<section id="H740D9E004515449EBFD8C3C272F849DB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Debt Solution and Accountability Act</short-title></quote>.</text></section> <section id="HC8108793AD4C4A48AECED714AA9E0630"><enum>2.</enum><header>Secretary of the Treasury report to Congress after debt limit is increased</header> <subsection id="H378EB933F9E941A4A7D6860B222502F5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text>

<section id="HFBB7D4B3017F4547AC0FA73EFF05FA81"><enum>3131.</enum><header>Report after debt limit is increased.</header>
<subsection id="HA176FAFB08FA48F3A842C2E661FC4CBF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not more than 60 days after the limit specified under section 3101, as modified by section 3101A, is increased, the Secretary of the Treasury shall submit a report to the Committee on Ways and Means of the House of Representatives, the Committee on Appropriations of the House of Representatives, the Committee on the Budget of the House of Representatives, the Committee on Finance of the Senate, the Committee on Appropriations of the Senate, and the Committee on the Budget of the Senate consisting of the following:</text> <paragraph id="H73B7B1C2DCCC47328B98B62C0161D027"><enum>(1)</enum><header>Debt Report</header><text display-inline="yes-display-inline">A report on the state of the public debt, including—</text>
<subparagraph id="H28209276C1DD44C09CC55C25D56596C2"><enum>(A)</enum><text display-inline="yes-display-inline">the historical levels of the debt, current amount and composition of the debt, and future projections of the debt;</text></subparagraph> <subparagraph id="HC06CB5F0876E40D3B3C385800213FC7D"><enum>(B)</enum><text>the drivers and composition of future debt; and</text></subparagraph>
<subparagraph id="H35139DBF023A48EABFFBB3E538336DDD"><enum>(C)</enum><text>how the United States will meet debt obligations, including principal and interest.</text></subparagraph></paragraph> <paragraph id="H1D36742928FC4CC88936C6A5D0B69625"><enum>(2)</enum><header>Statement of intent</header><text>A detailed explanation of—</text>
<subparagraph id="HEAC7273E67544853AC2B5D6AFBC9E8E9"><enum>(A)</enum><text display-inline="yes-display-inline">proposals of the President to reduce the public debt in the short term (the current and following three fiscal years), medium term (approximately five to nine fiscal years), and long term (approximately ten to twenty-five fiscal years), and proposals of the President to adjust the debt-to-gross domestic product ratio;</text></subparagraph> <subparagraph id="H825DF805DAB340F9B7AEEF9E8D40F25C"><enum>(B)</enum><text display-inline="yes-display-inline">the impact the increased debt limit will have on future Government spending, debt service, and the position of the United States dollar as the international reserve currency; and</text></subparagraph>
<subparagraph id="H2448BBE7AA364B86BCBAD4565CF52C44"><enum>(C)</enum><text display-inline="yes-display-inline">projections of fiscal health and sustainability of major direct-spending entitlement programs (including Social Security, Medicare, and Medicaid).</text></subparagraph></paragraph></subsection> <subsection id="H5DE7B9A43B054E79844D1C5C1831C856"><enum>(b)</enum><header>Progress report</header><text display-inline="yes-display-inline">Not more than 180 days after the report described in subsection (a) is submitted, the Secretary of the Treasury shall submit a detailed report on the progress of implementing all proposals of the President described under paragraph (2)(A).</text></subsection>
<subsection id="HA11078543E334573B9E3F9A91606B19C"><enum>(c)</enum><header>Public access to information</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall furnish publicly accessible links on the web page of the Department of the Treasury to each report submitted under this section. Such links shall be available for not less than the 6-month period following the date of such submission.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H1B46086FA0044AF29C28428956A92D0E"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/31/3130">section 3130</external-xref> the following:</text>

<section display-inline="no-display-inline" id="H1B71C8F8E0A04F5E93AC639FF7DB771C" section-type="subsequent-section"><enum>3.</enum><header>Access to certain Treasury Department data</header><text display-inline="no-display-inline">Not later than thirty days after receipt of a written request from the Chairman of the Committee on Ways and Means of the House of Representatives or the Committee on Finance of the Senate but no more than four times per fiscal year for each, the Secretary of the Treasury shall provide to the requesting Chairman financial and economic data relevant to determining the amount of the public debt of the United States, including—</text> <paragraph id="H7682F888CF0244A7A20D63638FCD20F7"><enum>(1)</enum><text>cash flow and debt transaction information used in preparing the Daily Treasury Statement, including current balances, receipts, and payments;</text></paragraph>
<paragraph id="HA4EF7AE8F4A742908AFF383C016B5310"><enum>(2)</enum><text>operating cash balance projections; and</text></paragraph> <paragraph id="H246C019D86FE456EAA048D059C9B316D"><enum>(3)</enum><text display-inline="yes-display-inline">relevant information regarding any extraordinary measures (as defined under section 3131(d) of title 31, United States Code) taken to prevent the public debt from exceeding the limitation imposed by section 3101 of title 31, United States Code, as modified by section 3101A of such title.</text></paragraph></section>
