R. 215</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210105">January 5, 2021</action-date><action-desc><sponsor name-id="S001192">Mr. Stewart</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Congressional Accountability Act of 1995 to prohibit the imposition of a nondisclosure agreement as a condition of the payment of any award or settlement in connection with a violation of such Act.</official-title></form><legis-body id="H7C513EC7714F4509AB5C61661BD1005B" style="OLC"><section id="H58D0E03F4F2C40498F0B746E3711B02C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Victims' Voice and Transparency Act</short-title></quote>.</text></section><section id="H3B9400204379486987CD9035F78F8ADD" section-type="subsequent-section"><enum>2.</enum><header>Prohibiting imposition of nondisclosure agreement as condition of award or settlement under Congressional Accountability Act of 1995</header><subsection id="H6FF7FC3391F64D65B560BFBD72FCD091"><enum>(a)</enum><header>Prohibition</header><text>Section 401 of the Congressional Accountability Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1401">2 U.S.C. 1401</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HC6E6F109BBE0487BB3C130B5B1E5DECF" style="OLC"><subsection id="H536F1A12DFA1404A838B2A570D026A59"><enum>(h)</enum><header>Prohibiting imposition of nondisclosure agreements</header><text display-inline="yes-display-inline">A nondisclosure agreement may not be imposed on any party as a condition of the payment of any award or settlement in connection with a violation of part A of title II.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H55420ACFCC264B28A51CF80EBAB3F6BC"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to awards and settlements paid in connection with the Congressional Accountability Act of 1995 on or after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
