<section id="HFC61865AB1694E7A8E1FE98101651577" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Social and Economic Equity Promotion Act</short-title></quote>. </text></section> <section id="HF304B01B31964D1389003E427D2066A8"><enum>2.</enum><header>Establishment of the Division of Social and Economic Equity</header> <subsection id="H1D1BB4D76A6D445BB2414793F7009BA6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 201 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/601">2 U.S.C. 601</external-xref>) is amended—</text> 
<paragraph id="H9BBC4A1175E5453A9D100AE2188DC479"><enum>(1)</enum><text>by redesignating subsections (b) through (g) as subsections (c) through (h), respectively; and</text></paragraph> <paragraph id="HCFAF640FB8574850BC9F8F4014A4DD21"><enum>(2)</enum><text>by inserting after subsection (a) the following new subsection:</text>

<subsection id="HE86B53170D4F4009A4BA7EEAB035F20A"><enum>(b)</enum><header>Division of Social and Economic Equity</header><text display-inline="yes-display-inline">There is established in the Office the Division of Social and Economic Equity to carry out the equity analyses required by section 402.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HE551557ABCD64F2A923711FF9617FD88"><enum>(b)</enum><header>Analyses of equity impact</header><text display-inline="yes-display-inline">Section 402 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>) is amended—</text> 
<paragraph id="H8BB771CCAD3F4BB2AAB306CB46D9E861"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4);</text></paragraph> <paragraph id="HC245BB49E9A540AA83057EFD449E7A7C"><enum>(2)</enum><text>in paragraph (2), by striking <quote>and</quote>;</text></paragraph> 
<paragraph id="HD60C994D886E44C390E392560E345A49"><enum>(3)</enum><text>by inserting after paragraph (2) the following new paragraph: </text> <quoted-block style="OLC" id="H085F69D8285B4D95BE868D5719176A69" display-inline="no-display-inline"> <paragraph id="H2DE43D64063145DA877E555D1EC955D8"><enum>(3)</enum><text display-inline="yes-display-inline">as the chair or ranking member of the Committee on the Budget of the House of Representatives determines appropriate, an analysis carried out by the Division of Social and Economic Equity of the impact on equity resulting from the enactment of such bill or resolution in the fiscal year in which it is to become effective and in each of the 4 fiscal years following such fiscal year, together with the basis for each such analysis; and</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HFD01BA385A914F07A39FE5FA20061252"><enum>(4)</enum><text>in the last sentence, by striking <quote>and</quote> and inserting <quote>analysis, and</quote>. </text></paragraph></subsection> <subsection id="HE9DA0ED1CD9F43F6AFE96FA453B39F8A"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="H6E87D60BD3194A41A438FEE1CC68BA2A"><enum>(12)</enum><text display-inline="yes-display-inline">The term <term>equity</term> means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American individuals, Asian Americans and Pacific Islanders and other individuals of color, members of religious minorities, lesbian, gay, bisexual, transgender, and queer individuals, individuals with disabilities, individuals who live in rural areas, and individuals otherwise adversely affected by persistent poverty or inequality.</text></paragraph> <paragraph id="HDBE18D9F670D4A3AB786D2C3FB4F0484"><enum>(13)</enum><text display-inline="yes-display-inline">The term <term>underserved communities</term> means populations that share a particular characteristic, including with respect to geographic area, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, including populations of individuals described in paragraph (12). </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H813ECCBAF1D8497391B9925CF103A1A2"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, the Director of the Congressional Budget Office shall, in consultation with the Select Committee on Economic Disparity and Fairness in Growth of the House of Representatives, submit a report to each House of Congress of how the Office plans to carry out the equity analyses required by section 402 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>), as amended by this Act.</text></subsection> <subsection id="HC4CDD25C171D4A479B3BB2DC02F1EF5E"><enum>(e)</enum><header>Effective date</header><text>The amendments made by this Act shall take effect 6 months after the date the report required by <internal-xref idref="H813ECCBAF1D8497391B9925CF103A1A2" legis-path="1.(d)">subsection (d)</internal-xref> is submitted to both Houses of Congress. </text> </subsection></section>
