committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 5, United States Code, to require the Director of the Office of Personnel Management to establish and maintain a public directory of the individuals occupying Government policy and supporting positions, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HGO00" reported-display-style="italic" id="HF840AB61B16348AFBAABAD44DE5DE2B2"><section id="H9472E75DDD73463BA178B89A1F7C7ADE" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Periodically Listing Updates to Management Act</short-title></quote> or the <quote><short-title>PLUM Act</short-title></quote>.</text></section><section id="HBA46696F38314220AF9A26F1A992876E"><enum>2.</enum><header>Establishment of public website on Government policy and supporting positions</header><subsection id="H210028DC699C46669B41AC7AB4229C54"><enum>(a)</enum><header>Establishment</header><paragraph id="H1DD42776EB9E46ECA9709FA6F1E47C9C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HFA90F1B4B1454CB3BFA358FD060F44C7" style="USC" changed="added" reported-display-style="italic" committee-id="HGO00"><section id="HB88340D55F0E4CCE9C6A44B2C1C4BB28"><enum>3330f.</enum><header>Government policy and supporting position data</header><subsection id="HDD9B16D7C2CA4BB78C7B13D3222979A0"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H6296EAE8C2814787B114EAC032E80C48"><enum>(1)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> means—</text><subparagraph id="H7870C9BF35114BF3A9A94BF1AA114C87"><enum>(A)</enum><text>any Executive agency, the United States Postal Service, and the Postal Regulatory Commission;</text></subparagraph><subparagraph id="HC759B5E9C49E458CBD3BE3E5146D091A"><enum>(B)</enum><text>the Architect of the Capitol, the Government Accountability Office, the Government Publishing Office, and the Library of Congress; and</text></subparagraph><subparagraph id="HD1145D43C17645178218878558EDA8CA"><enum>(C)</enum><text>the Executive Office of the President and any component within such Office (including any successor component), including—</text><clause id="HAE5B13DCAD58476D9EFADC1F62C18AED"><enum>(i)</enum><text>the Council of Economic Advisors;</text></clause><clause id="H5BFCA67F8A0B4B869F22E898E82E12EE"><enum>(ii)</enum><text>the Council on Environmental Quality;</text></clause><clause id="HCBB54B73BF4F46739A0D88A957FF7326"><enum>(iii)</enum><text>the National Security Council;</text></clause><clause id="HA3A17B0ECC30413A9A5F9C8BDFA95A1D"><enum>(iv)</enum><text>the Office of the Vice President;</text></clause><clause id="HE5BEB174B575419ABDD39EC3EF49328B"><enum>(v)</enum><text>the Office of Policy Development;</text></clause><clause id="HBEF661A4D4DF4FE684989AC73DE066DB"><enum>(vi)</enum><text>the Office of Administration;</text></clause><clause id="H976FC6E532D149BEBBB0E7059CA6FD45"><enum>(vii)</enum><text>the Office of Management and Budget;</text></clause><clause id="H4CE32A9AECAD46B89FBE9E3D9461D229"><enum>(viii)</enum><text>the Office of the United States Trade Representative;</text></clause><clause id="HEA0E75D1BA17446EB0B0367804C70A32"><enum>(ix)</enum><text>the Office of Science and Technology Policy;</text></clause><clause id="HAFE2CEA4BD04403F838B74B18CC1B751"><enum>(x)</enum><text>the Office of National Drug Control Policy; and</text></clause><clause id="H86D1C833079E4AE98E7A9E3171F41901"><enum>(xi)</enum><text display-inline="yes-display-inline">the White House Office, including the White House Office of Presidential Personnel.</text></clause></subparagraph></paragraph><paragraph id="HB3362089C1764CE4A44F3A4D73CFA38B"><enum>(2)</enum><header>Covered website</header><text>The term <term>covered website</term> means the website established and maintained by the Director under subsection (b).</text></paragraph><paragraph id="HDBCE30F43A3D41CA84C40192E768B6DB"><enum>(3)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Personnel Management.</text></paragraph><paragraph id="HFB67F7DA3B464CEC8AC2BCAA7E9C1A86"><enum>(4)</enum><header>Appointee</header><text>The term <term>appointee</term>—</text><subparagraph id="H922E30711C8448B7BFAB8F6AD847F1D9"><enum>(A)</enum><text display-inline="yes-display-inline">means an individual serving in a policy and supporting position; and</text></subparagraph><subparagraph id="HC5C9F9F5E13E4ECAB97F395332F128B5"><enum>(B)</enum><text display-inline="yes-display-inline">includes an individual serving in such a position temporarily in an acting capacity in accordance with—</text><clause id="H050392AF05C9424985210C9E8F911F42"><enum>(i)</enum><text>sections 3345 through 3349d (commonly referred to as the <quote>Federal Vacancies Reform Act of 1998</quote>);</text></clause><clause id="H2741B01BB8BC4AEAB10B6DB511ADD67C"><enum>(ii)</enum><text>any other statutory provision described in section 3347(a)(1); or</text></clause><clause id="HA98E286E507B4EA8B5A35EE1425580FC"><enum>(iii)</enum><text>a Presidential appointment described in section 3347(a)(2).</text></clause></subparagraph></paragraph><paragraph id="H24C1A1108E6D484793CF8A55B6EC41D3" commented="no"><enum>(5)</enum><header>Policy and supporting position</header><text>The term <term>policy and supporting position</term> means—</text><subparagraph id="H99B1A36635C64F00B59FC187621C66A9" commented="no"><enum>(A)</enum><text>a position that requires appointment by the President, by and with the advice and consent of the Senate;</text></subparagraph><subparagraph id="HBF3CE29CCF374A6AA76F0DEA0D9682A6" commented="no"><enum>(B)</enum><text>a position that requires or permits appointment by the President or Vice President, without the advice and consent of the Senate;</text></subparagraph><subparagraph id="H13C3DED6C7E846438E5DF2B45601A4B3" commented="no"><enum>(C)</enum><text>a position occupied by a limited term appointee, limited emergency appointee, or noncareer appointee in the Senior Executive Service, as defined under paragraphs (5), (6), and (7), respectively, of section 3132(a);</text></subparagraph><subparagraph id="H8997BEBA6FBE42FEB37D209C0222443C" commented="no"><enum>(D)</enum><text>a position of a confidential or policy-determining character under schedule C of subpart C of part 213 of title 5, Code of Federal Regulations, or any successor regulation;</text></subparagraph><subparagraph id="HDB58C248A1F3412C8EE541558741E697" commented="no"><enum>(E)</enum><text>a position in the Senior Foreign Service;</text></subparagraph><subparagraph id="H22F49A48534E4CACB8CF453DAC042D12" commented="no"><enum>(F)</enum><text display-inline="yes-display-inline">any career position at an agency that, but for this section and section 2(b)(3) of the PLUM Act, would be included in the publication entitled <quote>United States Government Policy and Supporting Positions</quote>, commonly referred to as the <quote>Plum Book</quote>; and</text></subparagraph><subparagraph id="H9ECD86A3B5EC42ED949D4C82C252E588" commented="no"><enum>(G)</enum><text>any other position classified at or above level GS–14 of the General Schedule (or equivalent) that is excepted from the competitive service by law because of the confidential or policy-determining nature of the position duties. </text></subparagraph></paragraph></subsection><subsection id="H7AA5CC3B5C0A4F9D95D1C1A3558CCD25"><enum>(b)</enum><header>Establishment of website</header><text>Not later than 1 year after the date of enactment of the PLUM Act, the Director shall establish, and thereafter maintain, a public website containing the following information for the President then in office and for each subsequent President:</text><paragraph id="H195D6B7AE3144FEC98E98F565B573E35"><enum>(1)</enum><text>Each policy and supporting position in the Federal Government, including any such position that is vacant.</text></paragraph><paragraph id="H37966F723C00441884D0353FF4994C79"><enum>(2)</enum><text>The name of each individual who—</text><subparagraph id="H877F50EA99B34EA68939E23F669500D0"><enum>(A)</enum><text>is serving in a position described in paragraph (1); or</text></subparagraph><subparagraph id="H61913D4777E34AA7BFCD5E35751E45EB"><enum>(B)</enum><text>previously served in a position described in such paragraph under the applicable President.</text></subparagraph></paragraph><paragraph id="HCE1C946616A34CA492DB411EA5976EF7" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">Information on any Government-wide or agency-wide limitation on the total number of positions in the Senior Executive Service under section 3133 or 3132, and for the total number of positions in Schedule C of subpart C of part 213 of title 5, Code of Federal Regulations, and total number of individuals occupying such positions.</text></paragraph></subsection><subsection id="HF7568894E9D6441ABAD81A418D55CBBB"><enum>(c)</enum><header>Contents</header><text display-inline="yes-display-inline">With respect to any policy and supporting position listed on the covered website, the Director shall include—</text><paragraph id="H38CF3170437F4E789BA04945E6E8D963"><enum>(1)</enum><text>the agency, and agency component, (including the agency and bureau code used by the Office of Management and Budget) in which the position is located;</text></paragraph><paragraph id="HE55E5E58B8954D1FB8F35153F8C65CD0"><enum>(2)</enum><text>the name of the position;</text></paragraph><paragraph id="H2473679CB40346E1B8A63917174386F8"><enum>(3)</enum><text>the name of the individual occupying such position (if any);</text></paragraph><paragraph id="H09F7AA4A0EC94614B93206CCDE4734C9"><enum>(4)</enum><text>the geographic location of the position, including the city, State or province, and country;</text></paragraph><paragraph id="H79DBD33525014791AC651295AF543E7F"><enum>(5)</enum><text>the pay system under which the position is paid;</text></paragraph><paragraph id="H7A0155467EFB426CBBDCE41811A5DDA2"><enum>(6)</enum><text>the level, grade, or rate of pay;</text></paragraph><paragraph id="H0E1E8A6CFF9643BAA8B67A1E3D3F2630"><enum>(7)</enum><text>the term or duration of the appointment (if any);</text></paragraph><paragraph id="H08AD2A44694A4D16986261AD958E8D59"><enum>(8)</enum><text>the expiration date, in the case of a time-limited appointment;</text></paragraph><paragraph id="H40E7CAF906084B15A8DE97CC7EFF5F7A" commented="no"><enum>(9)</enum><text>a unique identifier for each appointee to enable tracking such appointee across positions; </text></paragraph><paragraph id="HB32D4B627F4E4ED0916C5AB9A6C649BE" commented="no"><enum>(10)</enum><text display-inline="yes-display-inline">whether the position is vacant, and in the case of a vacancy, for positions for which appointment is required to be made by the President by and with the advice and consent of the Senate, the name of the acting official, and, for other positions, the name of the official performing the duties of the vacant position.</text></paragraph></subsection><subsection id="H7A8F8BD5AA9D45E296AC873DDD5B5833"><enum>(d)</enum><header>Current data</header><text display-inline="yes-display-inline">For each agency, the Director shall indicate the date that the agency last updated the data.</text></subsection><subsection id="H450AB1DB769945D68BFD427685E566FB"><enum>(e)</enum><header>Format</header><text>The Director shall make the data on the covered website available to the public at no cost over the internet in a searchable, sortable, downloadable, and machine-readable format so that the data qualifies as an open Government data asset, as defined in section 3502 of title 44.</text></subsection><subsection id="H8897BA062CEB45058A024CEF14774477"><enum>(f)</enum><header>Authority of Director</header><paragraph id="HA330B80795A540069E25CF3DFFCD8C95"><enum>(1)</enum><header>Information required</header><text>Each agency shall provide to the Director any information that the Director determines necessary to establish and maintain the covered website, including the information uploaded pursuant to paragraph (4).</text></paragraph><paragraph id="HC800EBCCE9634C0DA11E0BB51BC7766D" commented="no"><enum>(2)</enum><header>Requirements for agencies</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the PLUM Act, the Director shall issue instructions to agencies with specific requirements for the provision or uploading of information required under paragraph (1), including—</text><subparagraph id="HA8F5BB2052EE496F82D64281E14EFCC6" commented="no"><enum>(A)</enum><text>specific data standards that an agency shall follow to ensure that the information is complete, accurate, and reliable;</text></subparagraph><subparagraph id="H4AA6530D2EFE4C9BB8144A78EA8B7C1D" commented="no"><enum>(B)</enum><text>data quality assurance methods; and</text></subparagraph><subparagraph id="H4F43430793574E339EA4E132ABEBD140" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">the timeframe during which an agency shall provide or upload the information, including the timeframe described under paragraph (4).</text></subparagraph></paragraph><paragraph id="H11B29322E5D743C79B1B1C414166B17B"><enum>(3)</enum><header>Public accountability</header><text>The Director shall identify on the covered website any agency that has failed to provide—</text><subparagraph id="H567952583E2B4C449AF010138960C725"><enum>(A)</enum><text>the information required by the Director;</text></subparagraph><subparagraph id="HB9945E3088F94673AF51B4CE5450F703"><enum>(B)</enum><text>complete, accurate, and reliable information; or</text></subparagraph><subparagraph id="H66389B4D1B6B490288EE252D360495C9"><enum>(C)</enum><text>the information during the timeframe specified by the Director.</text></subparagraph></paragraph><paragraph id="HD8045AB7456B4DD48F913E91720E9317"><enum>(4)</enum><header>Monthly updates</header><subparagraph id="H28AA91C8EC804F369EC083A1508DC2C0"><enum>(A)</enum><text>Not later than 90 days after the date the covered website is established, and not less than once during each 30 day period thereafter, the head of each agency shall upload to the covered website updated information (if any) on—</text><clause id="H23F0A196D223446CAB0EEB8B5D596228"><enum>(i)</enum><text display-inline="yes-display-inline">the policy and supporting positions in the agency;</text></clause><clause id="H026CCF314B6B4E9593871B4CC9D48B9F"><enum>(ii)</enum><text>the appointees occupying such positions in the agency; and</text></clause><clause id="H6E17A970E0E04ECBBBF84944C90A6B90"><enum>(iii)</enum><text>the former appointees who served in the agency under the President then in office.</text></clause></subparagraph><subparagraph id="H895AFEA3AD6C4FABB9ADA77F9D9C62B0" commented="no"><enum>(B)</enum><text>Information provided under subparagraph (A) shall supplement, not supplant, previously provided data under such subparagraph.</text></subparagraph></paragraph><paragraph id="H3EF5632D7E5647CD98A2E369317A03BF"><enum>(5)</enum><header>OPM help desk</header><text>The Director shall establish a central help desk, to be operated by not more than one full-time employee, to assist any agency with implementing this section.</text></paragraph><paragraph id="H32FF3AD395834ADE98A24F5159DB110F"><enum>(6)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Director may designate one or more Federal agencies to participate in the development, establishment, operation, and support of the covered website. With respect to any such designation, the Director may specify the scope of the responsibilities of the Federal agency so designated.</text></paragraph><paragraph id="H8949856D7D4547CC81C83CCD6A2BB63A"><enum>(7)</enum><header>Data standards and timing</header><text display-inline="yes-display-inline">The Director shall make available on the covered website information regarding on data collection standards, quality assurance methods, and time frames for reporting data to the Director.</text></paragraph><paragraph id="H2302A17746ED4DEB99697AA8074911A4"><enum>(8)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Director may prescribe regulations necessary for the administration of this section.</text></paragraph></subsection><subsection id="H5298C63815EF481D958DC71B26F97086"><enum>(g)</enum><header>Responsibility of agencies</header><paragraph id="H20617A2E5D5C45199E9D5DF6477B7DF9"><enum>(1)</enum><header>Provision of information</header><text display-inline="yes-display-inline">Each agency shall comply with the instructions and guidance issued by the Director to carry out this Act, and, upon request of the Director, shall provide appropriate assistance to the Director to ensure the successful operation of the covered website in the manner and within the timeframe specified by the Director under subsection (f)(2).</text></paragraph><paragraph id="H5585DCAA44134D58969C1854D1682327"><enum>(2)</enum><header>Ensuring completeness, accuracy, and reliability</header><text display-inline="yes-display-inline">With respect to any submission of information described in paragraph (1), the head of an agency shall include an explanation of how the agency ensured the information is complete, accurate, and reliable, and a certification that such information is complete, accurate, and reliable.</text></paragraph></subsection><subsection id="HB172D2AA41434099AD18172EEA2244A8"><enum>(h)</enum><header>Information verification</header><paragraph id="H7389DC8051624A9DA28BFB46D66C3F8A"><enum>(1)</enum><header>In general</header><text>Not less frequently than semiannually, the Director, in coordination with the White House Office of Presidential Personnel, shall confirm that the information on the covered website is complete, accurate, reliable, and up-to-date. On the date of any such confirmation, the Director shall publish on the covered website a certification that such confirmation has been made.</text></paragraph><paragraph id="H06F3E85BC17342A6B6B43D7D85B61C1B"><enum>(2)</enum><header>Authority of director</header><text>In carrying out paragraph (1), the Director may—</text><subparagraph id="HEF2E351F70774CBD84811593776B8D12"><enum>(A)</enum><text>request additional information from an agency; and</text></subparagraph><subparagraph id="H58EAC19DBDB343718D9FDDB29620D91C"><enum>(B)</enum><text>use any additional information provided to the Director or the White House Office of Presidential Personnel for the purposes of verification.</text></subparagraph></paragraph><paragraph id="HF173FD8A4B464D11872CAAF9052EE8A4"><enum>(3)</enum><header>Public comment</header><text>The Director shall establish a process under which members of the public may provide feedback regarding the accuracy of the information on the covered website.</text></paragraph></subsection><subsection id="HB9BD912A491B4BEAA866AE25DB253A4D"><enum>(i)</enum><header>Data archiving</header><paragraph id="HC89BBADA0D4D4B89918569E5D7197F1D"><enum>(1)</enum><header>In general</header><text>As soon as practicable after a transitional inauguration day (as defined in section 3349a), the Director, in consultation with the Archivist of the United States, shall archive the data that was compiled on the covered website for the preceding presidential administration.</text></paragraph><paragraph id="H66E0DA3AC6EB4364B6579C868FC6D0E6"><enum>(2)</enum><header>Public availability</header><text>The Director shall make the data described in paragraph (1) publicly available over the internet—</text><subparagraph id="H7909D195BCD24AD4BB83C9EE4FE49FA7"><enum>(A)</enum><text>on, or through a link on, the covered website;</text></subparagraph><subparagraph id="HAFB02558E92F495CB105FAC4682F95A2"><enum>(B)</enum><text>at no cost; and</text></subparagraph><subparagraph id="HD3ADB36B5D6C446594C34953FE735EF9"><enum>(C)</enum><text>in a searchable, sortable, downloadable, and machine-readable format.</text></subparagraph></paragraph></subsection><subsection id="H6152881B64C7487BA68593449DE2CA14"><enum>(j)</enum><header>Reports</header><paragraph id="H07764835935942698846646019832929"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not less frequently than one year after the covered website is established and not less than annually thereafter, the Director, in coordination with the White House Office of Presidential Personnel, shall publish a report on the covered website that contains summary level information on the demographics of any appointee. Such report shall provide such information in a structured data format that is searchable, sortable, and downloadable, makes use of common identifiers wherever possible, and contains current and historical data regarding such information.</text></paragraph><paragraph id="H52C3522678BD41CF9C8904B0B584C363"><enum>(2)</enum><header>Contents</header><subparagraph id="H38EC855450A140CF82159AC15036CD15"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Each report published under paragraph (1) shall include self-identified data on race, ethnicity, tribal affiliation, gender, disability, sexual orientation, veteran status, and whether the appointee is over the age of 40 with respect to each type of appointee. Such a report shall allow for users of the covered website to view the type of appointee by agency or component, along with these self-identified data, alone and in combination, to the greatest level detail possible without allowing the identification of individual appointees. </text></subparagraph><subparagraph id="H03B9EA4F63954340AFAF64BFCF494D7B"><enum>(B)</enum><header>Option to not specify</header><text>When collecting each category of data described in subparagraph (A), each appointee shall be allowed an option to not specify with respect to any such category.</text></subparagraph><subparagraph id="H3F4CB5C9EA6442F2AA3ED8A4768B4A3D"><enum>(C)</enum><header>Consultation</header><text display-inline="yes-display-inline">The Director shall consult with the Committee on Oversight and Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate regarding reports published under this subsection and the information in such reports to determine whether the intent of this section is being fulfilled and if additional information or other changes are needed for such reports.</text></subparagraph></paragraph><paragraph id="H4D5B0611DC644C4882B4E2B8498867CB"><enum>(3)</enum><header>Exclusion of career positions</header><text display-inline="yes-display-inline">For purposes of applying the term <quote>appointee</quote> in this subsection, such term does not include any individual appointed to a position described in subsection (a)(5)(F).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="HDB89826E30924FAABAE6B181DD2B0EC0"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H38E73849FABE4852BC3E398C53F11E3D" style="USC" changed="added" reported-display-style="italic" committee-id="HGO00"><toc changed="added" reported-display-style="italic" committee-id="HGO00"><toc-entry bold="off" level="section">3330f. Government policy and supporting position data.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H56ADA8E66C7443DC8755AB8CBDF383B3"><enum>(b)</enum><header>Other matters</header><paragraph id="HD4D568BBE259444DA9CE051E462CEE61"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated $7,000,000, to remain available until expended, for—</text><subparagraph id="H7C4E0E65FAF44C54A02584A0E42A71C5"><enum>(A)</enum><text>developing the website under section 3330f(b) of title 5, United States Code, as added by subsection (a)(1); and</text></subparagraph><subparagraph id="HC3CF8C2786BA4892B9D6535BA7CA47AF"><enum>(B)</enum><text>updating any data system operated by, or under the authority of, the Office of Personnel Management that will be used to carry out such section.</text></subparagraph></paragraph><paragraph id="H1C5DA988E2AC42CDB904FAF1448BFD9C"><enum>(2)</enum><header>GAO review and report</header><text display-inline="yes-display-inline">Not later than 1 year after the date such website is established, the Comptroller General shall conduct a review, and issue a briefing or report, on the implementation of this Act and the amendments made by this Act. The review shall include—</text><subparagraph id="H372A2E2E5FD7434ABF3EBF523C1807F0"><enum>(A)</enum><text>the quality of data required to be collected and whether such data is complete, accurate, timely, and reliable;</text></subparagraph><subparagraph id="H56944D915BB540CABB5AD524C5D07A57"><enum>(B)</enum><text display-inline="yes-display-inline">any challenges experienced by agencies in implementing this Act and the amendments made by this Act; and</text></subparagraph><subparagraph id="H4C3FA4085A8342DBAD161FDE3D9BFD4B"><enum>(C)</enum><text display-inline="yes-display-inline">any suggestions or modifications to enhance compliance with this Act and the amendments made by this Act, including best practices for agencies to follow.</text></subparagraph></paragraph><paragraph id="H6831CEB99D0F4531BD449B14B0DFFBB0"><enum>(3)</enum><header>Sunset of Plum Book</header><text display-inline="yes-display-inline">Beginning on January 1, 2024, such website shall serve as the public directory for policy and supporting positions in the Government, and the publication entitled <quote>United States Government Policy and Supporting Positions</quote>, commonly referred to as the <quote>Plum Book</quote>, shall no longer be issued or published.</text></paragraph></subsection></section></legis-body><endorsement><action-date>December 13, 2021</action-date><action-desc><committee-name committee-id="HHA00">Committee on House Administration</committee-name> discharged; committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
