482324338972D1B538DB25581" indent="up1"><enum>(A)</enum><text>shall not run during the period the individual is so prevented from pursuing such program; and</text></subparagraph><subparagraph id="H1BB3946129C143B386D99A3251E569DF" indent="up1"><enum>(B)</enum><text>shall again begin running on a date determined by the Secretary that is—</text><clause id="H2E526BFACA2D4AA780CE5DBA66701020"><enum>(i)</enum><text>not earlier than the first day after the individual is able to resume pursuit of a program of education with educational assistance under this chapter; and</text></clause><clause id="HE4F6A74A0B1C49108B6CB573AF486CC8"><enum>(ii)</enum><text>not later than 90 days after that day.</text></clause></subparagraph></paragraph><paragraph id="HB6200469862541EC8704E0F5A7D07243" indent="up1"><enum>(2)</enum><text>In this subsection, a covered reason is—</text><subparagraph id="HD12953AC546A4740884C5A289968F3F1"><enum>(A)</enum><text display-inline="yes-display-inline">the temporary or permanent closure of an educational institution by reason of an emergency situation; or</text></subparagraph><subparagraph id="H568768CCF66A4EF0A12C0CA816DC9145"><enum>(B)</enum><text>another reason that prevents the individual from pursuing the individual’s chosen program of education, as determined by the Secretary.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HB973DA98E09241D9AA64FB2F5F2E505F"><enum>(b)</enum><header>Post-9/11 Educational Assistance</header><text display-inline="yes-display-inline"> Section 3321(b)(1) of such title is amended—</text><paragraph id="H67BFA693C3EE4C099C2872C0ABA54FE0"><enum>(1)</enum><text>by inserting <quote>(A)</quote> before <quote>Subsections</quote>;</text></paragraph><paragraph id="HB636E2F2C71C4C38868D2979471B0243"><enum>(2)</enum><text>by striking <quote>and (d)</quote> and inserting <quote>(d), and (i)</quote>; and</text></paragraph><paragraph id="H12047DED98AD410BB8355952250B5B92"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="USC" id="H2E7E2F646DC54EE68015D7761A8E19AD" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subparagraph id="H21F947CB2DCB41859CC0DA81AF379BF4" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Subsection (i) of section 3031 of this title shall apply with respect to the running of the 15-year period described in paragraphs (4)(A) and (5)(A) of this subsection in the same manner as such subsection applies under section 3031 with respect to the running of the 10-year period described in section 3031(a).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="HE1672F40F045495389FE021BA6E5439E" commented="no"><enum>3.</enum><header>Extension of period of eligibility by reason of school closures due to emergency and other situations under Department of Veterans Affairs training and rehabilitation program for veterans with service-connected disabilities</header><text display-inline="no-display-inline">Section 3103 of title 38, United States Code, is amended—</text><paragraph id="H02152708EA3F48728AE13A0A6B0B5C23" commented="no"><enum>(1)</enum><text>in subsection (a), by striking <quote>or (g)</quote> and inserting <quote>(g), or (h)</quote>; and</text></paragraph><paragraph id="HA0467A9E19AA4FB5BD912C3894141B78" commented="no"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="USC" id="H5A0E5D628EB84E2CA91EFDE7E72C9171" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="HA20B838DB98341EE93556AA40A8B3C40" commented="no"><enum>(h)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HE30DC8E3B7944120AA6A7C660BFDA377"><enum>(1)</enum><text>In the case of a veteran who is eligible for a vocational rehabilitation program under this chapter and who is prevented from participating in the vocational rehabilitation program within the period of eligibility prescribed in subsection (a) because of a covered reason, as determined by the Secretary, such period of eligibility—</text><subparagraph id="H85AC615DC5C04E61A02E843084469A85" indent="up1" commented="no"><enum>(A)</enum><text>shall not run during the period the veteran is so prevented from participating in such program; and</text></subparagraph><subparagraph id="HF477892FFEBE4F3CB27E70109C56276E" indent="up1" commented="no"><enum>(B)</enum><text>shall again begin running on a date determined by the Secretary that is—</text><clause id="H254BDBB6AE74489797B1E375285502D4" commented="no"><enum>(i)</enum><text>not earlier than the first day after the veteran is able to resume participation in a vocational rehabilitation program under this chapter; and</text></clause><clause id="HED85B68468A640069106AF357438B85E" commented="no"><enum>(ii)</enum><text>not later than 90 days after that day.</text></clause></subparagraph></paragraph><paragraph id="HFCEF98CA17BE4AE08C7C45E54D202F0D" indent="up1" commented="no"><enum>(2)</enum><text>In this subsection, a covered reason is—</text><subparagraph id="HE5A558C270334367B17B20D071355CA1" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the temporary or permanent closure of an educational institution by reason of an emergency situation; or</text></subparagraph><subparagraph id="HB7CC4FA2BB5F4A88A7F6AB81A35224CF" commented="no"><enum>(B)</enum><text>another reason that prevents the veteran from participating in the vocational rehabilitation program, as determined by the Secretary.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HAAFDAD7812414337AFEFB29D86FC2E91"><enum>4.</enum><header>Department of Veterans Affairs disapproval of courses offered by public institutions of higher learning that do not charge veterans the in-State tuition rate for purposes of Survivors’ and Dependents’ Educational Assistance Program</header><subsection id="H094EC2198D334C1B806B96271A546C44"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3679(c) of title 38, United States Code, is amended—</text><paragraph id="H6568761ED6BE427B8C5CC6F5F037B161"><enum>(1)</enum><text>in paragraph (1), by striking <quote>or 33</quote> and inserting <quote>33, or 35</quote>;</text></paragraph><paragraph id="H90C6FECBC1EB4C4E964DC6AC68854FB6"><enum>(2)</enum><text>in paragraph (2), by adding at the end the following new subparagraph:</text><quoted-block style="USC" id="H690E41BE5FDF4DC6BD5C83D90D42B742" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subparagraph id="HB69018C116D74567A5CEF06F1EA9ECA8" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">An individual who is entitled to assistance under section 3510 of this title.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H382B519A83B44E3C90AC48CFB3C15A51" commented="no"><enum>(3)</enum><text>in paragraph (6), by striking <quote>and 33</quote> and inserting <quote>33, and 35</quote>.</text></paragraph></subsection><subsection id="HFA02379BB742418E9BD706E0B0764735"><enum>(b)</enum><header>Conforming amendments</header><text>Section 3679(e) of such title is amended—</text><paragraph id="HFAB30CA01C6D41FE8A967D904E36CA1F"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="H1D45DA9C14EF4192B3200987BF1FD7DB"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>or 33</quote> and inserting <quote>, 33, or 35</quote>; and</text></subparagraph><subparagraph id="H46BD920E056C44C1AB04FC3E263FB6F6"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>or 33</quote> and inserting <quote>33, or 35</quote>; and </text></subparagraph></paragraph><paragraph id="HD8FDF4A2B7914C06AE735010C9B03212"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>or 33</quote> and inserting <quote>33, or 35</quote>.</text></paragraph></subsection><subsection id="H3DB95254B03040308E1460CF3F685BEA"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this Act shall take effect on the date of the enactment of this Act and shall apply with respect to an academic period that begins on or after August 1, 2022.</text></subsection></section><section id="HB6071F8A92CC419E87427DB7C735C8B8" section-type="subsequent-section"><enum>5.</enum><header>Improvements to information technology services used to process claims for educational assistance</header><subsection id="H67CC3B52116B4BFFA95BDBC15597046A"><enum>(a)</enum><header>Modern information technology service</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall implement an information technology service to process claims for educational assistance under chapters 30, 33, 35, and 36 of title 38, United States Code, using one or more commercial software systems. The Secretary shall complete such implementation not later than August 1, 2024.</text></subsection><subsection id="H7FE97AD918DC475799D67E5CAB24944E"><enum>(b)</enum><header>Required capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the modern information technology service under subsection (a) has the following capabilities:</text><paragraph id="H6835707FC63B4419A0954EDEF92BDCEA"><enum>(1)</enum><text display-inline="yes-display-inline">As compared to legacy information technology systems—</text><subparagraph id="H6634CCBD4CB9464B82EFBB7D57C0EC4A"><enum>(A)</enum><text>the ability to process claims faster and in a more efficient manner by improving processing integration and accuracy;</text></subparagraph><subparagraph id="H4670AC0E080948F5A988F09F0C8E2D04"><enum>(B)</enum><text display-inline="yes-display-inline">improved data exchange and reporting; and</text></subparagraph><subparagraph id="H943A05217529483AABFBF8FB9CD24298"><enum>(C)</enum><text display-inline="yes-display-inline">improved customer integration and simplification of the online experience.</text></subparagraph></paragraph><paragraph id="H7E5EB0CF8FFF4A799B94CF2E624B788F"><enum>(2)</enum><text>Timely communication by employees of the Department of Veterans Affairs to individuals and educational institutions using an online portal that can provide real-time information on claims for educational assistance.</text></paragraph><paragraph id="H3A7C2A1BAC6947C1826615F17C4654FD"><enum>(3)</enum><text>The ability to be customized to address future capabilities required by law.</text></paragraph><paragraph id="H2F3C71DE6E6847DB8A42804042DFA0E0"><enum>(4)</enum><text>Fully automated to the extent practicable for all original and supplemental claims, including with respect to calculating accurate awards.</text></paragraph><paragraph id="HA0322FDD5ADC430CB1F72E8F8F0A12FE"><enum>(5)</enum><text display-inline="yes-display-inline">The ability for individuals entitled to educational assistance to electronically apply for, withdraw from, and amend such entitlement, and to reallocate a transferred entitlement.</text></paragraph><paragraph id="H289447F47879407BB91D9ED3F4E57C86"><enum>(6)</enum><text>The ability to electronically process changes made by educational institutions.</text></paragraph><paragraph id="HA6429E93D41C4EEEB051F4E9D614CB4C"><enum>(7)</enum><text>The ability to verify attendance at an educational institution.</text></paragraph><paragraph id="H5B6F671968BD4434AE096C5AE5508870"><enum>(8)</enum><text>The ability to process validations made by an educational institution.</text></paragraph></subsection><subsection id="H7B20EEC31E6F44D5BA3E2E4B0A98372A" commented="no"><enum>(c)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report containing information on the cost, schedule, and performance of the project for implementing such system, including, with respect to such project, the following:</text><paragraph id="H9F25B97E43504C5A89C69D696663A67C" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">An estimate of acquisition, implementation, and life cycle costs (including all direct and indirect costs to acquire, implement, operate, and maintain such system).</text></paragraph><paragraph id="HD490A2AA32684687AF02148E0FB21CC5" commented="no"><enum>(2)</enum><text>An intended implementation schedule indicating significant milestones, initial operating capability, and full operating capability or completion.</text></paragraph><paragraph id="H511DE32359E34B219A694AAF9E3C024E" commented="no"><enum>(3)</enum><text>Key business, functional, or performance objectives.</text></paragraph><paragraph id="HD5665B58479B4F4EB695482874E5D086"><enum>(4)</enum><text>With respect to both original claims and supplemental claims processed on a monthly basis, statistics regarding—</text><subparagraph id="H50E7FA2C05544BBFAF756E8672C6BAFF"><enum>(A)</enum><text display-inline="yes-display-inline">the number of such claims processed using legacy information systems; </text></subparagraph><subparagraph id="H5EB2C3F18A0F4CBA9DD4E90F424DFD41"><enum>(B)</enum><text>the number of such claims that were off-ramped and processed manually; and</text></subparagraph><subparagraph id="HCC4A1BFBB2D345BAB7B3992D1D9D0BEC"><enum>(C)</enum><text>the number of such claims estimated to be processed using the modern information technology service.</text></subparagraph></paragraph><paragraph id="HD2856E0098664411A3F3FED107F25247"><enum>(5)</enum><text display-inline="yes-display-inline">The amount of savings that are estimated to be realized from using the modern information technology service rather than legacy information technology systems.</text></paragraph><paragraph id="H3FA663ADDD4E4EB6B2AACDCE0A80F267"><enum>(6)</enum><text>The estimated accuracy of processing claims.</text></paragraph><paragraph id="H97905A2C6498447681B73631E4CE4CE4"><enum>(7)</enum><text>The estimated timeliness for—</text><subparagraph id="HBBF26B2C69ED4877B033B825EFE482DD"><enum>(A)</enum><text>processing original claims; and</text></subparagraph><subparagraph id="HF19FB8CE8A4B4A2E81C215ABB25A155E"><enum>(B)</enum><text display-inline="yes-display-inline">processing supplemental claims.</text></subparagraph></paragraph><paragraph id="HF05D30A6B755445A9CA74B92DFC2483A"><enum>(8)</enum><text>A description of how the modern information technology service will—</text><subparagraph id="HEC82F15254484241BBC2A6CC41163470"><enum>(A)</enum><text>automate the processing of original claims; and</text></subparagraph><subparagraph id="H2466114C32C3403582C1381153F95CBD"><enum>(B)</enum><text display-inline="yes-display-inline">automate the processing of supplemental claims.</text></subparagraph></paragraph></subsection><subsection id="H1BB42594A205432C8998988A4E92F7D4" commented="no"><enum>(d)</enum><header>Updated information</header><paragraph id="HB62346AE945C446CB74399B4D08AA573" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header>Annual reports</header><text display-inline="yes-display-inline">On an annual basis during the period in which the Secretary is implementing the modern information technology service, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report containing updated information regarding the matters specified in subsection (c). Each such updated report shall identify any changes to the cost, schedule, or performance of the project to implement such system.</text></paragraph><paragraph id="H1013259BC1B040D9BEA80F08927E09D9" display-inline="no-display-inline" commented="no"><enum>(2)</enum><header>Notification</header><subparagraph id="HB3E3F2C578F74198B57E40C76B2FAC66" commented="no"><enum>(A)</enum><header>Requirement</header><text>Not later than 60 days after the date on which an action described in subparagraph (B) occurs, the Secretary shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a notification of such action, including a description of and explanation for such action.</text></subparagraph><subparagraph id="H8527F193690442C3BFE76FD594ABB07B" commented="no"><enum>(B)</enum><header>Action described</header><text display-inline="yes-display-inline">An action described in this subparagraph is, with respect to the project to implement the modern information technology service, any of the following:</text><clause id="HE86AEF9366AD42FFB8F042A1AFE8A807" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">With respect to the acquisition, implementation, or life cycle cost of the project, or an increment therein, a change or variance that is 10 percent or greater compared to the amount identified the most recent report submitted under paragraph (1).</text></clause><clause id="H79F2A9260BC944BEA0985DE3588B5C11" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">With respect to the schedule for achieving a significant milestone, initial operating capability, or final completion of the project, a change or variance that is 180 days or greater compared to the schedule identified the most recent report submitted under paragraph (1).</text></clause><clause id="HF118E8C28485481FA5D8C3772D7366AD" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">With respect to the performance, an instance where a key business, functional, or performance objective is not attained, or is not anticipated to be attained, in whole or in part.</text></clause></subparagraph></paragraph></subsection><subsection id="H3E854490F9DA45749AC65E0EC1829E3A"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Veterans Affairs for fiscal years 2022 through 2024 a total of $250,000,000 to carry out this section.</text></subsection><subsection id="HE9E352B014AB4CB08E0282BFA115B303" commented="no"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H4FFAE7EF46F649D0A610CF037069A9DB"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>legacy information technology system</term> means an information technology system used by the Department of Veterans Affairs to process claims for educational assistance under chapters 30, 33, 35, and 36 of title 38, United States Code, before the date on which the Secretary of Veterans Affairs awards a contract under subsection (a) for the modern information technology service.</text></paragraph><paragraph id="H74090CE880E24DEEB53F05F34343835B"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>modern information technology service</term> means the information technology service implemented under subsection (a) to process claims for educational assistance under chapters 30, 33, 35, and 36 of title 38, United States Code.</text></paragraph></subsection></section><section id="H9366F6F8ED814C2982AD5B69E47F7ADF" section-type="subsequent-section" commented="no"><enum>6.</enum><header>Time period for eligibility under Survivors' And Dependents' Educational Assistance Program of Department of Veterans Affairs</header><subsection id="HF08F0F9419834C128A2993CADEAF104D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3512 of title 38, United States Code, is amended—</text><paragraph id="H86748D9F703740CC85CE5FECEB390E2E"><enum>(1)</enum><text>by redesignating subsection (h) as subsection (f); and</text></paragraph><paragraph id="HE62AD178AEA043F1B65426092A21762E"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="USC" id="H7F3EB2E2842749F4A96EA38E7B9AE666" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="H0BAC679D8BED44EF8B5D6F0FA1C52EC7" commented="no"><enum>(g)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this section, the following persons may be afforded educational assistance under this chapter at any time after August 1, 2023, and without regard to the age of the person:</text><paragraph id="H0BE0877DE1CD4727A63236BC11050743"><enum>(1)</enum><text>A person who first becomes an eligible person on or after August 1, 2023.</text></paragraph><paragraph id="H18A3A9A59129415FB249BFB257FA0FF4"><enum>(2)</enum><text>A person who—</text><subparagraph id="H99AFD935D32D44D5AAA098B37AB3B3B7"><enum>(A)</enum><text>first becomes an eligible person before August 1, 2023; and</text></subparagraph><subparagraph id="HFA6694C5FC6E4AE39ED2A4B088FAD3CF"><enum>(B)</enum><text>has not received any payment of educational assistance under this chapter before such date.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H25D2589196CB483D8CA0A2C0BCAA33F0"><enum>(b)</enum><header>Conforming amendments</header><text display-inline="yes-display-inline">Such section is further amended—</text><paragraph id="H193A5A30CAA54420984DE98FEAE6EEA0"><enum>(1)</enum><text>in subsection (a), by striking <quote>The educational</quote> and inserting <quote>Except as provided in subsection (g), the educational</quote>;</text></paragraph><paragraph id="HAAC6E07940F4423B87383330F11689D6"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H603C078648F3411EA2FA3777CA0CE401"><enum>(A)</enum><text>in paragraph (1)(A), by inserting <quote>subsection (g) or</quote> after <quote>provided in</quote>; and</text></subparagraph><subparagraph id="H5D384366847C4087933C8A370EEE5802"><enum>(B)</enum><text>in paragraph (2), by striking <quote>Notwithstanding</quote> and inserting <quote>Except as provided in subsection (g), notwithstanding</quote>; and</text></subparagraph></paragraph><paragraph id="H1FE9E6A3DBA24602A394FCEE5A6024BA"><enum>(3)</enum><text>in subsection (e), by striking <quote>No person</quote> and inserting <quote>Except as provided in subsection (g), no person</quote>. </text></paragraph></subsection></section><section id="H577C860B7FA44F86A91BC03273FB3FE8" section-type="subsequent-section"><enum>7.</enum><header>Pilot program on short-term fellowship programs</header><subsection id="H9E11FC08080F4DDD818DF9BA4A5E5666"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">The Assistant Secretary of Labor for Veterans' Employment and Training shall carry out a pilot program under which a State may use a grant or contract under section 4102A(b)(5) of title 38, United States Code, to carry out a short-term fellowship program.</text></subsection><subsection id="H49298890E40A4EC4B3D663B6F3E57A96"><enum>(b)</enum><header>Locations; agreements</header><text display-inline="yes-display-inline">The Secretary shall select at least three, but not more than five, States to carry out a short-term fellowship program pursuant to subsection (a). Each such State shall enter into an agreement with a non-profit organization to carry out such program.</text></subsection><subsection id="H2C819A9383BC41A3A39DDB4958576628"><enum>(c)</enum><header>Short-term fellowship program</header><text display-inline="yes-display-inline">Each short-term fellowship program carried out by a State pursuant to subsection (a) shall—</text><paragraph id="H0E306CEE7300429881087FF116C71A43"><enum>(1)</enum><text>consist of veterans participating as fellows with an employer for a period not exceeding 20 weeks;</text></paragraph><paragraph id="H2D2E1FC8F2D9431CBD4495434BEB6A64"><enum>(2)</enum><text>provide to such veterans a monthly stipend during such period; and</text></paragraph><paragraph id="H5A46A4CDF5B04B51A79A33DB35E8C41E"><enum>(3)</enum><text>provide to such veterans an opportunity to be employed on a long-term basis with the employer following such period.</text></paragraph></subsection><subsection id="H8D1F2FDD2B1946E9AB3C9A8400D0C478"><enum>(d)</enum><header>Amount of stipend</header><text display-inline="yes-display-inline">The amount of the stipend provided to a veteran pursuant to subsection (c)(2) for a month shall be the amount equal to the amount of the wages earned by the veteran during that month for participating in the fellowship</text></subsection><subsection id="HB107D32F3EAE4CF9BC4C41D32706EC31"><enum>(e)</enum><header>Comptroller General report</header><text>Not later than four years after the date on which the pilot program commences under this section, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the pilot program.</text></subsection><subsection id="HB036289C4011434EB8DEFEB05DD63234"><enum>(f)</enum><header>Definition of State</header><text display-inline="yes-display-inline">In this section, the term <quote>State</quote> has the meaning given such term in section 4101(6) of title 38, United States Code.</text></subsection><subsection id="HF6AA35312BF14936BF13BF5527CC0FDB"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">In addition to funds made available under section 4102A(b)(5) of title 38, United States Code, there is authorized to be appropriated to the Assistant Secretary to carry out the pilot program under this section $15,000,000 for each of fiscal years 2021 through 2025.</text></subsection></section></legis-body><endorsement display="yes"><action-date>May 14, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
